Minutes of Public Hearing - - -- --
Monday, February 5, 2023
The Brewster Old King's Highway Regional Historic District Committee, acting under the Massachusetts
General Laws, Chapter 470, Acts of 1973 as amended, came to order at 7:00 pm in person and being
recorded at the Brewster Town Hall. Committee members present were Jim Trabulsie (Chairperson),
George Carey, Steven Bergquist, and Tom Turcketta. The Chairman, Jim Trabulsie determined a quorum.
SCHEDULED APPLICATIONS
H-23-244 Solar panels
Bruce Caldwell, 67 Byfield Caraway, Map 50 Lot 6
• Steve Pitney, the contractor, was present at the meeting.
• Jim reminded the committee that the application was scheduled previously, but an amendment
for the roof was needed before they could hear the solar panels' application.
• Steve mentioned that the only elevation that was visible was the West elevation that could be
seen from the beach. Also, the proposed panels were going to be black on black shingles with
black hardware.
• Jim asked if there were any abutters present, but there were none.
• George made a motion to accept the application as presented and Tom seconded. A vote was
taken a H-23-244 was unanimously approved.
H-23-294 Solar panels
Alexander Wilson, 981 Lond Pond Road, Map 85 Lot 39
• Alexander Wilson was present at the meeting.
• Jim said that the application could have been exempted since the panels were not going to be
visible from any public road.
• There were no abutters present at the meeting.
• Tom made a motion to approve the application as presented. George seconded the motion and
after voting, the application was approved 4-0.
H-23-296 Window replacement
Barbara Beckley, 9 Captain Dunbar, Map 91 Lot 31
• Ed Wannamaker, the contractor, was present at the meeting.
• The project consisted of two windows to be replaced, one was going to be the same size and the
other slightly smaller. George asked if the windows would be white to match the rest of the
windows and Ed said that yes, they would.
• There were no abutters present at the meeting.
• Steven made a motion to accept the project as presented and Tom seconded. A vote was taken
and the application was approved.
H-23-301 New 20'x24' Barn
Steven Kovach, 289 Harwich Road, Map 56 Lot 40
Jamie McGrath, from Pine Harbor was present at the meeting.

Jamie described the project as a 20'x24' studio/storage barn instead of the 10'x12' shed that
was going to be removed from the property. Jamie said that only two elevations could be seen
from the road and the roof would match the house. Also, the windows would have historic sills
to match the house as well.
• Steven asked why they were proposing the barn to be in an angle and Jamie said that it was for
easy access to the entrance. Jamie said he wasn't too happy about the angle either and asked
the Committee for a continuance so he could figure out a way to make the barn more parallel to
the property.
• Tom made a motion to continue the application to the following meeting and Steven seconded.
A vote was taken, and the application was continued to the following meeting.
H-23-302 New 24x28' garage
Matthew Mallowes, 194 Main Street, Map 6 Lot 18
• Jamie McGrath was at the meeting representing the homeowner.
• Jamie described the project as a two -car garage with a dormer above and about 240 feet away
from the road. The windows and all specifications would match the house and the doors of the
garage would face the driveway.
• The committee members thought that the doors looked "too busy" and Jamie said he could use
flushed panels, keep the transom and have no glass instead because the one shown in the
picture was really a "place holder" only. Jamie offered to bring in a cut sheet for the garage door
so the committee could review it first.
• Jim asked if there were any abutters present, but there were none.
• Tom made a motion to accept the application as amended to include the flushed panels and no
glass on the garage door and pending the receipt of the cut sheet. Steven seconded the motion
and after voting, the application was approved as amended.
H-23-303 Solar panels
Douglas Rentsch,1603 Main Street, Map 56 Lot 4
• This application was withdrawn. The solar company applied for the wrong address in the wrong
town.
H-24-1 New 10'x12' shed
Robert and Kathleen Cumming, 675 Tubman Road, Map 65 Lot 14
• Robert and Kathleen were both present at the meeting.
• Steven asked what the setback was from Tubman Road and Robert said it was at least 100 feet
and he would have plantings in front of it.
• There were no abutters present at the meeting.
• George made a motion to accept the application as presented and Tom seconded. A vote was
taken, and the project was approved by 3 members while Steven abstained himself from the
vote.

