Bayer, W. Schempf, and M. Krippel. EX- OFFICIO PRESENT: L. Kelly, M. Gehrke, D. Norris, E. Schrader, Fire District Representative. ALSO PRESENT: Peter J. Waldock, Village Planner K. Jania, Secretary Chairman___ Simmons called the meeting to order at 7:30 p.m. Roll call was taken. J. Anderson, J. Krupowicz, G. Krahn and J. Eichelberger were absent. There being no additions or corrections, Chairman Simmons declared the minutes of the August 1, 1989 meeting approved as presented. Case No. 223- 071989AZ - Birkett Farm Preliminary report to the Plan Commission. Norm W. and Helen F. Birkett, owners; James L. Moser, Developer; Richard Selfridge, Agent. Location: Southwest corner of Route 30 and 135th Street in Plainfield Township. Mr. Waldock summarized his report to the Board: The applicants have submitted a petition for annexation along with an annexation agreement. The subject site is a vacant 30.59 acre tract bisected by the E.J. &E. rail line and has frontage on 135th Street and south of Route 30. The proposal calls for establishment of I -1 Light Industrial including B -1, B -2 and B -3 uses. Right -of -way easements for sanitary sewer and water main construction and maintenance are provided. The subject property is contiguous to current Village boundaries. Sewer and water is accessible to the site. Mr. Waldock further stated some of the specifics of the annexation agreement include: The extension of sewer and water along the Route 30 right -of -way north to 135th Street. The pipe sizes listed in the agreement would provide for the existing lines. The Village Engineer's preliminary review on the extension of these lines finds that they are adequately sized for the particular location. The agreement also provides for easements for sewer and water utilities of 40 feet running in a northerly direction adjacent and along Route 30. Village Engineer would indicate a 12" water main along 135th Street should be provided for to ultimately loop back and provide a better water system for users. The annexation agreement runs for 20 years. PLAINFIELD PLAN COMMISSION August 15, 1989 Page Two Applicants request that they be given some indication of the Plan Commission's views towards this proposal. A public hearing on this matter is scheduled for September 5, 1989. An issue that would need to be discussed and perhaps added to the agreement would be regarding improvements to 135th Street and the 12" water main loop. Mr. Richard Selfridge was present on behalf of James Moser, contract purchaser of the Birkett Farm and briefly described the property. There is approximately 2,647 feet of frontage along Route 30 and another 2,650 feet of frontage along 135th Street. Presently the parcel is unincorporated. The Annexation Agreement does not identify any particular land uses for the property. The long -range plan would be possibly a site for a future Moser lumber store. Mr. Selfridge said he feels this type of usage is in conformance with the Comprehensive Plan. Applicants are prepared to extend the water and sewer which exists at the northwest corner of Trinity Bag's property. Would be extending the lines by the terms of the agreement within 10 years even if there was no development. The triggering event in any case would be the development of any portion of the property -- would require developer to extend the water and sewer line northward. Mr. Selfridge also stated they have no problem with the Village Engineer's recommendation to add to the agreement that upon development a 12" extension of the water main continue eastward to the eastern border of the property. He also has no problem with including in the agreement the Engineer's recommendation to require improvements to 135th Street as a collector street upon development. Chairman Simmons commented on a concern about traffic on Route 30 and 135th Street as it develops from a stoplight view. Mr. Selfridge said he feels that since Route 30 is a State controlled highway the requirements for signage or signalization would come from the State when the developer goes in for curb cuts. Applicant is prepared to comply with whatever the then requirements are when they come in for building, site plan, etc. -- willing to comply with both Village and IDOT requirements. Mr. Selfridge presented receipts for notices of certified mailing to adjoining landowners. Mayor Latta asked Mr. Selfridge whether any property along Route 30 would be stopped until their section of water and sewer line was put in; would other properties be held in hostage for ten years. PLAINFIELD PLAN COMMISSION August 15, 1989 Page Three Mr. Selfridge responded he feels this would not happen because once their Annexation Agreement gets recorded the granted easements are in place. After some discussion, the Board agreed this is a good plan and in good conformance with the Comprehensive Plan. Discussion of Plainfield Library expansion plans. Plainfield Library District's expansion plans for Illinois Street location between Oak and Lockport Streets. Mr. waldock summarized his report to the Board: The Library District has requested discussion regarding issues related to the expansion plans for their Illinois Street location. The issues would relate to the parking requirements at the site and the need for setback consideration for this type of expansion. The property is currently zoned Residence A. This zoning category permits municipally owned buildings for community meetings and - recreational centers. An interpretation must be made as to the applicability of this provision of the ordinance to the Public Library. Ms. Barbara Pitney was present on behalf of the Plainfield Library District and described the proposed plans for expansion of the Illinois Street building: The Library Board's main consideration is that the Illinois State Library does fund construction grants. In order to apply for construction grant your building plans have to project for 20 years growth. It was determined that 20 years growth would require a 27,000 sq. ft. building. The cost of the new building would be $3,142,000. The building can seat 177 plus staff. The plans show 38 parking spaces. The parking issue is one of the reasons in coming before the Plan Commission for consideration and discussion because it is significantly less than what the Village ordinance requires. Ms. Pitney stated they do not have the ability to provide the number of spaces required by the Village ordinance. The Village parking lot is next to the library and Ms. Pitney stated they would be willing not to restrict the library parking lot to library use only. They would be willing to allow long -term parking if they could have some consideration from the Village for use in the municipal lot as well. The majority of the Library's business is not long -term. The average stay is 15 minutes. Parking spaces would turn over maybe two or three times within an hour. PLAINFIELD PLAN COMMISSION August 15, 1989 Page Four Ms. Pitney discussed a survey made of - other - library parking facilities. Morris Library: no Village requirements for parking; they have 9 spaces they provide for their own patrons; their building is 13,500 sq. ft. (2 floors); New Lenox: Village has no parking requirements; they share a parking lot with park district and together they each have 60 spaces - one designated for handicapped patrons; they have a 11,500 sq. ft. building; and Homer Library - have a 15,000 sq. ft. building and have their own parking lot with 48 spaces. Ms. Pitney stated they would not restrict parking to library parking only. Also, the Library is looking to annex into Wheatland Township. Since the Joliet annexation they have lost some tax base. There was some discussion on the Library possibly purchasing the municipal parking lot. Ms. Pitney stated they are open to negotiation regarding the Village parking lot. Ms. Pitney stated the Library needs some direction before their referendum. After a long discussion regarding parking, it was suggested that the Library Board, Village Board, and possibly the parking committee and downtown business association come to the next Plan Commission meeting to come to some sort of agreement on the parking issues.
