Rep.' the meeting to order at 7:30 p.m. Roll call Arbo, J. Eichelberger were absent. There being no additions or corrections, Chairman Simmons declared the minutes of the May 3, 1988 meeting approved as presented. The Board agreed to cancel the July 5, 1988 meeting due to lack of a quorum. Chairman Simmons announced there will be a public hearing on the Comprehensive Plan on July 19, 1988 subject to confirmation with Trkla, Pettigrew and Allen. Case No. 181-51088FP - Gruben Subdivision - Approval of Final Plat for subdivision of property located at 723 Eastern Avenue. Mr. Richard Selfridge was present on behalf of Stephen and Rebecca Gruben, petitioners. Petitioner is seeking subdivision of a parcel of property located at 723 Eastern Avenue. There is an existing dwelling on the property along Eastern Avenue which is the Gruben residence. Proposing that Lot 1 would be a little over 18,000 sq. ft. and Lot 2 would be 1.63 acres. Approximately 2 acres altogether. The property is located just south of the EJ&E right-of-way and the intention of the owners would be to sell their existing residence and then retain the rear piece to construct a new single-family residence for themselves. There is ingress and egress to the rear by a 50-foot wide strip of land that runs in the northwesterly direction and sits just south of the EJ&E tracks. This would be used for a separate entrance to a driveway. Petitioner appeared before the Village na plat due to the size of the property. The parcel itself is presently zoned Residnce A. The house the Grubens are proposing to build would be located back and to the south of Lot 2. J. Sobkoviak asked where will the utilities come in, will they come down that 50-foot strip. PLAINFIELD PLAN COMMISSION June 7, 1988 Page Two Mr. Selfridge stated they talked about the possibility of reserving an easement and take it along the south line and run the water and sewer right into the existing water and sewer on Eastern. J. Sobkoviak moved to recommend that the Village Board approve the Gruben Subdivision as submitted contingent upon the Final Plat drawings showing elevations and right-of-way on how they are coming in with water being presented to the Village Board. Seconded by J. Anderson. Roll call vote. Krippel, yes; Anderson, yes; Sobkoviak, yes; Bayer, yes; Schempf, yes; Simmons, yes. 6 yes, 0 no. Motion carried. County Case - Pine Cone Woods - William T. Jacobs, Jr. Requesting rezoning from A-1 to E-2 with Special Uses for Planned Unit Development including variances as required and private streets and Flood Plain Development. Attorney George Mahoney was present on behalf of Linda and Bill Jacobs. Also present were Linda and Bill Jacobs and Mr. Jerry Papesh, their engineer from Geotech. Attorney Mahoney presented "Notice of Hearing" sent to adjoining property owners together with receipts indicating the service. Attorney Mahoney stated the property is located at the southwest intersection of River and Fraser Roads. The north line would be Fraser Road extending westerly, the east line would be River Road if it was extended southerly with the western boundary being the DuPage River. Petitioner plans to request to the County an E-2 zoning classification with special uses for private road as well as for flood plain development. It's about a 90-acre tract wherein they plan to develop 12 lots, approximately 8 acres average per lot. Some lots are extremely large -- the smallest about an acre and a half, an acre and three-quarters. Petitioner proposes to have a private road with the existing driveway running down to the principal area which is in the northern hind section of the property and install a cul-de-sac driveway which would be private, which they would maintain, then continue this driveway southerly,which currently serves an existing house on the si—teto serve the additional —several lots southerly -a-l—ong thel-i—ne. Petitioner will comply with the County and EPA requirements and regulations regarding flood plain development. PLAINFIELD PLAN COMMISSION June 7, 1988 Page Three Petitioner has received favorable comments from the County, and has contacted all the municipal entities in the area, the Township and the Fire District. Chairman Simmons asked if anyone made any comments on River Road not being a private road. Attorney Mahoney stated that creates an extreme problem for Petitioner because they propose to locate two houses rather close to the easterly boundary of the development, which are really two key lots. That would create a real significant problem to the extent that it could thwart the development if River Road was extended southerly. Attorney Mahoney said there are a couple of factors that should be considered. one which really is not a prime concern to the Village but is to the Petitioner and that is the type of development they're putting in, it would effectively preclude them from doing this type of development. But the concern from the Village standpoint is that if River Road is extended southerly, the area in the northerly part of the property has flood plain problems which would probably be difficult from a developmental standpoint for roads. The other option would be Fraser Road access to Route 59. M. Gehrke stated at one time there was a mix-up as to the ownership of part of the property and asked if that has been straightened out. Mr. Jacobs stated that all of the problems have been taken care of. Ownership starts right at the intersection of River and Fraser Roads. There was a long discussion regarding River Road being a north/south collector road. Mr. Djerf, Village Engineer, commented that if we're looking at development of the land east of this property, it might be better if that development had its own collector out to Route 59 or north possibly to Fraser which goes to Route 59. Let Route 59 be the major roadway into the Village. The Board agreed River Road is not conclusive to being a collector street without major work. J. Wilson stated he is concerned about the developability of the property across the street with the private road. It would almost force the developer to come in from the east completely. Feels this be considered— before we give away River Road. LL Mr. Jacobs briefly discussed his plans for the proposed development and said all he wants to do is put a maximum of 11 possible houses on 90 acres and feels this would add some value to the neighborhood. PLAINFIELD PLAN COMMISSION June 7, 1988 Page Four The question of keeping the DuPage Riverbank in its natural state was raised. Attorney Mahoney stated that Petitioner contemplates having it in its natural state and would not be adverse to having covenants with those lots so that it would be left in its natural state. Attorney Mahoney stated they do not have any problem with Park Land donations. W. Schempf moved to recommend that the Village Board not object to this Planned Unit Development based upon the condition that there be covenants stating the River bank remain in its natural state, and park land donations. Second by H. Bayer. Roll call vote. Krippel, yes; Anderson, yes; Sobkoviak, yes; Bayer, yes; Schempf, yes; Simmons, yes. 6 yes, 0 no. Motion carried. It was the consensus of the Board that they don't foresee any problems with the development, it is a reasonable use for the property, and a good development. Petitioner plans to develop 12 lots which would be an average of 8 acres per lot. Lots will range in size from 1 1/2 to 1 3/4 acres. The residences are going to be very large estate-type homes. They propose to have a private road with existing driveway running down to the northern hind section of the property and install a cul-de-sac driveway which would be private, then continue this driveway southerly (which currently serves an existing house on the site) to serve the additional several lots southerly along the line. In the flood plain development they will be complying with the County and EPA requirements and regulations. River Road is not a road you would want to travel all the time if you were going into Plainfield. It was also the consensus of the Board that the DuPage River be left in its natural state. Petitioner stated they have no problem with Park District donations. RECOMMENDATION: By a vote of 6 to 0 the Plan Commission recommends that the Village Board not object to this Planned Unit Development based upon the condition that there be covenants stating the river bank remain in its natural state, and there be Park District donations.
