Mentzer, J. Anderson. EX- OFFICIO PRESENT: D. Norris, M. Gehrke, J. Krupowics E. Schrader, Fire District Representative. ALSO PRESENT: Peter J. Waldock, Village Planner K. Jania, Secretary Chairman Simmons called the meeting to order at 7:30 p.m. Roll call was taken. L. Kelly, J. Eichelberger, G. Krahn, and J. Wilson were absent. Chairman Simmons declared the minutes of the May 9, 1989 and May 16, 1989 meetings approved with the following corrections: May 16, 1989 meeting: Page 2, third paragraph, the word "consider" should be "consideration ", sixth paragraph, the word "centrla" should be "central ", and Page 5, fifth paragraph, the word "located" should be "locate ". Mayor Latta reported to the Board on a court petition regarding Route 59 annexation. She stated the Judge ruled today that the Village of Plainfield should consider all the properties as shown on the map, "Exhibit A ". Case No. 218 - 516892 Text Amendment Establishment of regulation of conditional uses in all zoning districts. Location: Village -wide. Mr. Waldock briefly summarized his report to the Board on the draft ordinance he prepared for the establishment of conditional uses. Conditional uses are another name for special uses. A conditional use is a use which is compatible and appropriate in a given zone district, but only compatible and appropriate under certain conditions and approvals. In the Board's review of the draft ordinance it was agreed that if the ordinance is passed that there be no variances allowed from the conditions stated. Other concerns were: objection to convalescent homes and day care centers in residential areas as they are high traffic operations; discussed parking in rear of building - would like rear of the building defined -and state so much buildable space and so much hard surface area; signage may be too large, maybe 4 to 6 feet would be better. The Board agreed the ordinance should be spelled out so people can understand the requirements before coming to the Plan Commission.
