Mentzer. EX-OFFICIO PRESENT: L. Kelly, M. Gehrke, D. Norris, G. Krahn, E. Schrader, Fire Dist. Rep. J. Sobkoviak called the meeting to order at 7:30 p.m. J. Anderson moved to appoint J. Sobkoviak as Chairman Pro-Tem in the absence of Chairman Simmons. Seconded by M. Krippel. Voice vote. 6 yes, 0 no. Motion carried. Roll call was taken. Chairman Simmons, R. Russ, J. Eichelberger, and J. Wilson were absent. J. Sobkoviak introduced Ronald Mentzer as the new Plan Commission member. Mr. Mentzer was appointed to the Plan Commission by the Village Board on Monday, August 1, 1988. Case No. 182-68882 - Betty Leaman requesting rezoning from Residence A to B-1 for property located at 729 N. Division Street. P. Waldock, Village Planner, discussed his report to the Board. Attorney Richard Selfridge was present on behalf of Everett Clark and stated the purpose of the rezoning is for Mr. Clark to relocate his real estate office from its present location on Lockport Street to this property on Division Street. The new facility would retain residential appearance, but would give them the 3,000 sq. ft. of additional space for their office and allow for additional parking. The parcel is in excess of one-half acre. The garage would be removed for additional parking in the rear for 20 vehicles. Screening of the property would be with a 6 foot fence or shrubs or combination. Mr. Selfridge then discussed what type of traffic there would be for a real estate office. It is a low traffic operation. Most of the work is done by agents out in the field. There would be an average of three people per day coming off the street seeking assistance. There would be four to five full-time people in the office during the week. Traffic scales down during the evening hours. Mr. Selfridge then gave a brief history of what's been happening on Route 59 over the last 30 years: Mr. Hall's gas station, the Meeting Place,complex, White Hen, the shopping plaza, and the Corbin House. He said the Comprehensive Plan suggests change and that BT would be the­.best thing for Route 59. PLAINFIELD PLAN COMMISSION August 2, 1988 Page Two Timing is a factor in the sale of this property, as the property owner will not wait indefinitely. Mr. Clark is prepared (by covenant) to retain the residential appearance of the property and restrict it to a professional operation, would not allow other uses in B-1, and restrict him from selling to a third party for any use other than a real estate office. Attorney Gilbert Niznik was present representing the adjacent property owners who are objecting to the rezoning of this property. Several homeowners voiced their objections to this rezoning; they do not want a parking lot next door to them, when they bought their homes they knew there was a lot of traffic and that doesn't bother them. They like their homes and want the area to stay residential Attorney Niznik stated there is a petition with 188 signatures stating objection to this rezoning. He then pointed out several portions of the proposed Comprehensive Plan prepared by TPAP - Pages 11, 12, 25, 29 and 31 referring to the protection and enhancement of residential areas, et cetera. J. Sobkoviak read into the record the petition with 188 signatures where residents object to the proposed zoning change at 729 Division Street (Leaman Residence) from Residential to B-1 (Business) and to any rezoning which would change the residential character of those neighborhoods which surround the downtown core of Plainfield. J. Anderson moved to recommend to the Village Board that they deny the rezoning request of Betty Leaman from Residence A to B-1 for the property located at 729 N. Division Street. Seconded by W. Schempf. Vote by roll call. Krippel, yes; Schempf, yes; Anderson, yes; Bayer, yes; Mentzer, yes; Sobkoviak, yes. 6 yes, 0 no. Motion carried. (A short recess was taken.) The Board briefly discussed the pros and cons of the proposed Business Transition District. P. Waldock stated the BT District is scheduled for discussion at the Village Board's August 22nd Workshop. He also suggested that maybe a joint meeting between the Village Board and the Plan Commission should be held to discuss this matter.
