Krippel. EX-OFFICIO PRESENT: R. Russ, M. Gehrke, E. Schrader, Fire Dist. Representative Chairman Simmons called the meeting to order at 7:30 p.m. Roll call was taken. J. Anderson, L. Kelly, J. Myers, A. Arbo, J. Eichelberger, J. Bostjancic, G. Krahn and J. Wilson were absent. There being no additions or corrections, Chairman Simmons declared the minutes of the February 16, 1988 meeting approved as presented. County Case - Louis Regganie: Rezoning from Residential R-3 to C-2 Community Shopping District, Route 30 and Lily Cache. Attorney Bruce Konzelman was present on behalf of Petitioner, Louis Regganie. The property is located at the southeast corner of Route 30 and Lily Cache Rd. and currently exists of a 112 story house approximately 1500 sq. ft. on an approximate 26,000 sq. ft. lot. Developer plans to upgrade the property, add an approximate 1,000 sq. ft. addition and convertthe property to an office building with a Colonial or Williamsburg design to be called "Colonial Square Building". Proposed tenants would be of a low volume nature, looking towards attorneys or accountants. Parking will be to the west edge of the property more along Lily Cache Road. There will be approximately 3 or 4 units. There is some natural landscaping now, but developer will fill in to create a buffer. The property at one time under the Will County Zoning ordinance was zoned commercial. In approximately 1979 * when the map was amended, this property was turned back into residential. Mr. Regganie is the principal owner and developer of the Lily Cache Plaza which is adjacent to this property. The City of Joliet has reviewed the rezoning request and has no objection to it. W. Schempf moved to recommend to the Village Board that they do not object to the County Case-Louis Regganie rezoning from Residential R-2 to C-2 for Community Shopping District at 23101 Lincoln Highway, Route 30 and Lily Cache Road. Seconded by H. Bayer. Roll call vote. Bayer, yes; Neely, yes; Schempf, yes; Sobkoviak, yes; Krippel, yes; Simmons, yes. 6 yes, 0 no. Motion carried. PLAINFIELD PLAN COMMISSION March 1, 1988 Page Two Case No. 175-020488FP - Wanderer Subdivision, Final Plat Approval 803 Eastern Avenue. Petitioner H. Wanderer requested rezoning of the property for the purpose of constructing a group home for the developmentally disabled. At that time the Commission noted the property was not a lot of record and a subdivision of the property would be required. Preliminary Plat approval was granted by the Village Board at their January 25, 1988 workshop. The petitioner is requesting subdivision of 26 acres into two parcels (one 2 acres and one 24 acres to be developed later). The Village Engineer recommends approval with a waiver of the Preliminary Plat requirement and the notation on the Final Plat indicating that "sewer and water service connections to be the responsibility of the property owner at no cost to the Village." Also, it was suggested the developer install a sidewalk along Eastern Avenue since the use will be residential as children from the nearby school regularly pass the property. Mr. Cornell from Alpha-Omega/Bethesda Lutheran agreed to this. J. Sobkoviak moved to waive the Preliminary Plat requirement and approve the Final Plat for the Wanderer Subdivision subject to the engineer's recommendation of the notation on the Final Plat indicating "sewer and water service connections to be the responsibility of the property owner at no cost to the Village", and the installation of a sidewalk along Eastern Avenue. Seconded by M. Krippel. Roll call vote. Bayer, yes; Neely, yes; Schempf, yes; Sobkoviak, yes; Krippel, yes; Simmons, yes. 6 yes, 0 no. Motion carried. Continuation of Case No. 168-2307872 - Petition for Alpha-omega Bethesda Lutheran Homes for rezoning from I-1 to A-4 for purpose of construction of a group home for the developmentally disabled. 803 Eastern Avenue. Ms. Fagan reported we went through a lengthy discussion on revising our zoning ordinance to accommodate this type of facility and the requirements we've outlined in the ordinance have been met by the proposal and recommends approval of this rezoning. There were no objectioners present. W. Schempf moved to recommend to the Village Board that they approve the rezoning petition of Alpha-omega Consultants/Bethesda Lutheran Homes from I-1 to A-4 for property located at 803 Eastern Avenue. Seconded by H. Bayer. Roll call vote. Bayer, yes; Neely, yes; Schempf, yes; Sobkoviak, yes; Krippel, yes; Simmons, yes. 6 yes, 0 no. Motion carried. PLAINFIELD PLAN COMMISSION March 1, 1988 Page Three Preliminary Plat Approval - Renwick Park Estates, Ron Schelling. Chairman Simmons stated the Board has just received quite a bit of information and there are a couple of questions that have to be legally answered. Village Engineer, John Djerf, read his letter of review dated March 1, 1988-discussing street lights, drainage and stormwater management, and while the developer generally meets the requirements of the Village ordinance, the.unique downstream conditions existing must be considered and legal opinion is necessary. Mr. Richard Kavanagh, Attorney for Petitioner Ron Schelling stated they came before the Board earlier asking for approval of their County R-2A zoning. The Village Board then asked if they would be interested in annexation. They said yes, and have been discussing it. Mr. Kavanagh stated they do not have a lot of disagreements with Mr. Djerf's letter. He acknowledges the concerns of the LeWood residents, but feels they will be in better condition after Mr. Schelling's property is developed than they are in now. Mr. Kavanagh then referenced Mr. Djerf's 1 * etter: No. 1: They are talking to the Village Board about waiver of street lights; No. 2-A: By-pass channel. He stated there is no by-pass channel and there will not be one because there is no way to provide one; 2-B: Have no problem in obtaining permission from the Plainfield Township Highway Commissioner with respect to the release rate; and agrees with Items 2-C, D, E, F, and H. Mr. Kavanagh also stated that the County wants through streets, but would not have a problem changing it if the Board desires. The residents of LeWood have expressed concern about a through street. Chairman Simmons asked if anyone was present who is in favor of this proposed subdivision. A Mr. Paul Lutz stated that other than the engineering reports he feels it is feasibly possible. Chairman Simmons then asked if anyone was present in opposition to the proposed subdivision. There were many residents from the LeWood Subdivision present who expressed their concerns regarding drainage, stormwater management, detention area, elevation of homes in proposed subdivision, through streets, and some discussion regarding annexation. It was the consensus of the Board they need more information on some items discussed and this case should be continued to the next meeting. PLAINFIELD PLAN COMMISSION March 1, 1988 Page Four J. Sobkoviak moved to continue the Renwick Park Estates - Preliminary Plat Approval to the next meeting. Seconded by R. Neely. Voice vote. 6 yes, 0 no. Motion carried. Continuation of Case No. 176-0202882 - Proposed revision to the Zoning Ordinance regulating signs. The Board discussed the latest draft of the proposed sign ordinance and recommended the following changes: G. Window Signs - No. 4: Work on wording. I. Subdivision Signs - No. 1: Add "with Final Plat approval." K. Real Estate Signs - No. 8: Change 2 weeks to 1'2 days". N. Central Sign District - No. 3: Add "or retail unit." Q. Removal - No. 3: Work on wording. Some discussion as to change of ownership, change of use. The Board briefly discussed some changes to the map for the sign ordinance. J. Sobkoviak moved to approve the proposed Sign Ordinance as amended this evening and present it to the Village Board. Seconded by W. Schempf. Roll call vote.
