E. Schrader, Fire District Representative.
Chairman Simmons called the meeting to order at 8:01 p.m. Roll call
was taken. J...Myers,,A. Arbo, J. Eichelbreger, J. Bostjancic,
G. Krahn, and J. Wilson were absent.
There being no additions or corrections, Chairman Simmons declared
the minutes of the January 5, 1988, January 12, 1988 and January 19,
1988 meetings approved as presented.
County Rezoning Case - Larry Cris Rury
Renwick Road and Indian Boundary Road
Ms. Fagan, Village Planner, read her Report to the Plan Commission
stating the petitioner is requesting county rezoning from A-1 to
E-2 Estate Lots for property located at Renwick Road and Indian Boundary
Road. The surrounding land use is agricultural and residential.
The proposed rezoning is for three parcels only two of which are
contiguous. Parcel A includes two 5-acre lots and Parcels B and C
include eight 212-acre lots. The proposed development is within the
mile-and-a-half jurisdiction of Plainfield. The proposed development
does not conflict with the Plainfield Comprehensive Plan which calls
for medium density residential development in this area. Ms. Fagan's
report recommends no objection to the proposed county rezoning and
that the case be referred to the Village Board for consideration of
annexation.
Petitioner, Larry Cris Rury and Jerald Papesh of Geotech, Inc. were
present. Mr. Papesh is doing the survey work for Mr. Rury on this
project.
Mr. Papesh stated the property is about 30 acres. Parcel A shows to
be split into two 5-acre parcels, Parcels B and C are to be eight
212-acre parcels which are all estate size lots. They have contacted
the Will County Health Department, Highway Department, and the
Plainfield Fire Department, all of which have no objection to the
proposed rezoning.
Mr. Papesh also stated this proposal is actually considered light
density residential. They are proposing to build ten homes. Mr. Rury
has a contract on three homes presently.

Mr. Harold Dhuse of 26160 W. Renwick Road stated he lives
across the road from this property and that it bothers him to
see this land being developed this way. He feels we are taking
hundreds of acres of prime agricultural land out of production here
in Plainfield Township. What is going to be left for raising food
in this area in the next 10 or 15 years. If we keep using prime
agricultural land we're going to run out. He also stated this land
should not be built on because of a water problem when it rains.

Ms. Fagan stated that the use of prime agricultural land is becoming
an important issue. She also informed the residents this case will
be before the Village Board and before the County where they can
voice their concerns again.
M. Krippel commented that the future use of agricultural land is one
of the points that is being addressed in the development of our
new comprehensive plan. He informed the residents that the consultant
developing our comprehensive plan would welcome any input or concerns
regarding preservation of the prime agricultural land.
J. Anderson moved to recommend to the Village Board that they not
object to the proposed County rezoning of the Larry Cris Rury property
at Renwick Road and Indian Boundary Road. Seconded by R. Neely.
Vote by roll call.

Public Hearing - Proposed Revision to Zoning Ordinance regulating
signs.
Ms. Fagan read the proposed sign ordinance in its entirety.
The Board discussed Items B. Exempt Signs, C. Prohibited Signs and
recommended the following changes:

B. Exempt Signs:
No. 4 - Delete "of a non-commercial nature".
C. Prohibited Signs:
No. 2 - add "excluding barber poles".
No. 4 - Define "Extremely bright signs".
No. 8.- Portable or trailer signs. Add "without special
sign approval".
No. 15- Obsoletesigns. (Work on definition).
No. 16- Illuminated window signs. (Limit size, 6 square feet).
Ms. Fagan reported on the Alpha-omega/Bethesda Lutheran Home petition
for rezoning and subdivision. The property has never been subdivided.
Ms. Fagan said she suggested to Mr. Wanderer since he's only interested
in developing two of the 26 acres at this time, the easiest thing to
do would be to come in for a subdivision of two lots. One 2 acres,
and one 24 acres. He could subdivide the 24 acres'..when he is ready to
do that. Since there are hardly any improvements involved such as
streets, sewer, etc., Ms. Fagan requested from the Village Board a
waiver of the preliminary plat so they could just.gb to the final plat.
The Village Engineer agreed-with this also.
The Village Board at their February lst meeting approved waiver of
the preliminary plat. If petitioner can have everything ready he
will be at the February 16th Plan Commission meeting.
Case No. 172-0105882 - Petition for Rezoning, Village of Plainfield
Whispering Creek Lots.
Ms. Fagan reported that as part of the annexation agreement for
Indian Oaks, Spring Realty agreed to have the property they owned in
Whispering Creek along Sunshine Circle rezoned from A-4 multi-family
to Residence A single-family, Lots 232 through 238 Sunshine Circle.
The proposed rezoning is not in conflict with existing land use in
the surrounding area, will not prohibit the orderly development of
surrounding properties and is in accordance with the comprehensive plan
of the Village of Plainfield.

R. Neely moved to approve the rezoning of Lots 232 through 238
Sunshine Circle from A -4 to Residence A. Seconded by W. Schempf.
Vote by roll call.

Neely, yes; Bayer, yes; Simmons, yes. 7 yes, 0 no. Motion carried.
