Vice - Chairman Sobkoviak called the meeting to order at 7:30 p.m.
Roll call was taken. Chairman Simmons, L. Kelly, J. Krupowicz,
G. Krahn, and J. Wilson were absent.
There being no additions or corrections, Vice - Chairman Sobkoviak
declared the minutes of the October 3, 1989 meeting approved as
presented.
Case No. 233 - 1010895 - Debra Olsen
Requesting Special Sign Approval in the Central Sign District for
515 Lockport Street.
P. Waldock summarized his report to the Board: The new Village Sign
Ordinance has a provision for special sign approval for all signage
within the Central Sign District. The ordinance does not set much
for specifications or criteria. This is something the Plan Commission
might want to look at if it becomes a concern. This case is the first
sign approval requested under the new Sign Ordinance.
The subject site is located at 515 Lockport Street. Proposed is a
21 square foot sign, 18" high by 14' wide. The sign is wood with
painted borders and painted lettering with two of the words to be of
gold mylar. The sign is designed with an antique theme and character.
The proposed _sign complies with Village sign regulations for area
and placement. The design is tasteful and would not detract from the
historic nature of the development along Lockport Street. Staff
recommends approval for the signage as presented.
Petitioner, Debra Olsen, was present. She briefly restated the
request and added that the sign is non- illuminated.
Discussion followed regarding processing of special sign approvals in
the Central Sign District. The Board agreed this should be discussed
further at another meeting.
J. Anderson moved to recommend to the Village Board that they approve
the petition for the sign at 515 Lockport Street. Seconded by
W. Schempf. Vote by roll call. Krippel, yes; Schempf, yes;
Anderson, yes; Mentzer, yes; Bayer, yes; Sobkoviak, yes. 6 yes, 0 no.
Motion carried.

Mr. Waldock announced that the special meeting of October 24, 1989
for a rezoning hearing has been cancelled. The subject site is the
northwest corner of Route 59 and Renwick Raod.
Discussion of Zoning Ordinance update processes.
Mr. Waldock stated the Village Zoning Ordinance is in dire need of
updating. This will be a major project. Mr. Waldock proposed that
one zoning district be done at a time. Also proposed in this update
process is several new zoning districts. One would be an
agricultural- residential district. This would provide for a land use
district to regulate and protect recently annexed areas and satisfy
provisions of upcoming annexation agreements and establish a new
zoning district providing for very large lot single - family development
and general agricultural uses.
Other specialty zoning districts to be considered would be planned
unit developments, site specific or use specific parking regulations.
Conditional Use Ordinance will be incorporated into the ordinance.
Streamline the business zoning districts and rename them. Would like
to get into more characteristic titles. Will probably end up with
fewer industrial uses.
Public hearings will be held on this update process.
The Board agreed with Mr. Waldock that the zoning ordinance update
should be done in sections.
The Board requested that a general outline of the update process
along with tentative scheduling be presented to the Board.
Attorney John Philipchuck was present and asked to speak to the
Plan Commission regarding the property at the northwest corner of
Route 59 and Renwick Road.
He stated he would like some feelings from the Plan Commission
regarding expansion of the site. He is requesting some additional
depth to the property off Route 59 - to extend the depth of the property
by an annexation and rezoning of an additional 160 feet. When Route 59
is widened, the additional depth is needed to accommodate screening
buffers both front and rear, and service areas for deliveries coming
in and out. He referred to a- shopping center in his discussion.
After a brief discussion, the Plan Commission was polled and all were
in favor of the proposed plan.
