AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI., AMENDING THE CODE
OF THE CITY OF JEFFERSON,' 1978, BY REPEALING SECTIONS 23-5 THROUGH
SECTIONS 23-15 REGARDING CREATING A PARKING AND TRAFFIC COMMISSION
AND SECTIONS 23-107 THROUGH 23-116 CREATING A PARKING AUTHORITY,
IAND ENACTING NEW SECTIONS 23-5 THROUGH 23-15. 1 CREATING A PARKING
AND TRAFFIC AUTHORITY IN LIEU THEREOF.
BE IT. ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI , AS FOLLOWS :
Section 1. Sections 23-5 through 23-15 regarding
creating a Parking and Traffic Commission and Sections 23-107
through 23-116 creating a Parking Authority are hereby repealed and
new Sections 23-5 through 23-15. 1 enacted in lieu thereof to read
as follows:
Section 23-5 * Created. There is hereby created a
Parking and Traffic Authority for the City of Jefferson.
Section 23-6 Composition. The Parking and Traffic
uthority shall consist of nine members. Of the nine members:
a. One shall be a member of the City Council.
b. One shall be the Director of Public Works
or his delegate.
c. One shall be the Chief of Police or his delegate.
d. Six shall be residents of the City.
The Mayor, with the approval of the Council, shall �.
appoint a Chairman from among the nine members.
Section 23-7 Meetings, hearings, quorums, rules and
procedures. The Authority shall hold a regular business meeting at
least once each month at such time and place as shall be established
by the rules of the Authority. The Authority may hold additional
business meetings from time to time as it feels necessary.
General public hearings shall be held at least twice
nnually for the purpose of hearing all suggestions, complaints,
nd comments from citizens and officials on matters relating to i
traffic and parking. A majority of the Authority' s members shall
onstitute a quorum for the transaction of its business.
The Parking and Traffic Authority may establish such
rules and procedures as it believes are reasonably necessary for
xpeditious transaction of its business affairs.

?! Section 23-8 Jurisdiction--Action upon petitions and

`requests. The Parking and Traffic Authority shall have jurisdiction
�bver all matters concerning the planning, coordination, supervision,
control and regulation of all parking and traffic activities of
motor vehicles within this City. All petitions and requests, from
whatever source, concerning parking and traffic activities of
otor vehicles shall be referred to the Authority for its study and
consideration. The Authority shall act upon each petition or
request within sixty days upon receipt of such petition or request,
provided, that if additional time is necessary to study and
consider the matter, the Authority shall be given an additional
thirty days, upon written request to the City Council.
Section 23-3 Powers Generally. The powers of the
Parking and Traffic Authority shall generally include, but not be
qW limited to, the following:
a. To consider and recommend the establishment and
regulation of speed zones, one-way streets, loading zones, reserved
or restricted parking zones, limited period parking zones,
nonparking zones, taxicab stands, delivery and service vehicles,
crosswalks, parking meter zones, whether on-street or off-street,
and stop signs, whether electricla or nonelectrical.
b. To consider and recommend the location, type, timing
and specifications of all traffic control devices, including but no
limited to electrical signals, signs, markers, pavement and curb
painting and parking meters.
C. To consider and recommend the establishment of any
motor vehicle, traffic or parking regulation which, in the opinion
of the Authority, promotes traffic safety or decreases traffic
congestion within the City.
d. To call upon and receive the cooperation and
assistance of all departments, officers and employees of the City.
e. To provide for the attendance of one of its members
at traffic and parking forums, seminars or institutes where special
instruction courses in the field of traffic and parking may be
offered.
f. To recommend the employment of a qualified consultani. ,
either on a per diem basis or a regular retainer, when the need for
trained technical assistance on parking and traffic matters arises.
g. The Authority shall have the power to recommend to
the City Council rates for parking meters, and for all parking
facilities owned by the City, and to collect money paid for parking.
Section 23-10 Parking facility operation, maintenance,
construction, etc. The Parking and Traffic Authority shall assume
all expenses incidental to the operation, maintenance and construc-
tion of parking facilities, including the payment of all personnel,
utilities and all other indebtedness, including bonds, which may b
issued in the future for construction of parking facilities. All

expenses shall be paid from revenues derived from parking income.
The Authority shall assume all expenses incidental to the operation,
repair and maintenance of the parking garage, including the payment
of all personnel , utilities and similar expenses, but all such
payments shall be charged to the parking garago fund.
Section 23-10. 1 Parking and Traffic Authority Fund.
There is hereby established a Parking and Traffic Authority Fund.
All money collected from parking meters and parking lots shall be
deposited with the City Collector to the credit of the Parking and
Traffic Authority Fund. All money collected from the Municipal
Garage shall be deposited with the City Collector to the credit of
the Parking Garage Fund, which shall be a part of the Parking and
Traffic Authority Fund. All fines for tickets issued by the
Parking and Traffic Authority Officers, with the exception of
those fines imposed by action of the Municipal Court , shall likewise
be credited to the Parking and Traffic Authority Fund.
Section 23-11 Reports--Financial and Recommendations.
Each month the Parking and Traffic Authority shall make a report to
the City Council. This report shall contain the recommendations of
the Authority for the establishment of traffic or parking regula-
tions which, in the opinion of the Authority, will best promote
traffic or parking safety, or lessen traffic congestion within the
City.
Section 23-11. 1 Same--Action by City Council. The City
Council, at the first meeting following receipt of the report and
recommendations of the Authority shall review and consider such
reports and recommendations. If the Council finds that all or any
part of the recommendations should be approved, it shall instruct
the City Attorney to prepare the necessary ordinances to make the
recommendations effective. All ordinances passed to implement the
recommendations of the Authority shall remain in force and effect
for a minimum period of ninety days; provided, that the City Council
may amend or repeal such ordinances prior to that time, if so
requested by the Parking and Traffic Authority.

