Krippel, W. Schempf, H. Bayer, R. Mentzer, J. Anderson ALSO PRESENT: P. J. Waldock, Village Planner K. Jania, Secretary Chairman Simmons called the meeting to order at 7:30 p.m. Roll call was taken. There being no additions or corrections, Chairman Simmons declared the minutes of the January 16, 1990 meeting approved as presented. Case No. 255-3790V - Commander's Restaurant Bobbie Perry, Agent Requesting variance from the Sign Ordinance to allow a projecting sign of 20 sq. ft. and approximately 20 ft. overall height (to match the roof peak). Location: 706 N. Division Street Mr. Waldock reported this was discussed at a previous hearing on site plan review. A variance was determined to be necessary for the projecting sign on the east building wall of the Commander Restaurant site. The sign is 20 sq. ft. in area which is 8 sq. ft. beyond the maximum allowed for projecting signs. Further the sign is planned at a height of 20 ft. approximately. This would be a variance per height above the 13 ft. maximum height level for a projecting sign. Hardship in this case relates to the small lot area and the unusual building layout. The restaurant is a retrofit to a residential structure converting it into a restaurant. This is determined by the Village to be a positive and beneficial reuse of an existing house in a commercial area and therefore is not considered to be a self-imposed hardship. The finding of staff is that a variance, if granted, would not be detrimental to this particular property or to neighboring sites,, and a variance, if granted, would not result in hazardous conditions since the sign would not extend beyond the furthest building wa11, and hardship in this. case relates to the small lot area making the ground signage ineffective. For these reasons staff recommends approval of the variances from height and area requirements for projecting signs to allow Commander's Restaurant to install a 20 sq. ft. projecting sign at a height no greater than the highest roof peak for the structure.
