Norris, W. Schempf, M. Krippel, EX-OFFICIO PRESENT: L. Kelly, M. Gehrke, R. Zimmerman, G. Krahn. ALSO PRESENT: P. J. Waldock, Village Planner K. Jania, Secretary Chairman Simmons called the meeting to order at 7:30 p.m. Roll call was taken. J. Eichelberger, D. Neir, and G. Bott were absent. There being no additions or corrections, Chairman Simmons declared the minutes of the October 16, 1990 meeting approved as presented. County Case - Edmund Blaszczak County rezoning from A-1 Agricultural to E-2 Estate District. Location: South of Renwick Road on County Line Road in Section 19 of Plainfield Township. Mr. Waldock summarized his report to the Board: The subject site is a 4.2-acre parcel platted from a 44.2-acre parent parcel. The area is generally agricultural in nature. County Line Road is a rural type gravel road. The area is reported to experience occasional inundation by storm water during heavy rains. Petitioners are proposing to construct a single-family residence on the subject site. The Village has expressed concerns regarding drainage in this area when reviewing similar requests. In this case, drainage remains a concern. However, on this 4.2-acre parcel one single-family dwelling appears feasible if properly graded. The rezoning request is compatible with the Village's Comprehensive Plan for very low density residential. Staff recommends approval of the rezoning. Mr. and Mrs. Blaszczak were present. They discussed their plans are to construct a three-bedroom house and plant trees around the house which they hope will help with the water problem. They stated they do not intend to do anything that would cause flooding to anyone else. M. Gehrke, Plainfield Township Trustee, stated the Township Board reviewed this case and voted 4 to 1 to approve the rezoning. Two farmers were present at their meeting and expressed concerns about flooding in the area. The Board directed Mr. Waldock to check with the County regarding the subdividing of this parcel. J. Sobkoviak moved to continue this case to the December 4th Plan Commission meeting so that we can clear up the question as to whether or not this is a lot of record. Seconded by D. Norris. Case No. 288-111490S Jeffrey and Carolyn Dement Site Plan Review for a 4600 square foot commercial/retail center. Location: Southeast corner of Route 59 and Roberts Avenue. Mr. Waldock summarized his report to the Board: The subject site is nearly 2/3 acre in area and is comprised of two parcels. The west lot is currently zoned B-2, and the east lot is zoned B-1. The property has been occupied by a small retail center which was destroyed by the August 28th tornado. Applicants propose to reconstruct the structure using both parcels. The building would be an "L" configuration fronting both Route 59 and Roberts Road. The building area will be 4600 square feet. Facade design includes a brick veneer on the north and west elevations and concrete block on the south and east. Trash enclosure area is provided to the south of the building. Access to the site is provided via Route 59 and a new apron on Roberts Avenue. Parking and drive areas are paved. The site is landscaped. Exterior lighting is to be wall mounted. The layout is designed to better utilize the property. The development conforms with zoning regulations for each district. Fencing is proposed along the east property. However, staff feels this feature can be changed to landscape berm to provide a 75% visual screen as an alternative if desired. Exterior lighting should be screened to limit glare toward residences east of the site. Landscaping should be added to achieve 33 approved plantings in accordance with Site Plan Review requirements. The development will result in a hard surface area of about 70%. Therefore, storm detention will be required. Site Plan Review regulations do not require hard surfaced area established prior to the adoption of the ordinance to add to the detention calculation. Only the newly added requirements will require storm detention. Beling Consultants are preparing storm detention calculations with a storage area to be located in the eastern area of the site. A surface release will be provided to Roberts Avenue. PLAINFIELD PLAN COMMISSION November 20, 1990 Page Three Mrs. Carolyn Dement briefly discussed the site plan. Regarding screening and buffering, she stated she prefers to replace the fence with plantings. The Plan Commission discussed Route 59 widening through the subject site. It was determined that sufficient land area exists to relocate parking and if needed at a future date, assuming Village sanitary is available at that time. Staff recommends approval of the Site Plan subject to the following stipulations: 1. Provide storm detention in accordance with Village Engineer's approval. 2. Provide eight additional landscape plantings. 3. Screen east wall mounted lighting fixture to avoid glare onto adjacent residences. W. Schempf moved to recommend to the Village Board that they approve the Site Plan for Jeffrey and Carolyn Dement subject to the Planner's stipulations with the addition of an evergreen landscape plant buffer to provide a 75% visual screen placed at the east property line as an alternative to a screening fence. Seconded by H. Bayer. Vote by roll call. Bayer, yes; Norris, yes; Schempf, yes; Sobkoviak, yes; Krippel, yes; Simmons, yes. 6 yes, 0 no. Motion carried. Case No. 289-111590SS Gerald Taylor Special Sign Approval for a projecting sign in the Central Sigh District. 609 Lockport Street. Mr. Waldock reported to the Board the applicant proposes to erect a 31 x 31 projecting sign at 609 Lockport Street in the Central Sign District. Projecting signs are allowed only in the Central Sign District. Such signs are limited to 13' overall height with no portion of the sign lower than 9'. The sign may extend up to 7' from the building. A projecting sign.may be no larger than 12 sq.. ft. The Taylor Music sign is tastefully designed and at 9 sq. ft. in area, it meets size limits specified by ordinance. For these reasons, staff has no objection to this sign approval. Staff recommends approval subject to the following stipulations: 1. The sign shall not extend more than 7' from the front building wall. 2. The sign shall not be placed less than 91 above grade. Sobkoviak moved to recommend to the Village Board that they approve the Special Sign request of Gerald Taylor for 609 Lockport Street. Seconded by M. Krippel. Vote by roll call. Bayer, yes; Norris, yes; Schempf, yes; Sobkoviak, yes; Krippel, yes; Simmons, yes. 6 yes, 0 no. Motion carried. Informal Discussion - Fox Valley Press, Inc. Mr. Waldock reported the subject site is a 30-acre parcel located at the southeast corner of 135th Street and Route 30. The developers are Copley Press, Inc. Proposed is the construction of a large printing facility with office and transportation area to the rear. Village and applicants are negotiating an annexation agreement. Parking area will be mentioned in annexation agreement. There is sufficient area to expand parking, if needed. Zoning proposed is I-1 which is consistent within Village limits. Discussion tonight will concentrate on proposed site plan. Mr. Jeffrey Jahns, Attorney for Fox Valley Press, Inc. and Mr. Leon Hove, owner of Fox Valley Press were present. They described the area to be used by the plant and the site plan which is preliminary at this time. The main building includes the press bay, mail room and vehicle matinenance. They are requesting a variance on parking. They will be printing newspapers and will do contract printing. Discussed detention pond at southern end of parcel. Rail spur will come up to the building for equipment and news print deliveries. Mr. Hove then described the interior of the building at great length. The facility will operate 14 to 16 hours a day, Monday through Friday with one printing shift on Saturdays into the early morning hours of Sunday to produce Sunday papers. There will be no dumping of chemicals into the sewer. No toxic or flammable materials will be transported in or out. Water will be recycled - they will consume little water. Mr. Waldock stated staff is pleased with the development of this site. It appears to meet ordinance and land use requirements. The Board does not see a problem with the variations for landscaping, parking and signage.
