Bayer, J. Anderson, and R. Mentzer. EX-OFFICIO PRESENT: L. Kelly, M. Gehrke, D. Norris, G. Krahn, E. Schrader, Fire Dist. Representative. Chairman Simmons called the meeting to order at 7:30 p.m. Roll call was taken. R. Russ, A. Arbo, J. Eichelberger, and J. Wilson were absent. There being no the minutes of H. Motion carried. Simmons declared as presented. Zoning Board of 1988. Seconded by f yes; Anderson, yes; Case No. 187-720882: Ted Guarnero requesting rezoning from Residence A to A-4 for property located at 125 N. Joliet Road. Attorney Richard Selfridge was present on behalf of Ted Guarnero, Petitioner,and presented notices that were sent to the adjoining landowners by certified mail. He stated that Mr. Guarnero is the contract purchaser of the property from Sam and Shirley Reichert. The subject property consists of approximately 212 acres located just north of the cemetery and south of Lake Renwick. The design is for construction of three buildings. Each building would contain four townhouses. .:.-. In discussing the site plan, he stated Petitioner is planning to configure the three buildings so that the rear of the building would face toward the lake and be connected by a common street, which would be a private street. A map was presented showing where the existing water and sewer facilities are located. Sewer consists of an 8-inch main which exists just northwest of the subject property and water extends actually into the property. The proposal is to erect a townhouse development which would consist of approximately.1600.square foot units. There will be two-car garages for each unit and space for additional two-car.-.parking per unit in the driveway. PLAINFIELD PLAN COMMISSION August 16, 1988 Page Two Attorney Selfridge discussed items stated in the Village Planner's report regarding access to Village water and sewer, improvements to Route 30, Flood Plain, and compliance with Village ordinances. Petitioner stated he agrees to provide water main extensions as determined by the Village Engineer; to redesign the private street that provides access to the site from Route 30 to accommodate fire truck turnaround; to improve the access with Route 30 and meet with the standards and approval of the Village Engineer. Petitioner also agreed to submit a detailed landscaping plan for approval, adjust site plans to accommodate the proposed right-ofway improvement to Route 30 by the Illinois Department of Transportation. Petitioner's application originally showed a request for a change in zoning from Residence A to A-4, but in the Village Planner's report he recommended that Residence A-2 zoning be established at the site. Petitioner agreed and amended his request for rezoning to A-2. Mr. John Djerf, Village Engineer, discussed water main extensions for the area. P. Waldock, Village Planner, stated because this development will have a homeowners association, it would be important for the Plan Commission to review the covenants and regulations of this homeowners association for the assurance of protection of open areas and maintenance. Petitioner was requested to submit a copy of the homeowners association bylaws to the Plan Commission. G. Krahn questioned erosion control regarding Lake Renwick. P. Waldock stated there are regulations for this in our ordinance. Several area reasidents were present and voiced their concerns: the water pressure is low due to the 4" main; what will the hard surface runoff do to the ecology of the lake - will this runoff have an adverse affect on Lake Renwick or the endangered species that nest there,:- for example, chemicals from lawns, etc.. One resident stated that recently members from the Illinois Natural History Survey conducted surveys along Route 30 to see what might be the affect of the widening on that road to the birds in Lake Renwick. He advised that we contact a Ms. Sue Mullomberg (phonetic) at the Illinois Natural History Survey in Champaign-Urbana regarding their survey done for IDOT. Chairman Simmons directed P. Waldock to contact Champaign-Urbana regarding this. J. Sobkoviak moved to recommend to the Village Board that they approve the petitioner's amended rezoning request from Residence A to A-2 contingent upon satisfying all issues involving subdivision regulations and the Village Engineer's requests in accordance with this concept plan, that the site plan be approved, and provide water main extensions as determined by the Village Engineer. PLAINFIELD PLAN COMMISSION August 16, 1988 Page Three 8:30 p.m. (A short recess was taken.) 8:35 p.m. Chairman Simmons reconvened the meeting. Case No. 190-810882: Charles Sharp requesting Preliminary Plat approval for River Ridge Estates, Naperville Road and Pilcher Road. Charles Sharp and Larry Capista were present requesting approval of Preliminary Plat for River Ridge Estates, a 74-acre subdivision they plan to develop near 135th Street on Naperville/Plainfield Road which would have 55 single-family lots with city water and septic fields. The homes would be in the range of $200,000 to $300,000. Minimum proposed lot size is 24,000 square feet. Long narrow lots are proposed along the DuPage River. Lots fronting the River are nearly 53,000 square feet (1.2 acres). There was a long discussion regarding the extension of the Village's sanitary sewer lines to the property. The Village's regulations require sanitary sewer in all subdivisions. Petitioner estimates the costs for off-site improvements for sewer and water lines is $1 million. Petitioner stated even if sewer was available for the property he might still want to develop the area with septic to have a more spacious development. Petitioner also stated that out of the 75 acres only 40 acres are buildable because of the River's flood plain. Several adjoining landowners were present and voiced their concerns regarding flooding and what affect runoff from this proposed subdivision would have on them. The Weller Subdivision is downhill from this proposed development. P. Waldock, Village Planner, stated that while the improvements to the subdivision include Village and standard street improvements, that Petitioner did not provide evidence of economic hardship that would prevent the extension of the sewer line. H. Bayer moved to recommend to the Village Board that they deny the petition for Preliminary Plat approval for River Ridge Estates. Seconded by J. Sobkoviak. Roll call vote. Krippel agreed figures were not presented to show a hardship and that Petitioner should return with a Preliminary Plat which shows sanitary sewer including findings of staff and engineer. The Village policy has been set that all new subdivisions be served with sanitary sewer. Gary R. Lichtenwalter letter. Mr. Lichtenwalter was present to solicit the Commission's opinions on possible land uses for the parcel of property on Fox River Street west of the Village Green. After a lengthy discussion, the Board directed P. Waldock to ask the Village Administrator to talk with the Park District and Village Board.of Trustees to see if either would be interested in purchasing this property.
