Mentzer EX-OFFICIO PRESENT: D. Norris ALSO PRESENT: P. J. Waldock, Village Planner Kay Jania, Secretary Chairman Simmons called the meeting to order at 7:30 p.m. Roll call was taken. J. Anderson, L. Kelly, M. Gehrke, J. Eichelberger, J. Wilson, D. Neir, and G. Krahn were absent. There being no additions or corrections, Chairman Simmons declared the minutes of the March 13, 1990 meeting approved as presented. Case No. 237-1017892 - Zoning Ordinance Update - Business Districts Mr. Waldock briefly summarized the Business Zoning,Districts to be discussed. These districts are: B-1 Neighborhood Convenience Center District; B-2 General Business District; B-3 Central Business District; B-4 Community Shopping Center District; B-5 Highway Business District; and OCI Office Commercial Institutional District. Discussion followed on the B-1 District. Mr. Waldock stated the intent of this district is to provide convenience shopping for persons living in adjacent residential areas. Permitted uses shall be those which are necessary to satisfy basic shopping needs which occur daily or frequently and so require facilities in relative proximity to places of residence. These facilities shall be in the form of a small scale shopping center or individual business facility. In discussion, the Board made the following changes: Section 9-82 - Permitted Uses: No. 2 - Banks and financial institutions without drive- through lanes. No. 6 - Add yogurt stores. Delete No. 11 and No. 16. Section 9-83 - Conditional Uses: No. 1 - Drive through banking lanes. No. 3 - Add "not including vehicle or material storage. No. 5 - Package wine and beer as an accessory use to a permitted use. PLAINFIELD PLAN COMMISSION April 10, 1990 Page Two Section 9-84 - General:i)Requirements: Delete No. 1 No. 2 - Change to 5,000 square feet. No. 5 - Should read: All outside storage shall be prohibited. Trash containers shall be enclosed with fences or landscaping of at least 1000 opacity. .Lighting of the facility shall be directed away from surrounding properties. Section 9-85 - Area Requirements: Minimum lot area requirement shall be 12,000 square feet. Section 9-86 Lot Width Requirements: 85 feet. Section 9-87 Yard Requirements: A setback buffer from all residential districts of five feet (5') shall be maintained. A minimum of twenty feet (1201) of landscaped area shall be provided along... Section 9-88 Height Limitations/Bulk Regulations: Shall read: The minimum floor area ratio for all buildings and structures in the Bl District shall be 0.5 and the maximum height shall be two (2) stories not to exceed thirty (30) feet. Several residents were present and expressed their opinions regarding buffering between business and residential.
