Anderson, W. Schempf, and M. Krippel EX- OFFICIO PRESENT: M. Gehrke, D. Norris, E. Schrader, Fire District. ALSO PRESENT: P. J. Waldock, Village Planner J. Djerf, Village Engineer K. Jania, Secretary Chairman Simmons called the meeting to order at 7:30 p.m. Roll call was taken. H. Bayer, L. Kelly, G. Krahn, J. Wilson, and D. Neir were absent. There being no additions or corrections, Chairman Simmons declared the minutes of the November 21, 1989 meeting approved as presented. The Board discussed the holiday meeting schedule. J. Sobkoviak moved to reschedule the January 2, 1990 meeting to January 9, 1990. Seconded by M. Krippel. Voice vote. 6 yes, 0 no. Motion carried. Case No. 241- 112789FP Roppolo Development, Inc. Requesting Final Plat approval for Spring Hill Estates Location: Along the east side of Eastern Avenue north of the E.J. &E. tracks. Mr. Waldock reported the Village Board approved the Preliminary Plat for Spring Hill Estates subject to the following stipulations: (1) Compliance with Village engineering requirements; (2) Provision of a fee of $275.00 per lot for Eastern Avenue street improvements payable at the time of building permit issuance; and (3) Each home built within the subdivision shall be directly connected to the storm sewer system of the development area in accordance with Village approval. The Final Plat is in substantial compliance with subdivision regulations. Mr. John Djerf, Village Engineer, briefly commented on his review letter dated December 19, 1989: Item No. 1 - refers to type of sanitary sewer pipe; Item No. 2 - is sanitary sewer TV inspection being provided at the contractor's expense; Item No. 3 - refers to detention pond depth. Storm water management and detention ponds as designed are an acceptable method for this site; Item No. 4 - Final Plat should be revised to include a defined easement area for the detention ponds on Lots 7 and 8, and a 20' drainage and utility easement should be provided at the rear of Lots 8, 9 and 10 to accommodate the proposed drainage swale; Item No. 5 - IEPA permits are required for sanitary sewer and water main construction, and permits must be received prior to construction; Item No. b - outlines cost estimates for various improvements totaling $1,173,100.00. PLAINFIELD PLAN COMMISSION December 19, 1989 Page Two Mr. Djerf recommends approval of the Engineering Improvement Plans and Final Plat subject to the items listed in his review letter. Mr. Djerf stated the plans also _indicate the extension of storm sewers to serve each and every lot which provides a means for each lot to connect to the storm sewer system with their sump discharge. There was discussion regarding sump pump connection to the storm sewer. Mr. Krippel expressed concern as to the cost to the developer, will this work during high water levels (heavy rain). Mr. Waldock stated the sump pump connection ordinance will be available for Plan Commission review on January 9th. Petitioner stated the estimated cost is $400 per lot to put sumps underground. J. Sobkoviak moved to recommend to the Village Board that they approve the Final Plat for Spring Hill Estates subject to the stipulations of the Village Engineer's report. Seconded by J. Anderson. Vote by roll call. Mentzer, yes; Anderson, yes; Schempf, yes; Sobkoviak, yes; Krippel, yes; Simmons, yes. 6 yes, 0 no. Motion carried. Informal Discussion - New Lenox State Bank Mr. Waldock reported the New Lenox State Bank is the owner of the property located between Lockport and Chicago Streets on Route 59. The bank is anticipating relocating its headquarters to Plainfield. Referring to a sketch plan, Mr. Waldock stated the key feature for discussion is the vacation of the alley way. Presently the site is divided into several lots bounded on each side of the alley. In order to accomplish the proposed layout, vacation of the alley would be required along with re- location of whatever utilities would be present under and over the alley way. The bank officials understand it would be their responsibility to re- locate any power lines and cover the costs. The other issue is how will the homeowners along the alley get in and out, and what is the best means to prevent commercial traffic from exiting through the alley. It is staff's opinion that alley vacation is warranted with this type of building as it would be the most expeditious and practical use of the overall site. Another advantage is it eliminates a curb cut onto Route 59. In order to accomplish the alley vacation, traffic controls and further easements will be required - such as, how can snow plows, fire trucks, and how do the homeowners who live along the alley get to and from their garages. One suggestion would be the establishment of public access easements through the parking lot. Mr. Waldock's recommendation is the alley become one way towards the west. PLAINFIELD PLAN COMMISSION December 19, 1990 Page Three A lengthy discussion followed regarding the alley vacation. Mr. Ron Kokle, Executive Vice President of the bank was present and stated he has a meeting scheduled with the adjacent homeowners to discuss their concerns and get input from them regarding the alley. There was some discussion regarding stormwater runoff. The Village Engineer will review this. It was the consensus of the Board that this is the best proposal they have seen to date for this site.
