Call to Order
The meeting was called to order at 6:30PM.
2. Declaration of a Quorum

4. Chair announcements
The CDC issued a Health Advisory stating that Covid and RSV is on the rise, and they are reminding people about getting vaccinated.
AVH — the DPH and County Health Department are putting gout statistics on respiratory diseases on a regular basis to keep track of
what the trends are. Vaccination rates are down. Brewster did have a drive through clinic for both Covid and Flu vaccinations in
October as well as a clinic at the elementary school.
There are free Covid test kits available at the Town Hall, COA, and the Ladies Library. Most pharmacies are still offering vaccinations.
5. Citizen's forum
None.
6. Discussion and vote on Pressure Dose System Public Outreach second notice letter
The BOH had back and forth discussion on the letter. They agreed not to send them certified.
JK — asked that a sentence be added to the letter. There were a few other revisions.
Motion: Approve the letter to be sent out with the revisions.

7. I/A Enforcement of Non-compliant systems review, update, and possible vote on enforcement
DB- this letter will be sent out certified. It is a date certain letter. The intent is basically to issue the letter to people that, based on our
flow chart, have chronically not met the requirements for a reduction of total nitrogen in the septic system.
JK — suggested a change in the wording of the 15t paragraph.

DB- went over the properties that need to be reviewed for a possible second letter:
a. 83 Greenland Pond Road
-1St letter was sent
- came back as undeliverable
- resent letter
- owner renewed the contract with Wastewater Treatment Systems. They are waiting for the 2023 test results.
- last 4 tests were high

b. 158 Jonathan's Way
- 151 letter was sent
- No response
- Incomplete results
- Last 2 tests were in compliance
Motion: Continue to monitor situation. Do not send a second letter.

- Contract was renewed
- Last for test results were mixed

d. 56 McGuerty Road
- 1 It letter sent
- Health Department agreed to extend re -sampling at the end of October after the system was pumped
- No samples recorded for 2023
- Email was sent to the operator for an update
- Last 2 results were high
- An email was received by AVH from the operator today explain what has been going on with the system.
- Recent sample came back over the 19ppm.
- Resample is scheduled to be completed in January 2024
- This is a piloting system

e. 50 Sarah Maker Lane
- 1 st letter was sent
- The owner spoke with the operator and the Health Department
- Last 4 test results were high

f. 320 Satucket Road
- 15t letter was sent
- Health Department got notified that the operator was no longer involved

A new operator was hired (Siegumund Environmental)
The County noted that the samples were late and no new samples had come in from new operator
There is a history of high samples

g. 7 Thousand Oaks Drive
-Owner did contact the Health Department and stated that he was unable to find a contractor on Cape

- AVH noted that the 1st letter that was sent out was returned to the Department just today
- This is a seasonal home

8. Liaison Reports
KCP-WQRC — process meeting, no specific cases.
AVH — committee is going to meet with the WRTF group to discuss what is going on with the bylaw, deficiencies, and discrepancies.
DB — The WRTF is filing for exemption. They currently have a draft filing for Swan River and have completed and submitted one for
Bass River.
AVH — since the filing has been done, it stops the clock on any properties that would have had to upgrade their septic systems within
the next 5 years.
DB- a flyer went out to all residents with the information from above.
KCP — Opioid meeting will be the last week of January.
