Declaration of a quorum Quorum present. Recording statement Noted 4. Chair announcements There is an upsurge in cases of Covid and other respiratory illnesses. Covid tests are available at the Town Hall. 5. Citizen's forum None. 6. Review and approve I/A system for 12-2 Trevor Lane (Ocean Edge) septic upgrade Rob Carizon presented this to the Board. -the system serves 18 units for a total of 36 bedrooms -had a failed inspection last year -plan is to remove existing leaching field and install a new Presby leaching system -2 Fuji Clean Model CE30 alternate treatment units will also be installed (denitrification and overall filtering of effluent before it reaches the leaching field -1 existing tank will be re -used. -proposed system will be installed behind units 38,40,42,46 & 48 AVH explained that this is before the Board because of their policy re: approval of I/A/ systems. This property is not in Zone II or DCPC. It is in the Cape Cod Bay Estuary. The Presby system does not have any gravel so they can make the leaching facility smaller in size. The Fuji Clean system is not an approved system for over 2000gpd. It would be considered a "piloting" system for its use at Ocean Edge. DB -asked RC to address the Fuji Clean Systems State approval. N:\Health\from Shari\MSWORK FOLDERS\MEETINGS\BOH\1.17.24m.doe RC- this Fuji Clean unit will perform better than others in the State. It can get nitrogen down to 10-12MPL, which meets the denitrification limits. KCP-asked about the frequency of testing. AA -asked who looks at the samples to determine if the system is working properly. AVH stated that the DEP (and potentially the BOH). JK -asked about the number of seasonal vs. year-round. RC -this system was designed for the highest flows. DB -asked about the septic tank and its retention capacity. RC -this is an 8000 -gallon existing septic tank. Fuji Clean has asked them to fill the tank halfway with sand to reduce the volume of the tanks so effluent will only go in for 24 hours and not 48. The size of the tank will be reduced to 4000 gallons. Some solids will get through to the Fuji Clean units, which according to the company, will make the units function at a much higher, efficient level. This is not a pressure dose system. Motion: Approve the piloting system for Trevor Lane contingent upon DEP approval of the piloting application. Special conditions to include, quarterly sampling for 2 years and reporting of sampling data to the Barnstable County I/A Tracking System. Testing to include BOD, TSS, Oil & Grease, Nitrates and Total Nitrogen. Any change of use or expansion will need BOH approval. Motion: Kimberley Crocker Pearson 7. Consent Agenda: Second: John Keith Vote: 4-0 Action: Motion carried a. Updated Nitrogen Loading Calculation spreadsheet b. 229 Leland Road -septic upgrade A. AVH stated that the BOH previously approved a set of Nitrogen Loading Regulations to co -inside with the Local Zoning Bylaw that defines the DCPC (the overlay district that limits nitrogen for any properties that fall within the overlay district). Part of the problem that was being encountered was a lack of consistency in how the nitrogen was being calculated. In 2022, this regulation was passed so people would be calculating it the same way. The Town Planner and herself re -worked the regulations to make it easier for people to fill out the forms. A few changes were made to the spreadsheet also. B. AVH-this was an emergency situation. The septic was backing up into the home. The whole lot is within 300' of a pond. The groundwater is flowing away from the pond (down gradient), so it was able to be approved in-house. There was also a setback variance from the foundation to the leaching facility. Liaison Reports AA -Recycling Committee — there was a meeting, but she has not reviewed it yet and will give an update at the next meeting. KCP-Opioid Committee — there will be a meeting on January 301". JK-WQRC — no meeting DB-WRTF — John Keith spoke about the DCPC and the use of the nitrogen loading model. It will be something the Task Force takes under advisement. There is an intent to separate nitrogen loading from planning (which is use driven in setbacks). An update on the Pleasant Bay Alliance and Watershed Permit was given. C & I Water Protection Fund has some solvency issues, and everyone is looking for funds to put into effect the plans that have been offered (either in the watershed permits or getting to the point of submitting a water shed permit application). DEP has come up with a grant which the Task Force has applied for. The Schuble Pond Study has been completed. 9. Matters not reasonably anticipated by the Chair DB- spoke about reaching out to DEP to see what their comment would be on enforcing I/A Regulations and to ask for guidance from them. AA- thinks the wording in the letter asking for guidance should say that the BOH strongly feels that DEP should be issuing guidance to the State as a whole. She asked about getting the information on the Town's website. 10. Items for next agenda Annual SWWTF reports, Trevor Lane 12-1 I/A system installation, Lukes Liquor Plaza new I/A system installation. 11. Next meeting: February 7, 2024 Noted.
