Vice-Chairman Sobkoviak called the meeting to order at 8:31 p.m.
Roll call was taken. Chairman Simmons, M. Gehrke, A. Arbo, and
J. Wilson were absent.
There being no additions or corrections, Vice-Chairman Sobkoviak
declared the minutes of the August 2, 1988 and August 9, 1988 meetings
approved as presented.
County Case - Plainfield Fire Protection District requesting rezoning
from A-1 to E-2 with Special Use for the erection of a new fire station
on property located at 125 W. 135th Street.
Attorney Thomas Gilbert representing the Fire District, and
Richard Gilson, President of the Fire District were present.
Attorney Gilbert stated they are purchasing the land with the intent
of building a fire station in an area that badly needs fire protection
and they would like to break ground soon.
P. Waldock reported to the Board that the area is within the 1.5 mile
jurisdiction; the proposed rezoning is in accordance with the current
and proposed Comprehensive Plans of the Village of Plainfield; the
proposed rezoning will not impede the orderly development of
surrounding properties; and the proposed fire station will be of
benefit to properties within its service area.
Attorney Gilbert presented letters sent to adjoing landowners notifying
them of this proposed rezoning and the date of this hearing.

Richard Gilson, President of the Fire District said the station needs
a large parking area; that most of the area will be grass and shrubbery;
and there will be no training done there.

M. Krippel moved to table this request until we get a site plan
so we can make an adequate review for a recommendation to the
Village Board. Seconded by W. Schempf. Vote by roll call.

Case No. 188-8188AZ: Flow-Con Industries, Inc., Jim Collette, Agent.
Petition for Annexation and Amendment to the Zoning Ordinance for
the establishment of Village of Plainfield I-1 zoning for the property
located at 835 143rd Street.
P. Waldock reported to the Board this is a development plan for
construction of a two-unit industrial structure. The rear portion
would be occupied by Flow-Con Industries, Inc. in a building that would
be approximately 7,140 square feet in area. Flow-Con would lease this
building from the applicant in this case. Flow-Con is a manufacturer
of filtration equipment. The other portion of the building, a
10,300 square foot industrial building would be utilized by a metal
fabrication facility under separate ownership. The building will
ultimately be a single structure with two individual units.
The building will be built in two phases. It will be a townhouse-style
arrangement which would not result in any appearance of separate
ownership except for signage.
One concern is continuity of design and landscaping between the units.
It is important that the facade design is continued on at the time of
construction of the second phase or unit.
The second unit would not be constructed immediately as the owner
currently has a building at another location which is for sale. The
sale of that building dictates the time of construction of Unit 2.
Additional language should be added to the annexation agreement which
describes the townhouse ownership pattern, facade design, etc.
The annexation is a logical extension of the Village boundaries;
Village services are accessible to the subject site; and a two-unit
industrial building will not be out of character with existing land
uses in the area.
Attorney Leonard Gargas was present on behalf of the Petitioner and
stated the site plan basically calls for a townhouse-type ownership
with two units, on in front and one in back. There would be an easement
recorded at the time of the subdivision for the owners of the back unit.
The party wall agreement and the easement agreement guarantee that the
maintenance of this easement would be shared equally. The exterior
appearance of the building would blend in with the surrounding buildings
and would like like a one-unit building. The parking spaces assigned
to each respective unit would be owned by that unit. Previously, the
applicant had asked for two separate buildings and this met with some
opposition with the Commission.

P. Waldock commented the applicant did approach the Plan Commission
with the two-building concept for this site. The plan at that time
involved several setback variances. The Plan Commission opposed the
variances and two-building concept. The current proposal is intended
to satisfy the concerns raised at the previous review and would result
in construction of one two-unit building meeting Village setback
requirements.
Attorney Gargas presented a conceptual drawing. P. Waldock said it
is his understanding that a detailed site plan will be submitted at
the time of development of Unit 2, and the standard site plan will be
submitted with the building permit request for Unit 1.
J. Sobkoviak asked if Petitioner is in agreement with the Planner's
recommendation. Attorney Gargas responded they are in agreement.
J. Anderson moved to recommend to the Village Board to approve
Flow-Con Industries, Inc. request for annexation and amendment to the
Zoning Ordinance for the establishment of Village of Plainfield I-1
zoning for the property located at 835 143rd Street with the following
stipulations: provision of adequate maintenance agreements to provide
for upkeep and repair of common driveway and parking areas and exterior
facade of the site; provision of site plans for Village approval
prior to subdivision at the site to show a continued facade design for
Unit 1 and Unit 2, and provide for consistent landscaping and signage
details; provision of a reference to these stipulations and to site
development concept in the annexation agreement associated with this
development; and that the EPA guidelines for industrial use in proximity
to a municipal well be included.
Seconded by R. Mentzer. Vote by roll call.
