Bayer, D. Norris. EX-OFFICIO PRESENT: M. Gehrke, E. Schrader, Fire District, G. Bott, B. Zimmerman. ALSO PRESENT: Peter J. Waldock, Village Planner John Djerf, Village Engineer Kay Jania, Secretary Chairman Simmons called the meeting to order at 7:30 p.m. Roll call was taken. M. Krippel, R. Mentzer, L. Kelly, G. Krahn, D. Neir, were absent. Chairman Simmons declared the minutes of the May 8, 1990 meeting approved with a correction on Page 3, Paragraph 5: should read "5 yes, 2 No'!. Case No. 262-4490A - Andrew and Bertha Sari Annexation and establishment of Residence A zoning per an annexation agreement. Location: 2237 N. Naperville/Plainfield Road, Section 3, Plainfield Township. Mr. Waldock reported the subject site is developed with two single- family dwellings. Village boundaries are not contiguous to the subject site at this time. This annexation agreement came about as a part of the Sari's desire to connect to Village sanitary sewer and water which will be extended in front of their property by The Lakelands Corporation. The Sari's have granted easements for the sewer and water extensions. Acreage involved on this site is about 2 1/2 acres. The annexation agreement is in substantial conformance with the provisions of the easement agreement. The annexation agreement calls for three tap-ons to be provided for each of the residential lots. There will be no charge for those tap-on fees. The term of the annexation agreement is 20 years. The agreement calls for annexation of the subject site when it becomes contiguous. The agreement also allows for connection to Village sewer and water services prior to actual annexation. Staff is recommending approval of the annexation agreement for Andrew and Bertha Sari. Residence A zoning would be the zoning category established which is Plainfield's most restrictive classification. W. Schempf moved to recommend to the Village Board to approve the annexation agreement for Andrew and Bertha Sari at 2237 Naperville/ Plainfield Road. Seconded by D. Norris. Vote by roll call. Sobkoviak, yes; Schempf, yes; Bayer, yes; Norris, yes; Simmons,,,yes. 5 yes, 0 no. Motion carried. PLAINFIELD PLAN COMMISSION June 19, 1990 Page Two Case No. 257-52290FP - Quail Run Final Plat for Quail Run, Unit 1. Location: West of Pheasant Chase Joint Venture Subdivision, East of Van Dyke Road. Mr. Waldock reported the Preliminary Plat for Quail Run was approved by the Village Board on April 2, 1990 subject to stipulations. Final Plat for Unit 1 of Quail Run would provide for 29 lots of which Lot 16 would be a park site, and Lot 15 is the retention lake. The remaining lots are single-family residential lots. Park site is approximately 3 acres with access to Quail Run Drive. The developers have agreed to provide a cash donation along with park land donation. The first unit is the extension of Pheasant Chase Drive into the undeveloped Quail Run portion. Lot areas are in conformance with zoning requirements as are the roadway dimensions. Staff's finding is that the final plat conforms with the provisions of the Preliminary Plat and ordinance requirements. The applicants have made application for rezoning to Residence A as required by the Preliminary Plat approval. Staff recommends approval subject to the following stipulations: 1. Construction of improvements to Route 59 for right and left turn lanes onto Pheasant Chase Drive with other improvements in Unit 1. 2. Limit construction traffic to and from Van Dyke Road. Construction traffic onto Pheasant Chase Drive in the Pheasant Chase and Lakeside Manor Subdivisions shall be prohibited. 3. Provision of 50% surety for Van Dyke Road improvements along the frontage of this subdivision. 4. Compliance with requirements of the Village Engineer. Mr. John Djerf, Village Engineer, presented his report dated June 19, 1990. Mr. Djerf discussed 9 items listed in his report covering sidewalks, foundation or basement elevations, street signs, storm sewer inlets, sanitary sewer specifications, storm sewer system, and grading. Mr. Djerf stated Item 9 in his report should be deleted as it is a clerical error. There was a long discussion regarding drainage or detention easements on private properties where ponding is expected or on side or rear lots used for surface release of storm water runoff. PLAINFIELD PLAN COMMISSION, June 19, 1990 Page Three Mr. Djerf recommends approval of the improvement plans subject to revisions for items noted in his report and variances for materials. Also recommends approval of the Route 59 intersection improvement plans subject to IDOT review and approval. In reviewing the final plat and engineers cost estimate for site development, Mr. Djerf recommends approval of the final plat subject to the following: 1. Receipt of IEPA permits. 2. Easements for all drainage and detention areas on private property. 3. Proper security in the amount not less than $594,400 for subdivision improvements. 4. Proper security in an amount not less than $55,614 which represents 50% of the cost of Van Dyke Road improvements. 5. Proper security in an amount not less than $102,561 for Route 59 intersection improvements at Pheasant Chase Drive. Mr. Kevin Kelly with Intech Consultants discussed changes made since the heavy rain on May 9, 1990 regarding compensatory storage. He discussed flood elevations and commented on obstructions in the creek. He stated you could get flood maps changed, but most important is the maintenance of the creek. There was some discussion on the Golden Meadow development to the north. This development should help the Quail Run/Pheasant Chase area as far as stormwater runoff. This development will be designed to slow the release rate of the stormwater. D. Norris questioned the ponding that will occur on Lots 4 through 7. She was concerned that that water might go onto the existing lots on Mallard Drive South. Mr. Djerf explained the ponding would not be that high and would be short term. Ponding will be contained in the new lots. Mr. Kelly discussed ponding used in other communities. He also discussed proper grading, and easements in back yards for this ponding. The easements will show on the Plat of survey and title for each lot affected. Mr. Kelly stated the figures for security deposits may change as they have not gotten bids back. Mr. Djerf had no objection to this. PLAINFIELD PLAN COMMISSION June 19, 1990 Page Four J. Sobkoviak moved to recommend to the Village Board that they approve the Final Plat for Quail Run Unit 1, subject to the recommendations and stipulations of the Planner and Village Engineer, and figures for security deposits can be changed once the developer has bids back. Seconded by W. Schempf. Vote by roll call. Norris, yes; Bayer, yes; Schempf, yes; Sobkoviak, yes; Simmons, yes. 5 yes, 0 no. Motion carried.
