Commissioners Present: Chairman Simmons, J. Sobkoviak, W. Schempf,
M. Krippel, H. Bayer.
Ex-Officio Present: L. Kelly, B. Russ, A. Arbo,

Chairman Simmons called the meeting to order at 7:30 p.m. Roll call
was taken. R. Neely, J. Anderson, M. Gehrke, J. Myers, J. Eichelberger,
J. Bostjancic, G. Krahn, and J. Wilson were absent.
There being no additions or corrections, Chairman Simmons declared
the minutes of the November 3, 1987 and November 17, 1988 meetings
approved as presented.
County Case - Ronald L. Schelling..petition for rezoning from A-1
to R-2A, 1018 North Renwick Road.
Mr. Richard Kavanagh was present on behalf of petitioner, Ron Schelling,
who is the developer and land owner. The 32.7 acre parcel is located
on-the south side of Renwick Road west of Route 59 and immediately
north of the LeWood Subdivision. The surrounding land use is
agricultural and residential. Petitioner is requesting R-2A zoning.
Lot sizes will be 30,000 square feet which is required for well and
septic. LeWood is also well and septic. Their lots are smaller because
they were developed under the old county zoning ordinance.
Several residents from the LeWood Subdivision were present and expressed
their concerns on drainage and LeWood Drive becoming a through street.
They are very concerned about the through street and feel the only
thing it will do is make a major thoroughfare that is not going to be
protected by any police on a regular basis. With more homes built it
will create more traffic. It will be dangerous for children playing,
cars park on the street as there is no ordinance prohibiting parking
on the street. The residents stated they have no problem with the
proposed subdivision but request their subdivision be left as is and
let the two entrances come into the new subdivision.
They are also concerned about the drainage. The proposed subdivision
is higher than their property. If the water is not drained off
properly it will flood their property. The residents are concerned
there will be a problem with water runoff due to the fact there will be
more houses and roads on that property that will not soak up the water
as it does today. They stated currently in the middle of that property
there is a large area that retains water all year long and it is not
where the proposed detention pond is, it is in the middle where the
roads are going through.

There were also a couple of residents who farm land around this
proposed subdivision present and stated they are also very concerned
about the drainage.
Mr. Kavanagh stated they have to build according to county ordinances,
will put in the detention required to detain the water.
Ms. Fagan assured the residents that the request tonight is for
rezoning only. When the petitioner comes in for preliminary plat
approval he will have the detailed engineering and that is where they
can get the details on the questions raised tonight.
Ms. Fagan also stated she will make note of all the concerns raised
tonight in her report to the county.
W. Schempf moved to recommend that the Village Board not object to the
proposed county rezoning, that the objections on drainage and the
through street be noted in report to the county, and refer this case
to the Village Board for possible consideration for annexation.
Seconded by H. Bayer. Roll call vote.

Case No. 165-92872 - Continuation of public hearing, Chobar/Hardee's
rezoning case.
Ms. Fagan read the public hearing guidelines.
Petition for rezoning for Chobar Trust and Oreel Management for the
property rezoning from Residence A and Business District 2 to Business
District 4 for property located on the east side of Route 59 between
Lockport and Chicago Streets. The surrounding land use is commercial,
residential and public facilities with the elementary school.
Mr. John Starritt was present from Oreel Management with a revised
site plan-and stated they have taken all the concerns given by the
Plan Commission and have done everything humanly possible to get to
this point. He noted the changes regarding landscaping, right-turn
lane on Chicago Street, Route 59 exit and entrance, Lockport Street
exit and entrance, discussed gate on Lockport Street, fencing along
the alley, discussed the alleyway, sidewalks, parking, and the utilities.
As far as the utilities, they will stay the same. The burying of the
utilities is cost prohibitive and they cannot do it.
Regarding traffic he stated that just because there will be cars
stopping and eating there, there is not going to be a steady flow.
It is important for the restaurant to have the best traffic flow because
people will not stop if they can't get in and out.

Mr. Starritt said the Hardee's sign is their basic sign. They would
like to put a message board under the sign solely for the use of
the community and community projects. The sign on the drawing is
approximately 98 square feet. They have one that's around 65 square
feet.
Ms. Fagan read a letter dated January 5, 1988 from the Plainfield
Fire District where they state though dimensions and specification are
minimal, they have no immediate objections to the treatment of access
to the alley and curb-cut alignment at Route 59, but reserve the right
to comment on fire prevention and life safety points when more
detailed drawings and specifications are presented prior to the
issuance of construction permits. I
Ms. Fagan read a letter dated January 4, 1988 from Plainfield
Community Consolidated Schools stating their position that careful
consideration should be given to the safety of children, a visual
barrier to avoid dangerous strangers parking at Hardee's to observe
children, and that traffic be prevented from turning into and out of
Hardee's parking lot on Lockport Street during school hours and when
buses are loading and reloading children.
One resident was present and stated she was definitely in favor
of the proposal.
Many residents were present stating their objections to the proposal.
After long.discussionr, Ms. Fagan read.her report to the Plan Commission
recommending that without further revision to the proposal, the
rezoning be denied. The Board concurred with the recommendation.
M. Krippel moved to recommend to the Village Board that they deny
the rezoning request on Case No. 165-92872, Chobar/Oreel Management.
Seconded by W. Schempf. Roll call vote.

