INTRODUCED BY COUNCILMAPI �_ ORDINANCE NO• AN ORDINANCE RELATING TO THE "MISSOURI RIVER OVERLOOK" AT TiIE NORTH END OF MADISON STREET, WHEREAS, the City Council of the City of Jefferson heretofore established the Commission on Environmental Quality by Ordinance No. 8413 and charged such Commission with formu- lating a beautification plan for Jefferson City; and WHEREAS, thereafter the "Jefferson City Beautifica fton Plan" dated April 1976 , was prepared for consideration by the Commission on Environmental Quality, the City Council and the citizens of Jefferson City; and WHEREAS, said "Beautification Plan" suggested that a development opportunity existed with respect to an overlook at the north end of Madison Street, the suggestion being as follows : "At the north end of Madison Street, where it terminates on the river bluff, is a small area that appears to be an overlook, but falls short of realizing its full potential . The development of this site would call for the elimination of view obstructions, over- head wires , the provision of a sitting area and special landscape treatment" (p . 52 of the ' Beautification Plan' . ) ; and WHEREAS, subsequent to the receipt of the "Beautifica- tion Plan" the desirability of a "Missouri River Overlook" at the north end of Madison Street was considered further by the Commission on Environmental Quality, City officials and others and was determined to be a desirable project to enhance the natural beauty of the City of Jefferson; and WHEREAS , after thorough consideration the construction of the "Missouri River Overlook" project was undertaken by and at the cost of The Central Trust Bank as a project to enhance the beauty of the City of .Jefferson and to also honor the memory of the late Howard Cook, a long time officer of that Bank and a life time citizen of the City of Jefferson; and V WHEREAS , the cost of the "Missouri [fiver OverlooW' project has been underwritten and paid for by 'I'hV Ccrntr111. 1'1.111.t ANIL Bank, with the deCai.l.s and plarinin , of the project ha+viny; houll heretofore coordinated with and approved by the Commi.ssi.on on Environmental Quality, officials of the Housing Authority of Jefferson City, the Director of Planning, the Director of Public Works and other officials of the City of Jefferson; and WHEREAS, the "Missouri River Overlook" project is now virtually completed and the improvements constituting that project have been tendered by The Central Trust Bank to the City of Jefferson, as is reflected in the letter from The Central Trust Bank which is attahced hereto, marked Exhibit A and in- corporated herein by reference; BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON , MISSOURI, AS FOLLOWS: SECTION 1. The beautification project at the north end of Madison Street where it terminates on the Missouri River bluff , which project was contemplated by the April 1976 "Jefferson City Beautification Plan" prepared for the City of Jefferson and which project has been constructed at the cost of The Central Trust Bank in accordance with plansheretofore approved by City officials , be and the same is hereby accepted by the City of Jefferson. SECTION 2. The improvements which constitute the beauti- fication project at the north end of Madison Street shall be known as the "Missouri River Overlook" . The "Missouri River Overlook" is hereby permanently dedicated to the memory of the late Howard Cook, a lifelong citizen of the City of Jefferson and State of Missouri, who loved his City and his State and served them well, It is directed that a plaque reflecting the presentation by The Central Trust Lank to honor the memory of Howard Cook be permanently placed and maintained at the site. of the "Missouri River Overlook" . ® SECTION 3 . The "Missouri River Overlook" improvements shall be henceforth for all intents and purposes the property of the -2- i City of Jefferson , The Central Trust Bank having relinquished all interests in the said improvements , and they are permanently dedicated for the use and benefit of the citizens of ancl v:l.sit.c.»*s to the City of Jefferson. Said improvements shall be suitably maintained as other property of the City. SECTION 4. The mayor of the City is authorized to partici - pate in a suitable public ceremony reflecting the acceptance from the City of Jefferson of the "Missouri River Overlook" improvements from The Central Trust Bank.
