Schempf, H. Bayer, R. Mentzer, and J. Anderson. L. Kelly, M. Gehrke, G. Krahn, D. Norris, E. Schrader, Fire District Representative. ALSO PRESENT: Peter J. Waldock, Village Planner K. Jania, Secretary Vice - Chairman Sobkoviak called the meeting to order at 8:01 p.m. Roll call was taken. Chairman Simmons, J. Krupowicz and J. Wilson were absent. There being no additions or corrections, the minutes of the June 6, 1989 meeting were approved as presented. Vice - Chairman Sobkoviak announced that the July 4, 1989 will be cancelled. County Case - Randall Jacobs Requesting rezoning from County E -2 to A -1 for property located along the South side of Renwick Road between Indian Boundary Line Road and County Line Road. Mr. Waldock summarized his report to the Board: The subject site is a vacant farm land. The site is 10 acres. Surrounding land uses are agricultural. The site was rezoned to E -2 in the spring of 1988 along with the property that is now known as the Rury Subdivision. The subject site experiences occasional storm water inundation. Due to the downzoning nature in the existing land uses in that area, a reversion of the property to agricultural is not seen as one which would create a substantial negative impact. It would limit the number of residential uses available on the site and further subdivision of the property. Sewer and water are not accessible to the site. For these reasons, staff has no objection to the rezoning request. Kathleen McMahon, present on behalf of Randall Jacobs, was present. Presented receipts of certified mailings to adjoining land owners. Ms. McMahon stated that Mr. Jacobs plans to build a barn to stable standard bred race horses. He may build a home on the property in the future. W. Schempf moved to recommend to the Village Board that they not object to the rezoning request from E -2 to A -1 for the Randall Jacobs property. Seconded by R. Mentzer. Vote by roll call. Krippel, yes; Schempf, yes; Bayer, yes; Mentzer, yes; Anderson, yes; Sobkoviak, yes. 5 yes, 0 no. Motion carried. PLAINFIELD PLAN COMMISSION June 20, 1989 Page Two Roppolo Development - Eastern Avenue Mr. Waldock reported that the subject site in this case is the Wanderer property on Eastern Avenue. The site is vacant and adjacent to the Bethesda Home, approximately 25 -30 acres. The site is relatively flat and no substantial vegetation. The sketch plan proposes 61 single - family parcels. Current zoning is Industrial. The Comprehensive Plan designates the area low - density residential. The sketch plan presented is in substantial compliance with ordinance requirements for this area. Mr. William Roppolo, developer, was present and briefly described his proposed development. The proposed development contains 61 lots of approximately 12,000 sq. ft. Mr. Roppolo said the project is nearly ready for formal presentation to the Plan Commission and is here tonight to get comments from the Board. He stated they have already agreed to improve the sewer in the area. Surrounding properties are the Avery quarry and school to the north. In discussion the concerns of the Board were stub streets to the north and east, the density of the subdivision, traffic and improvements to Eastern Avenue and buffering between the railroad tracks and the homes on three lots that back up to the tracks. Another concern were the squared corners - may need stop signs. E. Schrader, representative of the Fire District, stated the Fire District would like to see two means of access to the subdivision The Fire District ordinance requires this. Case No. 218 - 516892 Text Amendment Establishment of regulation of conditional uses in all zoning districts Village -wide. Mr. Waldock reported that as of the last meeting he has amended the conditions for Bed and Breakfast Inns, Professional Offices and Convalescent Homes. Nursery Schools, Day Care Homes were deleted. In discussion, under Item 1, Bed and Breakfast (b) it was agreed this should be clarified - two off - street parking spaces for residents plus one off - street space for each guest room. All guest spaces to be located on site between the front wall of the principal structure and the rear lot line Under Item 3 Home Occupations - two off - street spaces. Under Item 4 Convalescent Homes, Nursing Homes - clarify "two- story" (multi- level). J. Anderson moved to recommend to the Village Board that they approve the Text Amendment to the Zoning Ordinance establishing conditional uses with the amendments regarding off - street parking for bed and breakfast, and for professional and home occupation uses.
