Chairman Simmons called the meeting to order at 7:30 p.m. Roll call
was taken. L. Kelly, M. Gehrke, G. Krahn, J. Eichelberger, and
D. Noir were absent.

Final Plat for River Ridge Estates, Unit 1.
Location: Naperville/Plainfield Road.
Mr. Waldock reported the River Ridge Estates Preliminary Plat was
approved on June 5, 1989 subject to the following stipulations:
1. Compliance with John Djerf's report dated May 11, 1989.
2. Provisions for private ownership and maintenance of the
storm water detention area.
3. Provision of park lands and/or public trail easements in
accordance with Village ordinances and Plainfield Park District
approvals.
4. The provisions of an outlot to approximate the present
floodway boundary of the DuPage River through the site.
5. The provision of future trail easement along the DuPage
River to be provided when the site becomes contiguous to continue links
in a regional trail subject to provisions of law to achieve that goal.
The Final Plat for Unit 1 involves 50 single-family lots. Access to
the site is off of a newly platted street (Sara Street off of
Naperville/Plainfield Road). Storm detention will be provided in
adjacent outlots to the final platted area.
At the last Plan Commission meeting this case was tabled for some
additions to the plat to be made, most of which are related to
engineering concerns. Also, the four issues in staff's report
relating to:

1. Extension of sewer and water lines to access this site

Mr. J. Djerf, Village Engineer, summarized his review of the project
with his letter dated November 6, 1990. He finds the form of Unit 1
Final Plat of River Ridge Estates acceptable and recommends approval
subject to:
1. IEPA construction permits for water and sewer.
2. Receipt of off-site easements to the Village for sanitary
sewer, storm sewer and detention.
3. Receipt of IDOT permits for construction on Naperville -
Plainfield Road.
4. Proper security in the amount of $732,500.
A short discussion followed regarding EPA permits for the Lakeland
site. Mr. Djerf stated the permits have been applied for.
J. Sobkoviak moved to recommend to the Village Board that they approve
the Preliminary Plat and Final Plat Unit 1 for River Ridge Estates
subject to the stipulations and restrictions of the Planner and
Item No. 8 of the Village Engineer's report. Seconded by W. Schempf.
Vote by roll call.

Case No. 286-1019905 First Midwest Bank
Special Sign Approval - 410 Lockport Street.
Mr. Waldock reported the bank proposes to install a 32 square foot
wall sign on the east building wall. The sign identifies the bank
and includes the company logo. The sign is not historic in character.
However, the sign appears tasteful and meets ordinance requirements.
Staff recommends special sign approval for First Midwest Bank.
After a short discussion the Plan Commission had no objection to the
proposed sign.
M. Krippel moved to recommend to the Village Board that they approve
the special sign request of First Midwest Bank at 410 Lockport Street.
Seconded by D. Norris. Vote by roll call.

Simmons, yes. 6 yes, 0 no. Motion carried.
Case No. 287-103190S First Midwest Bank
Site Plan Review for an automated banking facility at 402 Main Street.
Mr. Waldock summarized his report to the Board:
The 10,425 square foot site is presently occupied by a vacant
commercial building. The Bank is proposing to clear the property and
construct an automatic teller-machine/drive through facility. Existing
accesses will be used. one of the existing accesses to Route 59
will be closed. Stacking for four cars is provided along with a
bypass lane. The site appears tastefully designed. Landscaping exceeds
ordinance requirements. The development results in a hard surface
area of 42.3% and therefore will not require storm detention. Lighting
is directed downward to avoid glare onto adjacent properties. A
three-sided ground sign is proposed. Facade signage is proposed in
accordance with ordinance requirements. The facade is of masonry
materials and meets ordinance requirements. No detention is required.
The site is served by storm sewers. Staff has no objection to the
layout of the facility and recommends approval.
Mr. Jerry Pocus who is with the design firm doing the work was present
and stated they are also asking for a variance on building signage.
They are asking for an additional cash station sign as well as one on
each end which would require a variance.
Discussion followed regarding signage, traffic that would turn north
or south onto Route 59, and security on site. Mr. Pocus stated
shrubbery will be lower than signage; there will be "Enter only" and
"Exit Only" signs placed on site; and the site will be heavily lit and
have videos taping at station at all times.

Mr. Waldock asked the Board for their comments on the sign
variance before the applicant goes to the Zoning Board of Appeals.
After some discussion, it was the consensus of the Board this is
a unique lot and could see no problem with a variance. Two members';
felt the variance is not needed. This would all be subject to a
public hearing.
Mr. Waldock stated this variance request would have to go before
the Zoning Board of Appeals in a public hearing and adjacent landowners
must be notified of said hearing.
M. Krippel moved to recommend to the Village Board that they approve
the Site Plan for the ATM station at 402 Main Street for First Midwest
Bank as presented. Seconded by H. Bayer. Vote by roll call.
