EX-OFFICIO PRESENT: D. Norris ALSO PRESENT: P. J. Waldock, Village Planner K. Jania, Secretary Chairman Simmons called the meeting to order at 7:30 p.m. Roll call was taken. M. Krippel, W. Schempf, J. Anderson, L. Kelly, M. Gehrke, G. Krahn, J. Eichelberger, J. Wilson and D. Neir were absent. Chairman Simmons declared the minutes of the February 13, 1990 minutes approved with one addition on page 3, Section 9-56, No. 5: insert - "swimming" in the last sentence:,- should read "not including swimming Mr. Waldock stated there are two additions to the Table of Contents: Floodplain Regulations and Site Plan Review Regulations. The Board then reviewed the Agricultural District, Rl, R2, R3, and R4 Districts. The following changes were made: Agricultural District section 9-43, Conditional Uses: No. 3 - change "and/or" to ' '"non- commercial tennis clubs and recreation facilities". Section 9-44, Accessory Uses: Change No. 6 to "Grain storage facility". Section 9-45, Area Requirements: A long discussion followed on the minimum area in the AG District. One of the goals is for land preservation so we could have a developable site in the future and maintain agricultural quality of life today. It was felt that a 40 acre minimum lot area would accomplish both of these goals. Mr. Harold Dhuse was present and expressed his views on minimum lot area. He feels 40 acres would be used and therefore kept up better than 10 acres. He also talked about drainage in the area and said, in planning for the future this should be taken into consideration. The Board agreed the minimum area in the AG District shall be 40 acres. Section 9-47, Yard Requirements: The Board discussed minimum building separations between dwelling and livestock structures, and other agricultural structures. PLAINFIELD PLAN COMMISSION Case No. 237-1017892 Page Two Add No. 5 to this section regarding minimum separation of 500 feet from residential areas. The Board discussed annexation agreements recently executed granting Agricultural zoning. There was a long discussion on the definition of Agricultural versus Estate zoning. Rl District The Board discussed group home facilities in Residential Districts and Agricultural Districts. Reference this in general provision section. R2 District Section 9-62, Lot Width Requirements: Change language to read the same as in the Rl District. R3 District Section 9-66, Permitted Uses: No. 2 - change to two-family dwellings and duplexes. No. 3 - change to "non-commercial swim and tennis clubs". Section 9-67, Conditional Uses: No. 1 - change to read "Any conditional use in the R1 District..." Section 9-69, Lot Area Requirements: Eliminate No. 1 - Single-Family detached dwellings. Section 9-70, Lot Width Requirements: Eliminate No. 1 Section 9-71, Yard Requirements: No. 3 - add language to reference this in the general provision section. R4 District Section 9-74, Permitted Uses: Add "to allow attached Single-Family dwellings (8 units). Add multi-family dwellings. Section 9-75, Conditional Uses: Change No. 1 to read "Parking lots and garages as principal uses". The Board discussed Planned Unit Developments. Agreed to add PUD's to all conditional use sections. Section 9-78, Lot Width Requirements: Eliminate Nos. 1 and 2. This hearing was continued to April 10, 1990.
