Chairman Simmons called the meeting to order at 7:30 p.m. Roll call
was taken. D. Norris, L. Kelly, D. Neir, G. Krahn, J. Eichelberger
and G. Bott were absent.
Case No. 285-92690S Super Car Wash, Inc., Bill Avery, Property Owner.
Location: Southwest corner of Renwick Road at Route 30.
Requesting site plan review for a five-bay automatic and self-service
car wash.
Mr. Waldock reported the applicants wish to construct a new car wash
facility on a site of approximately five acres previously owned by
Fern Clark. The site is presently occupied by a couple of single-
family residences, a trailer house, and a mixture of sheds and out-
buildings.
The construction of the car wash facility would include three self-
service bays and two automatic wash bays. Plans would call for a
clearing of the site - removal of all existing structures from the
property. The proposed structure is designed with a brick facade.
Drive areas are proposed to be paved with Portland concrete or
bituminous surface. Landscaping is provided in the site plan to some
degree on the north and along the west. Access to the site is
provided via an entrance on Route 30 at the south end of the property.
A secondary exit is provided on Renwick Road west of the proposed
structure.
It is felt that the parking/drive areas as planned are adequate to
accommodate anticipated amount of traffic generated through this site
so there is sufficient parking and waiting areas.
Landscaping plantings are concentrated along the west portions of
the site and the north. It is felt that a more detailed landscaping
plan should be submitted prior to occupancy. We will be looking for
landscaping which is intended to buffer and soften the appearance
of the building and to screen from the adjacent residential area.
A dumpster is provided with a masonry enclosure which is located on
the west side of the structure.

Storm detention would not be required by regulations for this site.
The site involves approximately 24,000 sq. ft. of net developed area.
The overall site is roughly five acres in area. Approximately 13%
of the lot is to be developed and therefore the project does not
qualify for storm detention requirement.
The general layout of the site is satisfactory as presented. Fire
District concerns for traffic circulation around the building have
now been satisfied. The Fire District presented a letter of their
review of this site dated September 26, 1990.
Staff has no objection to this project and recommends approval of the
site plan for Super Car Wash, Inc. subject to the following stipulations:
1. Separate permit for signage shall be required.
2. Approvals by the Sewer and Water Superintendent shall be
required for connections to Village utilities.
3. A landscaping plan shall be provided prior to final
occupancy of the facilities.
Mr. Mike Judge and Doug Belha of Super Car Wash were present.
They stated they are both owners of Super Car Wash facilities.
Mr. Judge commented that Mr. Waldock's report covered most of the
items.on the site plan very well. Mr. Bill Avery, property owner,
just intends to build this five-bay car wash at this time and will
operate it.
Mr. Judge presented a synopsis of the company and discussed some
concerns that may arise regarding loitering, vandalism and lighting.
Regarding traffic volume, he stated the car wash can wash up to 16 cars
an hour in the automatic bays, and in the self-service bays about 5 or
6 an hour. Customers will only wait about 30 minutes in line to
get their cars washed.
The car wash will be open 24 hours a day. It will be well illuminated
for vandalism, safety, etc. There will be an attendant on duty during
the day only, seven days a week.
Several adjoining landowners were present and expressed deep concern
regarding lights, noise, time of operation, teenagers congregating,
decrease in home values, and increased traffic.
Discussion followed regarding the established zoning for this property.
At time of annexation, B-3 zoning was established which allows a car
wash facility.

Landscaping and lighting were discussed by the adjoining residents.
They asked for a landscaping berm for protection from the site.
After a long discussion, the Board requested the applicant to provide
a landscaping berm along the developed area to the west and south
providing 75% visual screening, or give the owner property the option
to berm and screen the entire parcel of land.
The applicant stated there will be pole mounted lights in the back
of the structure which will shine downward.
J. Sobkoviak moved to recommend to the Village Board that they approve
the site plan review for Super Car Wash, Inc. at the southwest corner
of Renwick Road and Route 30 subject to the following stipulations:
1. Separate permit for signage shall be required.
2. Approvals by the Sewer and Water Superintendent shall be
required for connections to Village utilities.
3. A detailed landscaping plan shall be provided prior to
final occupancy of the facilities.
4. The site is to be bermed along the west pavement line and
south pavement line with landscaping to provide a 750
visual screen. As an alternative the owner shall have
the option of berming and landscaping the property
perimeter.
5. Light is to be directed to avoid glare onto adjacent
residences.
Seconded by W. Schempf. Vote by roll call.
