Schrader. I P. J. Waldock, Village Planner K. Jania, Secretary Chairman Simmons called the meeting to order at 7:30 p.m. Roll call was taken. M. Krippel, D. Neir and G. Bott were absent. Chairman Simmons declared the minutes of the September 18, 1990 and October 9, 1990 meetings approved with one correction to the September 18th minutes on page 5, seventh paragraph: "shor" should be "short". H. Bayer moved to accept the Plan Commission and Zoning Board of Appeals Annual Report for the period June 30, 1989 to June 30, 1990. Seconded by W. Schemp. Vote by roll call. Schempf, yes; Sobkoviak, yes; Norris, yes; Bayer, yes; Simmons, yes. 5 yes, 0 no. Motion carried. Case No. 286-91790A - Sorg Annexation Petition. Location: 23545 W. Lynn Street Mr. Waldock reported the Sorgs desire to connect to Village sewer and water which was placed under Lynn Street last year. To accomplish this connection they are requesting an annexation to the Village. Contiguity to the Village boundary is via Lynn Street. Staff finds no objections to the approval of this petition. There are no associated annexation agreements with this petition. The site is fully developed at the present time with a one-story brick and frame home and a detached garage. After a short discussion the Board found no objection to the annexation. J. Sobkoviak moved to recommend to the Village Board the acceptance of the annexation petition from the Sorgs. Seconded by D. Norris. Vote by roll call. Schempf, yes; Sobkoviak, yes; Norris, yes; Bayer, yes; Simmons, yes. 5 yes, 0 no. Motion carried. Kipling Development - Informal Discussion Mr. Ed Mattox of Kipling Development stated they propose to do a subdivision just west of Franklin Heights Subdivision with a Plainfield Plan Commission October 16, 1990 Page Two combination of single-family and duplexes, and some multi-family homes. Some of the lots do not meet subdivision ordinances, but they have laid it out to ask the Plan Commission for their opinions on proceeding further based on lot size and lot layout. Mr. Waldock stated the subject site is 89 acres with 153 single-family lots, 25 duplex lots, and 17 multi-family lots. Would end up with 153 single-family units, 50 two-family units, 146 multi-family units for a total of 349 housing units on the 89 acre site. Net density of 3.8 units per acre. Mr. Mattox described the lot sizes in each of the different use categories. The majority of the single-family lots are 9100 square feet. Quite a few lots along the Lily Cache Creek are extremely large in size because of the flood plain. The multi-family backs up to the Commonwealth Edison high tension lines. These lots are approximately 19,000 sq. ft. The duplex lots are approximately 10,400 sq. ft. This site presently is not annexed to the Village. Developer would like to annex. There are two park sites which will be a combination of park site and storm water detention. The type of buildings have not been determined yet for multi-family. They are looking to have up to 8 units, but some of the lots may end up with six. Price range of homes will be basically from $130,000 to $175,000. Mr. Waldock asked if it would be possible to relocate the duplexes adjacent to the Franklin Heights Subdivision to the north of the multi-family area. This would provide abetter transition from the existing single-family homes. Mr. Mattox said he is agreeable to this and could work something out to alleviate the impact of the duplexes to the adjacent subdivision. When asked if this property was under an annexation petition to the City of Joliet, Mr. Mattox stated there was a contract to purchase this land by another developer who had a petition to Joliet. He then purchased this developer's interest and he feels he would rather go to Plainfield. Discussion followed regarding average lot size for the whole development. Mr. Mattox feels the average would be 12,000 sq. ft. He feels the project would not be workable with all 12,000 sq. ft. lots based on cost of houses, land, etc. Going to Joliet, the project would work because you can get down to 7500 sq. ft. lots. Marketing tells him he would rather be in Plainfield for a number of reasons, but with the restrictions of Plainfield versus Joliet it makes financial sense to go to Joliet. Mr. Mattox stated they are hoping to strike somewhere mid-row between Plainfield requirements and Joliet requirements where they could still make this work in Plainfield. Plainfield Plan Commission October 16, 1990 Page Three Mr. Waldock stated the Village is interested in seeing this site developed within Plainfield. Interest is to maintain the character of country style, larger lots, etc. and still maintain.quality of life. The subject site has some potential to affect the destiny of the general area. There is some specific concern that the Village has for seeing this site develop properly and develop within the Village. What would be important for the Village is if we could see an increase in the lot sizes perhaps a 10,000 sq. ft. average. There was discussion on teardrop design for culdesacs. Mr. Mattox stated he would not have a problem with the.teardrop design. Several residents from the Franklin Heights Subdivision were present. They expressed their concerns regarding traffic on Spangler Road, are there enough access roads. They feel the naturalness of the prairie area is going to be sacrificed with population. They are also concerned about radiation from the high tension lines. The residents wanted to know who to contact if they have any questions and when this development will be discussed again at a meeting. Mr. Waldock stated this development is still at an informal discussion stage. The developer has not applied to the Village as yet. Developer is looking for a reaction on their initial layout. The ultimate design will probably be significantly different in terms of layoung of land uses, etc. by the time they come to an application stage. When application is made to the Village, notice to immediate landowners would be required. It would also be published in the newspaper. Discussion followed regarding density of the proposed site and are there enough reasons for the Village to go below the recently established lot standards. It was the consensus of the Plan Commission that the Village should not deviate from the 12,000 sq. ft. lots for single-family and see less density. The Board felt that a meeting should be held with the Franklin Heights residents to discuss this proposed development.
