Chairman Simmons called the meeting to order at 7:30 p.m. Roll call
was taken. L. Kelly, R. Zimmerman, J. Eichelberger, G. Krahn,
D. Neir, and G. Bott were absent.
County Case - Edmund Blaszczak
County rezoning from A-1 to E-2. Location: South of Renwick Road
on County Line Road in Section 19 of Plainfield Township.
Mr. Waldock reported the applicants are requesting a rezoning of a
4.2 acre site which was platted from a 44.2 acre parent parcel.
This request was tabled at the previous meeting to investigate whether
the subject site was established legally.
Mr. Waldock stated, in talking to zoning authorities in Will County,
he was informed subdivision approval is not required for lots larger
than 2.5 acres. Therefore, the subject site was a lawful subdivision
and recorded with the Recorder's Office.
One of the concerns discussed at the previous meeting regarded storm
water. This area does become inundated with water during high rain
periods.
The Township reviewed this case and did not object.
The lot would not be an overdevelopment on the site. The lot could
be graded properly to not cause additional flooding to neighbors.
This zoning is in conformance with the Village's Comprehensive Plan.
Mr. Waldock stated that at 2.4 acres the lot is too small to be
divided again under E-2 zoning.
The Board again discussed drainage in the area. Some Board members
stated they are concerned with the drainage in the area.
J. Sobkoviak moved to recommend to the Village Board that they not
object to the Edmund Blaszczak County rezoning from A-1 to E-2.
Seconded by H. Bayer. Vote by roll call.
Schempf, yes; Sobkoviak, yes; Krippel, yes; Norris, no; Bayer, yes;
Simmons, yes. 5 yes, 1 no. motion carried.

County Case - Ralph and Janet Sebby
County rezoning from A-1, Agricultural to C-2, Commercial.
16 West Main Street.
Mr. Waldock reported the subject site is 1.1 acres in area. It is
fully improved with a retail floral shop and greenhouse. Applicants
are seeking C-2 zoning to coincide with existing land use. This
request is consistent with the Village's Comprehensive Plan.
Mr. Waldock asked if the applicants would amend.petition to go with
a special use. The Board discussed other uses that would be allowed
under the C-2 zoning such as uses that would be allowed in a shopping
center; bowling alley, etc. Taverns would be allowed, but would have
to go to another hearing.
Mr. Richard Selfridge, Attorney for the Petitioners was present.
He presented copies of notices sent to adjoining landowners.
Mr. Selfridge stated Petitioners have entered into a contract to
purchase this property. They have been operating the flower shop and
plan to continue this use. They do not wish to change it.
Mr. Selfridge then gave a brief history of the property. The site
has been operating as a floral shop for about 44 years. It is presently
zoned A-1. When the Sebby's applied for a building permit they
found they needed a zoning change. The second floor of the shop
will be used for storage only.
Concerning other uses allowed in C-2, Mr. Selfridge stated that this
is an odd-shaped lot and it would be difficult to do anything else
with this property.
The Board discussed the surrounding area and the different uses
that would be allowed if the rezoning is granted.
M. Krippel moved to recommend to the Village Board that they not
object to the County rezoning from A-1 to C-2 for 16 West Main Street.
Seconded by J. Sobkoviak. Vote by roll call.
Schempf, yes; Sobkoviak, yes; Krippel, yes; Norris, yes; Bayer, yes;
Simmons, yes. 6 yes, 0 no. Motion carried.
Informal Discussion - Lichtenwalter.
Mr. Gary Pfeiffer was present on behalf of the owner, Gary Lichtenwalter.
Mr. Pfeiffer presented a plan to build single-family homes on an
unusual lot off of James Street.

The entire perimeter of the property looks to the back of other
properties. *The new houses would face each other. It would be a
condominium style ownership. Total square footage of the parcel
is 36,500 square feet which is just under an acre.
Mr. Waldock stated special approvals would be needed to do this
project. The Fire District should review this as they may have
concerns about access and turnaround.
Discussion followed on other choices for use of the land.
Mr. Waldock stated he would like to see a uniform scheme showing
buffering and landscape-berming around the entire perimeter.
Chairman Simmons suggested this go to a Village Board workshop before
it comes back to the Plan Commission to find out the concerns
of the Village Board.
