Bayer, R. Mentzer, M. Krippel, J. Anderson. EX- OFFICIO PRESENT: L. Kelly, M. Gehrke, J. Krupowicz, D. Norris, E. Schrader, Fire District Representative. ALSO PRESENT: P. J. Waldock, Village Planner K. Jania, Secretary Chairman Simmons called the meeting to order at 7:30 p.m. Roll call was taken. G. Krahn, and J. Wilson were absent. There being no additions or corrections, Chairman Simmons declared the minutes of the August 15, 1989 meeting approved as presented. Mr. Waldock announced our full -time building inspector started on August 22, 1989 - Mr. Roger Wojtecki. Case No. 223- 71989AZ - Public Hearing Birkett Annexation and Establishment of I -1 zoning on a 30 -acre site located on the southeast corner of 135th Street and Route 30 in Plainfield Township. Mr. Waldock summarized his report to the Board: The subject site is a vacant 30.59 acre tract. Surrounding land uses are industrial, agricultural on three sides. The site is a logical expansion of the present Village boundaries. Proposed zoning is I -1, light industrial. This case was discussed informally at the last Plan Commission meeting. At that time we heard that a potential future user of this site would be Moser Lumber Super Store. There are no definite plans for this facility as yet. Features of the annexation agreement include provisions for extension of sewer and water along Route 30; improvements to 135th Street, and an extension of a 12" water main along the north property line which is parallel to 135th Street. These items are still under discussion and negotiation with the developer and applicants in this case. Staff feels this is a logical expansion of -the Village's boundaries, it's contiguous on two sides. The requested zoning is compatible. Recommend approval of the annexation of the 30 -acre Birkett property and establishment of I -1 zoning. Do recommend amendment to the annexation agreement regarding language pertaining to improvements for sewer and water extension and 135th Street resurfacing so that these improvements would occur at the time of development of the site. Specifics of the language are still being discussed. PLAINFIELD PLAN COMMISSION September 5, 1989 Page Two Mr. Richard Selfridge was present as agent for the applicants in this case. Mr. Selfridge submitted two more receipts from notices to adjoining landowners. No objections were received as of this date. J. Sobkoviak moved to recommend to the Village Board that they approve the annexation of the 30 -acre Birkett property and establishment of I -1 zoning with amendment to the annexation agreement regarding language pertaining to improvements for sewer and water extension and 135th Street resurfacing to occur at the time of development of the subject site. Seconded by J. Anderson. Vote by roll call. Schempf, yes; Bayer, yes; Sobkoviak, yes; Mentzer, yes; Krippel, yes; Anderson, yes; Simmons, yes. 7 yes, 0 no. Motion carried. Case No. 224- 81189Z - Roppolo Development Public Hearing Requesting rezoning from I -1 Light Industrial to Residence A, Single - Family Residential on a 23.5 acre site located along the east side of Eastern Avenue north of the E.J. &E. tracks. Mr. Waldock summarized his report to the Board: The subject site is a vacant 23.5 acre tract currently zoned for light industrial uses. The site is east of Eastern Avenue with 211 feet of frontage along Eastern Avenue. Requested is the downzoning of the subject site from I -1 to Residence A. The purpose of the rezoning is to accommodate subdivision of the site in accordance with the sketch plan presented. The site is vacant and farmed agriculturally at this time. Surrounding land uses include the Bethesda Lutheran Home, single - family residences to the west, E.J. &E. tracks to the south, Indian Prairie School to the north, Avery Gravel Company to the east and Illinois Wine and Spirits to the east across Eastern Avenue. The Comprehensive Plan calls for low density residential development for the site. The proposal is compatible with surrounding land uses. Therefore, staff recommends the rezoning be approved from I -1 Light Industrial to Residence A Single- Family as requested by developers. Clayton Olsen, agent for the developers was present to answer any questions. Mr. Waldock stated the Eastern Avenue sewers would be upgraded to service this site. Chairman Simmons questioned the paver block -- where is it accessed. Should look at this as far as the width for fire trucks, etc. Mr. Olsen stated they have an agreement with E.J. &E. for access. PLAINFIELD PLAN COMMISSION September 5, 1989 Page Three There were no objectors present regarding this case. This case was discussed informally at a previous Plan Commission meeting. W. Shempf moved to recommend to the Village Board that they approve the rezoning of 23.5 acres from I -1 Light Industrial to Residence A Single- Family as requested by Roppolo Development. Seconded by H. Bayer. Vote by roll call. Schempf, yes; Bayer, yes; Sobkoviak, yes; Mentzer, yes; Krippel, yes; Anderson, yes; Simmons, yes. 7 yes, 0 no. Motion carried. Informal Discussion - Historic Preservation Ordinance. Mr. Waldock reported interest has been expressed again in establishment of the Historic Preservation Ordinance for the Village. The ordinance as presented includes provisions for establishment of a preservation commission specifying officers, associate members and general commission format. The ordinance also specifies review process for developments within a specific historic preservation district. The ordinance also establishes criteria for structural alteration, demolition or relocation. Mr. Mike Lambert,one of the authors of this proposed ordinance, was present and summarized the ordinance. Mr. Lambert talked about a list of towns that already have an ordinance of this type. Some of the towns are Aurora, Naperville, Lockport, and Romeoville. There are certain properties that do define the historic character of Plainfield. The purpose of this ordinance is to try to retain some of our historic past while allowing for new development around these structures. Mr. Lambert then discussed the procedures for designating historic properties. After some discussion, Mr. Waldock stated this ordinance will be reviewed at public hearings for a more in -depth review, and other hearings yet to be determined. This ordinance will be a separate ordinance from the zoning ordinance and Building Code. Mr. Waldock stated this ordinance will have to be reviewed by the Village Attorney. The Plan Commission will ba informed -as to any hearings held regarding this ordinance.
