Anderson, M�...Krippel. EX-OFFICIO PRESENT: L. Kelly, R. Russ, M. Gehrke, J. Myers, J. Wilson, R. Schrader, Fire Dist. Rep. Vice-Chairman Sobkoviak called the meeting to order at 7:30 p.m. Roll call was taken. Chairman Simmons, A. Arbo, J. Eichelberger, J. Bostjancic, and G. Krahn were absent. There being no additions or corrections, Vice-Chairman Sobkoviak declared the minutes of the April 19, 1988 meeting approved as presented. Flow Con Industries, Inc. - Discussion on Preliminary Sketch Plan Mr. James Collette, Director of Manufacturing for Flow Con Industries was present and presented ai�p:beliminary drawing of what they are proposing to do with the property located at 143rd Street and Rt. 59, a 1 3/4 acre plot adjacent to the Village well and along the EJ&E railroad tracks. They are proposing to annex to the Village, to subdivide the 1 3/4 acre, the back lot being 1 acre, and the front lot being 3/4 acre. Flow Con,'.. Industries ies would be purchasing the back acre, and the front acre would be purchased by Allen Builders. Mr. Collette stated Flow Con is basically a manufacturer of filtration equipment for the machine tool industry. They are presently located in Lemont. Have been in business for 12 years and the business is growing. They are presently operating in a 4800 sq. ft. area with 15 employees. They are seeking to find an.ekisting building or property they can afford to build on. They need about 7200 sq. ft. under roof. There is no outside storage, the noise level is contained within the building, some grinding & welding. The only testing on site is before they are ready to paint the unit, it is filled with water to check for leaks and make sure the pumps work, etc. No coolants or acids are used. In a.-previous discussion, a concern of the Village President was that the back property did not have frontage on 143rd Street. Mr. Collette stated they have tried to accommodate this by having the back lot have a- 50 - foot ownership- on _143rd Street and also along that 50-�--feet-_ to be an easement permanently- designated for the two properties. They have placed the two buildings so that both buildings are visible from the street. PLAINFIELD PLAN COMMISSION May 3, 1988 Page Two Mr. John Djerf, Village Engineer, stated some concern of the Village is the protection of the well. There are new requirements as far as distances from municipal wells. Up to 200 feet for certain processes or manufacturing. What they are really asking for is five separate variances, 3 side lot and 2 between the buildings. A long discussion followed with recommendations and suggestions from the Board on different ways to place the buildings on the property, etc. The Board felt they would be reluctant to grant so many variances on this property. Advised the petitioner to try to revise his drawing to cut down on the number of variances they would be requesting. R. Neely moved to table this discussion until petitioner can return with another drawing. Seconded by J. Anderson. Roll call vote. Continuation of Case No. 173-012988PP - Ron Schelling, Renwick Park Estates Preliminary Plat, 1018 Renwick Road. Mr. Ron Schelling was present and stated there were two areas of primary concern that needed to be resolved. one was due to the fact they do not have an emergency overland route and were to provide some engineering calculations to back up their basis that they are improving existing conditions. Secondly, to get tie-in approval into the existing Lewood storm sewer at the end of Lewood Drive from the Township. Mr. Schelling presented a letter from Larry See, Township Road Commissioner approving the tie-in into the storm sewer, and stating a TV survey will be done of the storm sewer system in the Lewood Subdivision. Mr. John Djerf, Village Engineer, discussed his letter dated April 22, 1988 reviewing the Preliminary Plat for Renwick Park Estates. In summary, he feels both under the existing conditions and under the proposed conditions it appears that things will be better in this area that now could be-subj-ect to flooding. Flooding---should-be reduced.-- Several residents of the Lewood Subdivision were present and expressed their concerns: They feel the system is not big enough to handle the excess water they will be getting from the propsed subdivision; request that the existing natural berm along Lewood Subdivision remain; request that the builder not continue the slope of Lewood Street down into their subdivision, that there be a little bit of a dip in the road; concerned about futureo--developments in the area, will they be allowed to tie into their sewer system also. PLAINFIELD PLAN COMMISSION May 3, 1988 Page Three Vice Chairman Sobkoviak read the letter dated April 29, 1988 from Plainfield Township wherein they state that it will be possible for Renwick Park Estates to connect a pipe from the detention area shown to the south of Lot 16 on the plat of subdivision to the inlet for the 12-inch storm sewer at the north end of the current Lewood Drive. The pipe must contain a restrictor such that the flow shall not exceed two cubic feet per second from the detention pond. Also, there will be a television survey of the storm water system in the Lewood Subdivision. Vice-Chairman Sobkoviak read into the record a petition with 155 signatures from the Lewood Subdivision residents expressing their concerns regarding Lewood Drive becoming a through street, that there will be a conflict of maintenance responsibility between Plainfield Township and the Village of Plainfield for an extended Lewood Drive from Township limits to Village limits, and stating their opposition to the proposed plan of Renwick Park Estates' developers to open Lewood Drive to Renwick Road. Vice-Chairman Sobkoviak read into the record a petition with 184 signatures from the Lewood Subdivision residents stating their opposition to Renwick Park Estates to tie their storm water runoff into the Lewood Subdivision storm water drain system and recommend Renwick.Park Estates build their own storm system flowing along Renwick Road into the DuPage River. R. Neely moved to approve the preliminary plat subject to the final plat showing that the berm remains, that the final drawings have an indication of the dip in the road, and that when the final plat comes for approval we have the report on the TV survey of the sewer system. Seconded by M. Krippel. Vote by roll call. Krippel, yes; Anderson, yes; Schempf, yes; Bayer, yes; Neely, yes; Sobkoviak, yes. 6 yes, 0 no. Motion carried. Renwick Road Petitioner: Ron Schelling Request:- Approval of preliminary plat for Renwick Park Estates. Discussion: The preliminary plat review was held at the regular meetings of the Plan Commission on March lst, March 15th and May 3rd. Mr. Schelling feels he has met the requirements to provide some engineering calculations regarding overland routing of storm waters and to get permission from the Township to tie into the existing Lewood storm sewer at the end of Lewood Drive. Mr. Djerf, Village Engineer, discussed his letter dated April 29, 1988. In summary, he feels both under the existing conditions and under the proposed conditions it appears that things will be no worse, and in fact they will be better in this area. Several residents from the Lewood subdivision were present and expressed their concerns regarding drainage, storm water management, detention area, elevation of homes in proposed subdivision, and through streets. They are concerned that their storm sewer system is not big enough to handle the excess water they will be getting from the proposed subdivision. The residents also requested that an existing natural berm in the field not be disturbed when this proposed subdivision is built, and that the developer not slope the road (Lewood Street) right down into their, that there be a dip in the road to stop the water. There was some discussion regarding the TV survey of the Lewood storm sewers to be done by the Township. The Board requested a copy of this report before the Final Plat is presented for approval. REPORT OF THE PLAN COMMISSION May 3, 1988 Page Two Vice-Chairman Sobkoviak read into the record two petitions from the Lewood Subdivision stating their opposition to the proposed plan of Renwick Park Estates' developers to open Lewood Drive to Renwick Road, and opposition to Renwick Park Estates to tie their storm water runoff into the Lewood subdivision storm system and recommend Renwick Park Estates build their own storm system flowing along Renwick Road into the DuPage River. Recommendation: By a vote of 6 to 0, the Plan Commission recommends that the Village Board approve the Preliminary Plat for Renwick Park Estates subject to the Final Plat showing that the existing berm remains, have an indication of the dip in the road, and when Final Plat is presented for approval we have the report on the TV survey of the Lewood storm sewer system.
