Page 7 ... as "required" in Joliet. ...how "many" differences... ...there "are" among.. Minutes approved as corrected. WOOD REZONING Presley Wood appeared to present his request for B-4 zoning on his vacant parcel at 1061 Lockport Street. Also appearing was Tony Ursel, prospective buyer of the parcel. Plans are to construct fast food restaurant, open all year but not open late at night. It would not be a chain but would serve hamburgers, hotdogs, with indoor seating. Customers would not be served in their cars. Manning said the Comprehensive Plan shows commercial land use for the subject site so the request for B-4 zoning is compatible. Ursel said he plans to delay construction for a couple years. His family has experience in the restaurant business. He is doing this mostly for his kids. Don Anderson motioned to recommend approval of the request for rezoning to B-4. Jim Anderson seconded. All voted aye. PLAN COMMISSION January 7, 1986 Page Two OLD BUSINESS Board of Trustees voted on January 6 to approve the Bays rezoning request. SIGN ORDINANCE The Plainfield Commerce Association was invited to this meeting to give comment on the proposed sign ordinane date 9/12/85. This draft was prepared after Plan Commission review of sign ordinance from Orland Park, Bolingbrook, Oswego, Frankfort, Joliet, Will County, and the Plainfield draft from 1980. Manning explained the contents of the draft ordinance page by page. Several major concerns were raised in the discussion including: 1) Signs should be considered as part of the architecture of the building and should be designed to have a compatible appearance. It is justifiable to have different sign standards for different districts. 2) Lighting of signs is crucial and could conceivably be regulated by specifying maximum brightness but more practical standards are proposed such as prohibiting flashing, beacon, or unshaded lights especially when the light source is visible from neigh ' boring property or street. 3) Signs are such a prevolent part of the historic district that it is proposed that every new or changed sign get a special permit via review by Plan Commission and vote of the Board. 4) Street address numbers are required to be a certain size to be seen by police and fire. 5) Methods of enforcement need to be thought out ahead of time. 6) A maximum square foot size for wall signs was specified in terms of % of wall area instead of absolute.numbers because it was thought that larger sign fits on a larger building. 7) Gas stations tend to have excessive signs so special standards may be justified for this type of use. 8) Some graphic illustrations may be helpful to explain some of the size, location, and bonus standards in the ordinance. 9) Temporary signs are routinely used by non-profit corporations and should be allowed for longer than 3 weeks per year per lot. Also a permanent "community events" sign was thought to be a good idea. Plan Commission requested the Planner to do more research and revise the draft ordinance. Meeting Adjourned.
