Schempf, H. Bayer. EX- OFFICIO PRESENT: M. Gehrke, D. Norris, J. Krupowicz, G. Krahn, J. Wilson, E. Schrader, Fire District. ALSO PRESENT: P. J. Waldock, Village Planner K. Jania, Secretary Chairman Simmons called the meeting to order at 7:30 p.m. Roll call was taken. R. Mentzer, J. Anderson, and L. Kelly were absent. There being no additions or corrections, Chairman Simmons declared the minutes of the September 5, 1989 meeting approved as presented. Case No. 226- 91189PP G. N. Development /Lakelands Corp. Preliminary Plat for The Lakelands Location: Northeast corner of Naperville - Plainfield Road and 135th Street in Wheatland Township. Mr. Waldock reported to the Board that this case has been the subject of several public hearings related to the annexation agreement of the site and to the specific items of the agreement itself. The Preliminary Plat shows a minor modification from the original concept plan. The road system squared off to gain a lagoon, and the number of lots has decreased. The plat now encompasses 328 single - family units: 133 single- family homes, 104 attached single- family units or townhouses, and 91 cluster homes for a gross density of 1.02 dwelling units per acre. The site provides 225 acres of open area and water and 98.3 net land area for development purposes. The Comprehensive Plan projects this area for low density development and floodplain. The Preliminary Plat as presented is in substantial compliance to the concept plan and it does meet with the provisions of the annexation agreement for this site. The annexation agreement has now been executed for the site. The property is not yet in the Village, but by the time final platting is requested and approved the site will need to be in the Village limits. Average lot area for the single - family residential sites is approximately 15,000 square feet, minimum frontage width will be 80 feet in accordance with the annexation agreement. Typical lot depths will exceed 200 feet. Because of the compliance with Village ordinances and provisions of the annexation agreement, staff is recommending approval of the preliminary plat for the Lakelands subdivision to the stipulations listed in the staff report dated September 15, 1989. PLAINFIELD PLAN COMMISSION September 19, 1989 Page Two Mr. Waldock reported that the surrounding land owners have been notified of this meeting tonight. The Village Engineer has been reviewing these plans all along and has no problem with them. The only major change was related to 135th Street referred to in the engineer's letter dated August 22, 1989. E. Schrader, Fire District representative, asked which cross section was typical for Lily Cache Road -- it is not shown on the plat. Mr. Waldock explained that the construction plans would refer to this. After some discussion, the Board agreed that the cross section for Lily Cache Road should be noted on the Preliminary Plat. Several adjoining landowners were present. Some of the questions they asked were: will 135th Street be a Village street and maintained by the Village; will 135th Street have limtied access or remain open as it is now; where are the different entrances to the subject site; what will this development do to the density of traffic on Naperville Road; and are there any changes in the water and sewer route. Mr. Waldock, Village Planner, and Mr. Gerald Clark, Developer explained to the residences that after annexation 135th Street will become a Village street and maintained by the Village. The development will be built in phases. The development is expected to be built out within ten years. Mr. Clark explained the phasing of the project. He stated he will probably bring Phase 2 in this calendar year, if not this year, first thing in the spring. Regarding access to 135th Street, Mr. Waldock stated it will remain open. Mr. Clark, in referring to the plat, pointed out the different entrances to the subject site. Naperville - Plainfield Road will have acceleration and de- acceleration lanes on the east side. Internal roads are all private, external roads will be Village. Mr. Clark stated the water and sewer route is still coming down the east side. Some discussion followed regarding two parcels being annexed to the Village to provide contiguity. Some of the residents asked if they will be forced to come into the Village. Mr. Clark explained the process that he had to go through to become contiguous to the Village. Mr. Waldock assured the residents that they will not be forced to come into the Village. Mr. Clark also stated that as of yesterday, the development is 1000 permitted now from the Army Corps of Engineers, EPA, IDOT, etc. - -- Plans to start moving some dirt this year and start the off -site sewer this year. It depends on the winter as to how far they will get. PLAINFIELD PLAN COMMISSION September 19, 1989 Page Three M. Krippel moved to recommend to the Village Board that they approve the Preliminary Plat for the Lakelands subject to the following stipulations: 1. Provision of approximately dimensions for property lines. 2. Provision of 5 foot utility and drainage easements alongside (and where applicable rear) property lines. 3. Compliance with the provisions of the letter by John Djerf dated August 22, 1989. 4. Compliance with the provision of the Annexation Agreement for the subject site. 5. Title the plat document as "Preliminary Plat - The Lakelands". 6. Cross section for Lily cAche Road to be noted on the Preliminary Plat. Seconded by J. Sobkoviak. Vote by roll call. Bayer, yes; Schemp, yes; Sobkoviak, yes; Krippel, yes; Simmons, yes. 5 yes, 0 no. Motion carried.
