Chairman Simmons called the meeting to order at 7:30 p.m. Roll call
was taken. L. Kelly, J. Krupowicz, J. Wilson and J. Eichelberger
were absent.
There being no additions or corrections, the minutes of the July 18,
1989 meeting were approved as presented.
County Case - Robert Graham requesting approval of Final Plat for
McKenna Woods Unit 2. Location: Caton Farm Road, Section 28,
Plainfield Township.
Mr. Waldock summarized his report to the Board: The subject site
involves 40 single- family lots served by individual well and septic.
Unique features include some flood plain area to the north, a narrowing
street right -of -way for the north portion of McKenna Drive where 55 feet
of right -of -way width is proposed as per the Preliminary Plat approval.
The average lot size is over 40,000 square feet in area. The Plat
is in substantial compliance with the Preliminary Plat approval.
There are some conditions listed in a letter dated September 23, 1987
which yet need to be met: dedication of Lot 32 for Plainfield Park
donation; sidewalks may be waived on one side of McKenna Drive, and
street lights should be provided at each street intersection and
approximately every third lot as required by the Plainfield Township
Road Commissioner.
Staff's findings are: Sidwalks are to be provided as required by
Village Subdivision Regulations with the exception of Caton Farm
Road where no sidewalk is required, and along Lots 22 through 28 where
sidewalk need only be provided on the one side of McKenna Drive;
Street lights be provided at each street intersection and approximately
every third lot as approved by Plainfield Township Road Commissioner;
and Lot 32 is to be donated to the Plainfield Township Park District
along with a $10,000 cash contribution.
Developer, Robert Graham, was present and stated Unit 2 is similar
to what was done in Unit 1. There is one major modification in the
plans that resulted from discussion with the Village Engineer which
has to do with some additional flood routing along the West property
line that is designed to deal with water overflow coming from the

land south of Caton Farm Road. Therefore, the engineering plans
for Unit 2 do encompass some additional overland flood routing
protection along the west property line.
Mr. Graham explained that the storm water detention area is the lake
area. All the storm water pipes from the first unit as well as the
second unit drain to the lake area. It has the capacity to handle
whatever runs in there from McKenna Woods as well as the overflow
from property to the south.
R. Mentzer asked if the area along the river would allow for some
pathway or walkway, trail, etc. Mr. Graham stated that because of the
high bank along the lots it would be difficult to implement any
type of a trail.
Regarding street lights, Mr. Graham stated he agreed to street lights
at every intersection. Also, he would be willing to put more on
Honora Drive because of the length of that street. He would like to
stay uniform with what was done in Unit 1. After some discussion
Mr. Graham agreed to three more lights on Honora Drive and two on
the north end of McKenna Drive.
J. Sobkoviak moved to recommend to the Village Board that they
approve the Final Plat for McKenna Woods Unit 2 with the three
stipulations outlined in the Planner's report. Seconded by H. Bayer.
Vote by roll call.
Krippel, yes; Anderson, yes; Sobkoviak, yes; Mentzer, yes; Schempf, yes;
Bayer, yes; Simmons, yes. 7 yes, 0 no. Motion carried.
Mr. Waldock briefly updated the Board on the status of the Sign
Ordinance.
