Jania, Secretary Vice - Chairman Sobkoviak called the meeting to order at 7:56 p.m. Roll call was taken. Chairman Simmons, W. Schempf, L. Kelly, J. Eichelberger, G. Krahn, and J. Wilson were absent. There being no additions or corrections, Vice - Chairman Sobkoviak declared the minutes of the March 21, 1989 meeting approved as presented. Case No. 203 -22189 Continuation of Public Hearing for Amendment to Ordinance No. 674 for the establishment of Site Plan Regulations, Village -wide. Mr. Waldock presented a letter from Bob Russ and Mike Lambert with some comments regarding the Site Plan Review Ordinance. Mr. Waldock reviewed these comments and recommends the following changes: Page 3 7A. Change "Brick or Brick Veneer" to "Masonry ". Add the following definition: Masonry; natural, stone or earthen based construction materials including brick, glazed tile stone, decorative concrete block, preformed decorative concrete panels, stucco, etc. 7B. Some of the prohibited trees in the subdivision may be decorative landscape plantings and be used on site in areas separated from walks and drive. Page 5 7C. Allow for paved surfaces other than bituminous or concrete (i.e. cobblestone or brick), state "or other dust free surface as approved by the Village Board ". Reference made to a chart to cover stall and drive aisle dimensions for various parking layouts (i.e. 900 stalls versus 45° stalls). 7H. Require masonry trash enclosures. PLAINFIELD PLAN COMMISSION April 4, 1989 Page Two Discussion followed regarding masonry trash enclosures. J. Sobkoviak suggested making it a combination of masonry and wood, or no less than 25% masonry on trash enclosures. Also suggested adding text to maintain everything in good repair. R. Russ commented you might not need masonry trash enclosures on residential, just commercial. M. Krippel stated he would like to see trash enclosure left as is in the ordinance._ C c3ua, Mr. Waldock stated the requirement to keep everything in good repair would affect the occupancy permit. If not in compliance with site plan ordinance, the occupancy permit could be removed from the violating structure. M. Krippel asked what the costs or fees would be for the site plan review. Mr. Waldock stated he anticipates setting a $100 fee for this review which would be established by resolution. R. Mentzer moved to recommend to the Village Board that they approve the Site Plan Review Ordinance as presented by the Planner with the two sets of amendments. Seconded by J. Anderson. Vote by roll call. Krippel, yes; Anderson, yes; Mentzer; yes; Bayer, yes; Sobkoviak, yes. 5 yes, 0 no. Motion carried. Case No. 210 - 321892 Continuation of Public Hearing for amendment to Ordinance No. 674 to establish a new Building Code and separate this regulation from the Zoning Code, Village -wide. Mr. Waldock stated it is not our intent to weaken the BOCA Code but just the opposite, to strengthen it in terms of safety and quality items within the code. Not recommending any other changes to the text other than to add language which would cover a requirement for contractors to keep the streets free of mud and debris from traffic moving onto and off of construction sites. There was a short discussion regarding sump pump tie -in to storm sewer. Mr. Waldock stated this would be prohibitive due to additional costs. This would need to be addressed in the Subdivision Regulations. J. Sobkoviak stated he would like to see this prohibited. M. Krippel commented that there are a lot of technical amendments in this ordinance, and that it might be a good idea to get some outside professional review. He feels there are several things that are ambiguous such as electrical outlets 6 feet apart, 200 amps in every home, and the abandonment of well section especially the one on Illinois Department of Mines and Minerals - gas and oil wells. Feels there are some loopholes and we should get some outside review PLAINFIELD PLAN COMMISSION April 4, 1989 Page Three Mr. Waldock suggested passing this ordinance in an effort to meet the construction season, however point out to the Board that there are significant areas of concern and name some of them and recommend that this be reviewed further. After a short discussion, the Board agreed that this code should be adopted before the building season begins. J. Anderson moved to recommend to the Village Board to approve the amendment to Ordinance No. 674 to establish a new Building Code and separate this regulation from the zoning code and also to be mindful of several discrepancies, especially regarding the gas and oil wells and certain specific electrical questions. Seconded by H. Bayer. Vote by roll call. Krippel, no; Anderson, yes; Mentzer, yes; Bayer, yes; Sobkoviak, yes. 4 yes, 1 no. Motion carried. x M. Krippel clarified'' "no" but feels we would be better at this point and then going opposed to putting on all of through them and sorting the Adjourn: 8:35 p.m. Kay Jania, ge&retary 4, vote in that this code is a good idea off adopting just the basic national codes through and add on the additions as these amendments and then having to go R all out.
