Vice-Chairman Sobkoviak called the meeting to order at 7:51 p.m.
Roll call was taken. Chairman Simmons, L. Kelly, R. Russ, A. Arbo,
J. Eichelberger, and G. Krahn were absent.
There being no additions or corrections, Vice Chairman Sobkoviak
declared the minutes of the August 16, 1988 meeting approved as
presented.
Countinuation of County Case-Plainfield Fire Protection District
requesting rezoning from A-1 to E-2 with special use for the erection
of a new fire station at 125 W. 135th Street.
P. Waldock reported the subject site is located along the north side
of 135th Street east of Route 59 in Wheatland Township. The site is
approximately 21 acres in area with an adjacent occupied residential
parcel. The parcel to the west is agricultural at this time. Graver
Estates is to the north.

This case was tabled at the last meeting in order to review a site plan
which recently has been made available to the Village. In reviewing
the site plan, there appears to be a substantial amount of green space
between the 135th Street right-of-way and the proposed building site.
Parking is provided for 30 cars, mainly to the rear of the building.
The structure is set back 55 feet from the east property line and
20 feet from the west line. Driveway area is 5 feet from the east line,
20 feet from the west.
At the last meeting there was a concern mentioned by the adjacent
property owner to the east that the site plan has not been reviewed by
him and he was not given the opportunity to review the plan to see if
he did indeed have any objections. His primary concern was that the
structure would be located too close to the side property line and
therefore very close to his residential structure. The site plan shows

the greatest setback is from that particular side, is buffered both
by the distance of the setback as well as the additional distance
afforded by the driveway placement. With this in mind, Staff feels
that it is appropriate that a landscape buffering be provided, and
some screening to soften the impact of the fire station onto the
adjacent residential property. The site plan appears to be a sensitive
site layout configuration.
P. Waldock identified three areas which should be addressed by the
applicant as follows:
1. Landscaping be provided to buffer adjacent residential
uses.
2. Exterior lighting be directed or screened in a manner to
avoid off-site glare.
3. Facade design be sensitive to the residential character of
development expected in the. area.
Attorney Richard Schoenstedt was present on behalf of the applicant,
and addressed the three recommendations of the Planner.
They intend to protect the residential area to the east by evergreen
landscaping and other landscaping along the east line as well as
behind the parking lot, and in the grassy area there will be some
trees between the building and in the front road on 135th Street.
The exterior lighting will be mostly in the front, not much on.the sides.
Any exterior lighting that would be on the east side of the building
would be buffered by evergreen plants. Also, it is in excess of
200 feet back from the front so any lighting to the front would not
be too much of a glare to the street and there will also be evergreens
in the front.
Attorney Schoenstedt presented a colored sketch of what the
building should look like. He stated the sketch shows it will not be
out of character with the land.
Attorney Randy Miller representing Kevin D'Arcy, an adjacent landowner,
was present and urged the Plan Commission to approve of this rezoning
request.
Attorney Schoenstedt stated there will be provisions for living
quarters in the future. It will be designed for a dormitory, lockers,
similar to the current station. Will not be staffed 24 hours
immediately. They are offering space for the Will County Sheriff
to use as a substation.
E. Schrader stated there have been no discussions as yet regarding
upgrading of the road. If it needs to be upgraded or maintained, the
Fire District will have some input and work with the Townships on this.

J. Anderson moved to recommend to the Village Board that they not
object to the rezoning from A-1 to E-2 with special use for the
erection of a new fire station at 125 W. 135th Street subject to the
recommendations of the Planner which have been agreed to by the
applicant. Seconded by R. Mentzer. Vote by roll call.
Krippel, yes; Anderson, yes; Schempf, yes; Bayer, yes; Mentzer, yes;
Sobkoviak, yes. 6 yes, 0 no. Motion carried.
County Case-Graver Estates requesting approval of Final Plat-Unit Two
for the northeast corner of Route 59 and 135th Street.
P. Waldock reported the subject site is located along the east side
of Route 59 north of the Village limits. This subdivision, both
preliminary and final plats, was approved in 1987. It is within
112 miles of the Village.
The proposed development substantially conforms to the Preliminary Plat
approved by Will County.
The proposed development is in compliance with the Will County Land
Use Plan and, in the opinion of the Will County staff, will not
impede the orderly development of surrounding property.
Plans substantially meet the requirements of the Village of Plainfield
Subdivision regulations.
The Village Engineer has identified a concern over an additional
storm sewer and inlet which would be needed at the rear lot corner of
Lot 23 to collect off-site and on-site drainage.
Adjacent property owners have been notified of the hearing tonight.
Staff recommends approval of Unit Two.
Mr. Terrance Ruettiger of Ruettiger and Tonelli was present and
stated the additional storm sewer was a concern in Unit One. It has
been installed.
Unit Two is an extension of the Preliminary Plat with 26 lots in this
unit on about 26 acres. All improvements are presently in for Unit One
with the exception of the surface course of the asphalt road. They
hope to put road surface on this fall.
For Unit Two they hope to proceed with construction this fall with at
least the earth work and the underground. It depends on the weather
how much will be done.
All storm sewer detention is in the ground for Unit One which also
serves Unit Two. Everything has been sized appropriately. The
detention pond has been oversized at the request of the Village Engineer.

Unit Two is very simple and just an extension of Unit One.
All the main improvements were put in in Unit One. The entrance
along Route 59 and the deacceleration lanes have been completed and
accepted by IDOT.
There were no objectioners present.
W. Schempf moved to recommend to the Village Board that they not
object to the Graver Estates Final Plat-Unit Two. Seconded by
J. Anderson. Vote by roll call.
Mentzer, yes; Bayer, yes; Schempf, yes; Anderson, yes; Krippel, yes;
Sobkoviak, yes. 6 yes, 0 no. Motion carried.
P. Waldock reported on several Planning cases heard by the Village
Board: River Ridge Estates, tabled; Flow-Con Industries, Inc., tabled
for republishing; Realty World Sign Variance was approved; and
Ted Guarnero rezoning case was approved.
Regarding the proposed Sign Ordinance, Mr. Waldock said that he and
the Village Attorney have some concerns. The Sign Ordinance will
probably come back to the Plan Commission.
The proposed Business Transition District ordinance public hearing
is scheduled for October 4, 1988.
TPAP has requested they be allowed to enter the Village's proposed
Comprehensive Plan in a national award contest through the American
Planning Association.
