Schrader, Fire District, dock, Village Planner Village Engineer Secretary Chairman Simmons called the meeting to order at 7:30 p.m. Roll call was taken. R. Mentzer, J. Wilson were absent. There being no additions or corrections, Chairman Simmons declared the minutes of the March 6, 1990 meeting approved as presented. Case No. 259-32390 - New Lenox State Bank Site Plan Review for construction of a new bank office facility. Location: Southeast corner of Lockport Street and Division Street. Mr. Waldock summarized his report to the Board: Proposed is the construction of a one-story banking facility with drive-up windows. The building itself is approximately 6,925 sq. ft. in area and has six drive-through lanes. Along with the site plan proposal, the applicant will be improving Chicago Street to the east property line - about 500 of the block. Configuration of the site would require the vacation of the public alley extending through the site at this time. The proposal is in general conformance with the specifications of the zoning approval granted in 1988. Conditions placed on the rezoning included: curbing of the north and south side of Chicago Street; the road to be recapped with a 33' width of the street (Chicago Street) for the length of the frontage of the property; a buffer of landscaping along the east side of both properties, by the developer, to the satisfaction of the adjoining property owners; staff will approve the facade of the building to be constructed; and roadway construction should be done at the time of development of either property. The site is now vacant. Utilities are being relocated at this time. Parking accommodated 39 cars and meets ordinance requirements. Setbacks meet ordinance requirements. PLAINFIELD PLAN COMMISSION April 3, 1990 Page Two Subject site has a hard surface area of 80% and storm detention is provided on site. New storm sewer is planned for installation along Chicago Street to serve the site. Landscaping meets ordinance requirements - plans provide 673 plantings surrounding the site. Buffering meets requirements - a 6 ft. fence designed to provide a 75% visual screen is proposed along the east property line subject to agreement by adjacent land owners. The adjoining land owners have had an opportunity to review the fence proposal. Exterior lighting is provided to illuminate the parking lot, building front and walks. Pole lights on the east are to be shielded to prevent glare onto adjacent residential property. Access requirements meet ordinance standards as planned. Proposed is a brick trash enclosure near the alley entrance to the site which meets ordinance requirements. Staff feels the site plan is well designed with logical traffic patterns, good landscaping placement and building location. A unique feature of this site plan is the necessity of an alley vacation to accommodate this project. The applicants are relocating utilities to accomplish the alley vacation. An easement for public access from Chicago Street to the alley is provided for the benefit of adjacent residential owners and will allow trash collection, snowplowing and local use of this alley by residents. Signage at the mouth of the alley is provided to discourage bank traffic and other unauthorized traffic through the alley. Signs located at the west corners of the site are shown at a 5 ft. setback. Variances will be required for setbacks. Staff recommends approval of the site plan for New Lenox State Bank subject to the following stipulations: 1. Vacation of 160 ft. of alley right-of-way from Division Street east to the east property line. 2. Compliance with provisions of the Plainfield Fire District regulations. 3. Compliance with Village Engineer's requirements. 4. Provision of a public access easement to accommodate traffic to/from the alley. Mr. J. Djerf, Village Engineer, discussed storm detention areas. Mr. E. Schrader, Fire District representative, stated they have no objection to the site and have no problem with access. PLAINFIELD PLAN COMMISSION April 3, 1990 Page Three Mr. Laughridge, President of New Lenox State Bank, and Mr. Lankinow, Architect were present. Mr. Laughridge briefly discussed the project. The bank will be open seven days a week, and there will be a cash station. There will be some illumination at night - three or four night lights. Several adjoining landowners were present. They briefly discussed the grading of the site, and the planting of trees. Mr. Laughridge stated the bank is willing to work with the homeowners regarding the trees. Mr. Waldock read into the record a letter from the Plainfield School District stating their concerns regarding increased traffic and undesirables using parking spaces. J. Sobkoviak moved to recommend to the Village Board that they approve the site plan for the New Lenox State Bank as presented with the four stipulations outlined by the Village Planner. Seconded by H. Bayer. Vote by roll call. Bayer, yes; Anderson, yes; Schempf, yes; Sobkoviak, yes; Krippel, yes; Simmons, yes.. 6 yes, 0 no. Motion carried. Case No. 256-4390 - Text Amendment to the Subdivision Regulations regarding letters of credit. Mr. Waldock reported this amendment is to establish language in our Subdivision Regulations regarding letters of credit. Presently Village Subdivision Regulations do not specifically require a completion bond prior to plat approval. The bond (or other surety) is required prior to development occupancy. Village policy however has been to require surety prior to plat approval. This amendment simply brings the ordinance into conformance with current policy on development. M. Krippel moved to recommend to the Village Board that they approve the text amendment to Subdivision Control Ordinance as presented. Seconded by W. Schempf. Vote by roll call. Bayer, yes; Anderson, yes; Schempf, yes; Sobkoviak, yes; Krippel, yes; Simmons, yes. 6 yes, 0 no. Motion carried. Case No. 257-32090Z - Zoning Ordinance amendment to establish a buffer requirement in Multi-Family, Business and Residential Districts. Mr. Waldock reported.the discussion at the previous Plan Commission meeting resulted in several changes to the draft ordinance. PLAINFIELD PLAN COMMISSION April 3, 1990 Page-Four These changes included references to the site plan review ordinance for a year-round visual screen of 75% for landscape material or fencing; provision of a 50' rear yard building setback for industrial districts regardless of adjacent zoning; and clarification of the ordinance's purpose and application in areas along public streets. J. Anderson moved to recommend to the Village Board that they approve the buffer ordinance as presented. Seconded by J. Sobkoviak. Vote by roll call. Bayer, yes; Anderson, yes; Schempf, yes; Sobkoviak, yes; Krippel, yes; Simmons, yes. 6 yes, 0 no. Motion carried.
