Chairman Simmons called the meeting to order at 7:46 p.m. Roll call
was taken. M. Krippel, L. Kelly, M. Gehrke, J. Eichelberger,
G. Krahn, D. Neir, G. Bott were absent.
Chairman Simmons declared the minutes of the June 19, 1990 meeting
approved with correction on Page 1, second paragraph. The sentence
should read: "The annexation agreement calls for one tap-on to be
provided for each of the three residential lots."
Case No. 275-61490S - Peterson Manufacturing Company
Site Plan Review for a 1201 x 40' building addition onto an industrial
facility. Location: 700 West 143rd Street.
Mr. Waldock summarized his report to the Board: The applicant proposes
a 4800 sq. ft. addition. The addition is to be built within 36 feet
of the west property line. The building addition amounts to 200
building expansion area. The facade design is consistent with that of
the rest of the building.
In review of the project, staff feels that the construction is
relatively minor in light of the overall development of the site. Review
of this project should be similar to that conducted recently for
Coilplus, Inc.
No new parking spaces are planned with this project. The building
addition would require 16 additional spaces at a ratio of one space
per 300 square feet. These spaces can be constructed in front of the
main building if needed. No new employees are to be hired as a result
of this project. Presently all parking and drive areas are gravel.
Access to the rear yard area is to continue along the west side of
the site.
The findings of staff are: The industrial expansion will not be
detrimental to the area; the Village Engineer has detrmined that the
storm detention areas are not required as a result of this project;
no additional parking demands will be generated by this project; the
facade as planned is acceptable since it is a continuation of an
existing design; and the project results in a minor site modification.

Staff recommends approval of the site plan for industrial expansion
of a 4800 sq. ft. addition for Peterson Manufacturing, Inc.
700 West 143rd Street.
It should be noted that the Village will not be waiving any parking
requirements as a result of the site plan review and those parking
spaces could be required by the Village if needed at a future date.
There was ' some discussion regarding Coilplus' site plan review.
Coilplus' situation was a little different in that the building was
parallel to the road and they were making the building longer.
Coilplus proposed additional landscaping in their site plan.
J. Sobkoviak moved to recommend to the Village Board the approval
of the site plan review for Peterson Manufacturing for industrial
expansion of a 4800 sq. ft. addition. Seconded by W. Schempf.
Vote by roll call.

Case No. 272-68902 - Plainfield Public Library District
Text Amendment to Ordinance No. 674 known as the Zoning Ordinance
of the Village of Plainfield.
Mr. Waldock summarized his report to the Board: The Plainfield
Public Library District wishes to expand their facilities on Illinois
Street. Presently, the Village regulations do not specifically
address a public library facility in either the B-3 or the Residential A
zoning categories which are the land use regulations in effect over
the subject site. For this reason, the Library District is
requesting that a text amendment be made to specifically address their
land use.
Upon discussion with Village staff and Village Attorney, the Library
has requested that the revision be made to the Residential A zoning
category rather than the B-3. An associated rezoning request is
also included with this application. It would encompass a change in
the land use zoning of the south portion of the Library site from the
current B-3 to a Residential A to be consistent with the text
amendment.
The text amendment as proposed simply adds libraries as a use allowed
under Paragraph 8, Section 3 of Ordinance 674. Mr. Waldock listed
the 14 uses currently allowed in Residence A.
The text amendment and associated rezoning provide the greatest
amount of review authority to oversee this type of development. The
special approval provisions required in this ordinance will result in
a second public hearing before the Zoning Board of Appeals. Future
re-use of the Library facility would require a rezoning if it were a
commercial use.

Staff recommends approval of a text amendment to Ordinance 674,
Section 3, Paragraph 8 to include Public Libraries as allowed uses
requiring special approval.
A long discussion followed regarding parking lots and regulations.
Ms. Barbara Pitney explained there is an ongoing discussion between
the Village and the Library regarding possible joint use of the
Village parking lot.
J. Sobkoviak moved to recommend to the Village Board to approve the
text amendment to Ordinance 674, Section 3, Paragraph 8 to include
public libraries as allowed uses requiring special approval.
Seconded by D. Norris. Vote by roll call.

Case No. 271-68902 - Plainfield Public Library District
Rezoning of .17 acres from B-3 Business to Residence A Single-Family
Residential.
Location: 705 N. Illinois Street
Mr. Waldock summarized his report to the Board: The subject site is
comprised of three residential lots. The north two are currently
zoned Residence A, the south lot is zoned B-3. Surrounding land uses
include a Library owned residential building to the north, church to
the west, residential is to the northwest and northeast, commercial
to the east, and another church to the south, B-3.
The rezoning request is made to provide a consistent zoning for the
overall site and made in conjunction with an associated text
amendment. Re-use of the Library building in the future by a
commercial user would require a rezoning at that time, thus providing
maximum review potential by the Village.
Staff recommends approval of the rezoning from B-3 to Residence A of
.17 acres located at 705 N. Illinois owned by the Plainfield Public
Library District.
In discussion it was agreed this rezoning is essential and that the
Village have control of this site. Future public hearings would be
required to convert this to any other commercial use in the future.
Adjoining land owners were notified. There were no objections
received nor were any objectors present.
D. Norris moved to recommend to the Village Board that they approve
the rezoning of 705 N. Illinois Street from B-3 Business to
Residence A. Seconded by R. Mentzer. Vote by roll call.

County Case - John and Roxanne Bays
Special Use Permit for a residential use in a County C-1 zone
district.
Location: RR3, Box 1 Plainfield, 1-55 West side of Frontage Road
about 1/4 mile south of Caton Farm Road.
Mr. Waldock summarized his report to the Board: The applicants
desire to convert a tavern/restaurant building into a dwelling.
The site is zoned C-1. No other structures are found on the property.
Mr. Waldock stated there are really no major issues and recommends
that no objection be made.
J. Sobkoviak moved to recommend to the Village Board that they not
object to the County Case Special Use Permit request of John and
Roxanne Bays. Seconded by W. Schempf. Vote by roll call.

6 yes, 0 no. Motion carried.
Mr. Waldock reported The Lakelands is requesting an extension of time
to accomplish their Phase II annexation and for that reason will be
holding public hearings at the Village Board level. If this Board
has any objections at this time they will be forwarded to the Village
Board. Because this is part of an annexation agreement this matter
is being brought to the Plan Commission for review.
The reason for the extension request is due to several problems
incurred by the Lakelands, one of them being off-site easement problems.
After discussion, the Board agreed to the extension request as stated
in The.Lakelands letter of July 10, 1990. The extension dates are
acceptable unless the site is needed for contiguity.
