Mentzer, H. Bayer. EX= OFFICIO PRESENT: R. Russ, M. Gehrke, D. Norris. ALSO PRESENT: Peter J. Waldock, Village Planner Kay Jania, Secretary Chairman Simmons called the meeting to order at 7:30 p.m. Roll call was taken. J. Anderson, L. Kelly, J. Eichelberger, G. Krahn and J. Wilson were absent. There being no additions or corrections, Chairman Simmons declared the minutes of the September 20, 1988 meeting approved as presented. Informal discussion of proposed site plan review regulations. Basically, the intent of what a site plan review ordinance is to do is to protect the health, safety and welfare of the community by review of the on-site land usage in terms of site circulation, parking layout, curb cuts, facade treatments of the building, land- scaping, storm detention requirements. The review would provide assurance for the Village that proposed development will comply with the Zoning Ordinance. After a long discussion, generally the feeling of the Commission was that site plan review regulations look at including floor area ratio requirements, foundation and grade setting needs to be examined, requirement for a basic set of drawings meaning construction/structural drawings for all construction within the Village, site plan reviews specific to all nonresidential, which means all commercial and industrial, and any residential building larger than three units. The Fire Department should also have input into the site plan reviews. Would like to have a separate section of the Code that's specific to parking and parking requirements, which can include parking lot landscaping requirements, pavement requirements, along with number of spaces per development. Informal discussion of Building Code update. We are looking at updating the building code. Right now we are working under the 1975 National Building Code. Our previous planner had worked with the Building, Plumbing, and Electrical Inspectors and has come up with a modified version of the 1987 BOCA National Building Code. We would like to adopt this before the construction season next year. A copy of this proposed code is available for review. The Board suggested the Village join BOCA. PLAINFIELD PLAN COMMISSION October 18, 1988 Page Two Informal discussion of Sian Ordinance uDdate. The Sign Ordinance has been reviewed by the Plan Commission and recommended for adoption. P. Waldock identified some of his concerns: 1. The generic nature of the ordinance, it's still generic in terms of not being specific to a zoning classification; 2. The overall size limitations specified in the ordinance are too low. He recommends a minimum size of 32 sq. ft. He feels there would be a lot of variance with the proposed size restrictions. A long discussion followed regarding size restrictions. Comments were made regarding signs for gas stations, shopping centers, etc. If necessary, the ordinance will go back to the public hearing process, probably by the end of the year.