H-24-4 New 12'x16' shed
John Fishman, 888 Long Pond Road, Map 86 Lot 2
• John Fishman, the homeowner, was present at the meeting. John explained that the shed would
be hidden by the garage except maybe on the front which was the shingled side.
• George asked about the siding and John said that it would be board and batten and the color
would match the house.
• Steven made a motion to approve the application as presented. Tom seconded the motion and
after the vote was taken, H-24-4 was unanimously approved.
H-24-6 New fence
Sue O'Malley, 2648 Main Street, Map 89 Lot 12
• There was nobody representing the applicant, so the chairman tabled the discussion to the end
of the meeting.
• After the rest of the applications were heard, the chairman checked and still nobody was there
representing the applicant. The 45 -day waiver had not been signed.
• Tom made a motion to deny the application due to incompleteness and George seconded. A
vote was taken, and the application was denied.
H-24-9 New 10'x20' shed
Colleen Ladd, 81 Consodine Road, Map 66 Lot 6
• Tom Ladd, the homeowner, was present at the meeting. Tom Ladd told the committee that he
was proposing a shed with natural cedar shingles on the main entrance and the other three
sides would have board and batten.
• Tom made a motion to accept the application as presented and George seconded. A vote was
taken, and the application was approved by 3 committee members with Steven abstaining
himself from voting.
H-24-10 Solar panels
Gerald O'Shea, 21 Country Lane, Map 101 Lot 36
• The applicant did not drop off the requested packets for the committee's review and had not
signed the building waiver.
• Tom made a motion to deny the application pending the receipt of the signed 45 -day waiver
within 72 hours and Steven seconded. A vote was taken, and the application was denied
pending the receipt of the 45 -day waiver within 72 hours.

H-24-14 Siding replacement
Stephen and Sharon Rounds, 99 Long Pond Road, Map 56 Lot 19
• The applicant stopped by the office requesting to be moved to the following meeting.
H-24-15 Demolition
Owen Nichols, 33 Country Lane, Map 101 Lot 37
• Nick Waldman was online representing the homeowner at the meeting. Nick explained that the
renovations would have been too extensive and that was why they decided to go with the
demolition application instead.
• There were no comments from the committee.
• Jim asked if there were any abutters and there were none.
• Steven made a motion to accept the application as presented and George seconded. After
voting, the application was unanimously approved.
H-24-17 New 240 sq ft shed
Eric Olkkola, 105 Stony Brook Road, Map 6 Lot 26
• Eric was present at the meeting. Eric told the committee that the shed would be about 300 feet
away from the road and it would have natural cedar siding to match the house and red cedar for
the roof. Jim told the applicant that it was best for the roof of the shed and the roof of the
house to match so Eric agreed to change the shed's roof color to black tar shingles to match the
house.
• Neither George nor Tom thought the cupula on top of the shed complemented the look of the
house, but Eric offered to remove it from the project.
• Tom asked what was going to be the material for the door and Eric said that he hadn't decided if
he wanted a steel door or a double door. After discussing the possibilities, Eric decided to build a
vertical wooden door instead.
• There were no abutters present at the meeting.
• Tom made a motion to accept the application as amended to include the black roof to match
the house, no cupula, and a vertical wooden door. George seconded the motion and after
voting, the application was approved as amended.
H-24-18 New roof sign
Katharine Scott, 1069 Main Street, Map 37 Lot 62
• Katharine Scott was present at the meeting. Katharine described the sign as a 3/4inch MDO
board painted white with vinyl letters and the committee reminded her that the letters had to
be matte and not glossy.
• There were no abutters present at the meeting.
• Steven made a motion to approve the application as presented and George seconded. After
voting, the application was unanimously approved.

Informal Discussion
Antenna Installation -1185 Long Pond Road, Map 85 Lot 110
• Edward Peri, Scott Adams and Liz were present at the meeting to discuss the possibility of
adding an antenna to help with additional cellphone coverage in Brewster. Edward mentioned
that they had some discussions with the Cape Cod Commission about having the antenna
located in the back of the property, but it required some land clearing and the Commission
preferred they moved it somewhere else.
The other possible location was behind the parking lot of the liquor store at 50 feet from the
edge of paving and under HDC jurisdiction. Jim said that it would be easier if they kept it outside
the district since Long Pond Road was one of Brewster scenic roads and a 120 feet tall antenna
would be very visible.
George said to keep in mind that they would need to go back for HDC approval every time they
wanted to add or remove equipment from the antenna if it were to be in the district.
Jim also mentioned that if they were to apply for the antenna to be in the district, they might
want to come up with some ideas on how to dress it up a little. Jim told the applicants that they
welcomed informal discussions and to go back to them if any more questions arose.

o George made a motion to approve the January 81h meeting minutes as presented.
Steven seconded the motion; a vote was taken, and the January 8th meeting minutes
were approved unanimously.

Committee voted unanimously to adjourn.