Chairman Simmons reconvened the meeting at 9:20 p.m.
Public Hearing for Revision to the Zoning ordinance - Business
Transition District.
Ms. Fagan read the proposed B-5 District ordinance-and stated if the
property is now zoned residential, it will stay residential. This
district will overlay the existing district. It would be a zoning
that could be applied if wanted.
The map change area is between Main Street down to the plaza along
59 and to the cemetery; along Main Street on the south side only
between the railroad tracks and Route 59.

Ms. Fagan also stated that the goal behind the BT District is to
protect the property owner from having, for instance, A- higher
.commercial use develop. Whereas if someone wants to develop the
proper ty along 59 commercial, they can do so, but only in a way that
would blend into the residential area. That would be uses low in
traffic, maintain the residential scale appearance and provide the
types of requirements that would keep that business from being an
intrusion on the residential area.
Ms. Fagan read a letter from Mr. and Mrs. Frederick H. Martens
stating they agree in general with the proposed ordinance and attached
a list of uses they feel meet the intent of the new classification
and would present a minimal negative effect on adjacent residents
and should be included in the list of allowed businesses.
Ms. Fagan read a letter from John and Chere Bates where they state
their opinion regarding limiting traffic, instituting buffer standards,
and traffic standards.
Also, Ms. Fagan stated she received a phone call from Mr. Richard
Selfridge stating he was in favor of the BT District and it was part
of his rezoning when he was granted relocation of the Corbin House.
He was unable to attend the meeting tonight, but would like to discuss
his comments on the proposal at a later time.
Several residents were present expressing their feelings for and
against the proposed ordinance. Some of the concerns discussed
regarded types of businesses, screening in back of lots, access off
of Route 59, value of the property, historic preservation, and traffic
volume on Route 59.
Ms..Fagan said the Business Transition District proposal does not
include historic preservation. It is something we are interested in
doing and it would be done as a separate ordinance.
Mayor Latta stated the purpose of the BT zoning is to keep the zoning
so that it can be residential with the hope of keeping the structure.
The historical preservation ordinance, which needs to be done, will
protect the integrity of the structure.
After discussion, the Board agreed to add the additional services
as stated in Mr. Martens letter to Item b.
Under Item 5, change "light poles" to "pole lights" and add security
lights.
Add Item 10 on fencing requirement which is essentially a 6 foot fence
along the rear property line.

Case No. 168-1207872 - Petition of Alpha- Omega /Bethesda Lutheran Homes
for rezoning from I-1 to R-4 for the purpose of constructing a group
home for the developmentally disabled.
The gentleman representing Alpha-Omega could not be present due to
weather conditions. Ms. Fagan requested that this hearing be continued
to the next regularly scheduled meeting of January 19, 1988.
J. Sobkoviak moved to continue the Alpha-Omega public hearing to
the next regularly scheduled meeting when their representative can
be present. Seconded by W. Schempf. Roll call vote.

Ms. Fagan reported on the hearing for the revision to the.zoning
ordinance for signs. Due to the cancellation of the December 15th
meeting, we cannot automatically continue the hearing, but we have to
go through the legal notice and readvertisement. Given that time
frame, the hearing would be at our February 2,"1988 meeting.
H. Bayer moved to adopt the 1988 Plan Commission Meeting Schedule.
Seconded by W. Schempf. Voice vote. 5 yes, 0 no. Motion carried.

Dear Mayor Latta, Village Board, and Village Planning Commission:
This letter is in regard to the January 5 hearing concerning the
proposed Hardee's construction opposite Central School. The
position of Plainfield School District 202 continues to be that
if rezoning occurs, careful consideration should be given to the
long-term safety of children and their parents as they go back
and forth to school on Lockport Street.. In our October 1 letter
to you, we asked for two specific considerations. The first
referred to a visual barrier to avoid dangerous strangers parking
at Hardee's to observe Plainfield children. Obviously, such a
barrier should be aesthetically pleasing and should allow for an
unobstructed view for motorists at the intersection of Lockport
and Division Streets.
Our second request was that traffic be prevented from turning
into and out of the Hardee's parking lot on to Lockport Street
during the times that children are going to and from all our
schools, and buses are unloading-ch-4ldren.for Central School and
reloading children for St. Mary's School.-. '
As that intersection becomes much busier in future years,
planning should be made now which will prevent future accidents.

Alley and Highway Access Treatment
Dear Ms. Fagan:
We have reviewed the most recent (no date) site plan with planting
schedule, as submitted by Oreel Management Group for the proposed Hardee's
Restaurant at Lockport and Division Streets. Though dimensions and
specification are minimal, the Plainfield Fire Protection District has no
immediate objections to the treatment of access to the alley and curb-cut
alignment at Illinois Highway 59.
We have no further comments at this time but reserve the right to
comment on fire prevention and life safety points when more detailed
drawings and written specifications are presented, prior to the issuance
of construction and occupancy permits.
Please keep us advised Qf•any future actions and feel free to call
this office if you have questions about our comments, above.