Section 23-12 Contracts and leases. All contracts shall
be bid in accordance with applicable provisions of this Code and the
AOL general purchasing ordinances of the City. All leases between the
Parking and Traffic Authority and the Housing Authority or a
private operator shall be approved and passed by ordinance before
becoming effective.
Section 23-12. 1 Effect of division upon contract and
bond obligations. Nothing in this division shall in any way
relieve the City of its obligations on any bonds or contracts.
Section 23-13 Duties Generally. The duties of the
Parking and Traffic Authority shall generally include, but not be
limited to, the following:
a. To promote the cooperation and coordination of all
governmental agencies in the planning and control of traffic and
parking meters.
b. To develop and keep current a master plan for traffi
control and parking.
C. To prepare engineering surveys showing present
traffic and parking conditions within the City and future needs in
these fields.
d. To review all present City laws or ordinances
relating to traffic control and parking of motor vehicles.
e. To consider all requests, petitions or suggestions
concerning the regulation of traffic and parking, and upon study
and consideration of such requests, petitions, or suggestions, to
make a report to the City Council of its action thereon.
f. To recommend desirable regulations concerning the
activities of motor vehicles as mentioned in Section 23-9.
g. To take all necessary and reasonable action to
promote traffic safety and to eradicate traffic congestion.
h. To submit an annual report to the Ci*ty *Cbuncil
showing the progress in traffic control and parking improvements
and stating matters of importance to traffic and parking which
should be considered and accomplished in the coming year.
Section 23-14 Director and Supervisor. The Parking and
.. Traffic Authority shall recommend a Director and Supervisor to the
Mayor. The Mayor shall appoint such Director and Supervisor,
subject to the approval of the majority of the Council.
The Supervisor shall manage the parking garage and shall
be .responsible to the Parking and Traffic Director.
The Director shall be responsible for the day to day
operation of the City Parking Garage, City parking meters and City
owned parking lots. He shall see that all funds are collected,
accounted for and transmitted to the City Collector. He shall

supervise the activities of all personnel under him. The Director,
with the approval of the Authority, shall employ such personnel as
is necessary for the efficient operation of the parking system.
The number and working conditions of employees of the Parking and
Traffic Authority shall be established by the Authority. The
employees- of the Parking and Traffic Authority, including the
Director, shall serve at the pleasure of the Authority, and in its
opinion the Authority shall have the power to terminate employment.
The Director, in addition to the other duties imposed in this
section, shall have authority:
a. To transfer any employee from the garage operation or the
meter operation in such manner that the duties of the Parking and
Traffic Authority are complied with fully.
b. To prepare detailed recommendations for the Authority in
such matters as establishing hourly rates on all parking meters
and proposing changes in present regulations.
c. To prepare and constantly update a manual of operation so
that each employee is completely aware of his responsibilities.
Such manual shall set forth working hours , vacation time and
overtime pay, and all such overtime must be submitted in voucher
form to, and be approved by, the Director.
Section 15. Fees---Monthly Parking. The Parking aid Traffic
Authority is hereby authorized to charge the following monthly
fees for each parking space:
(a) Lot No. 1, 200 Jefferson Street. Fifteen dollars ;
except, that five substandard spaces for compact vehicles
shall be ten dollars per month.
(b) Lot No. 2, 200 East Capitol Avenue. Fifteen dollars .
(c) Lot No. 4, 200 Monroe Street. Nine dollars.
d Lot No. 5, 500 East Capitol Avenue. Seven dollars.
(e) Lot No. 6, 400 East High Street. Seven dollars.
(f) Lot No„ 12, 300 Madison Street-. Seven dollars.
(g) Lot No. 13, 300 East High Street. Eight dollars.
(h) Lot No. 14-16, 400 East High Street. Six dollars.
(I.) Lot No. 15, 300 Adams Street. Six dollars.
(j) Lot No. 17, 100 Monroe Street. Ten dollars; except
that four substandard spaces for compact vehicles shall
be seven dollars per month.
(k) Lot No. 18, 100 Adams Street. Eight dollars.
(1) Lot No. 22, 100 East McCarty Street. Seven dollars .
(m) Lot No. 24, Corner of McCarty and Adams Street.
Six dollars .
(n) Lot No. 25, 500 Jefferson Street. Five dollars .
o Lot No. 27, 400 West High Street. Five dollars .
P Lot No. 28, 300 Walnut Street. Five dollars.
Lot No. 29, 400 West Main Street. Six dollars .
(r Lot No. 30, 400 Broadway Street. Seven dollars
and fifty cents .
(s) First floor of parking garage. Twenty-five dollars;
except, that two substandard spaces for compact vehicles
shall be fifteen dollars per month.
(t) Viaduct, 400 West High Street. Four dollars .

Section 16. 1 Same--Reserved Parking Meters. Reserved
Parking meter fees for construction, renovation, etc. , shall be at
the rate of one dollar per day, five dollars per day for construc-
tion trailers, limit one reserve meter per contractor and one
reserve meter per subcontractor, and such fee shall be charged unti
such reserved meter bag is returned to the Parking and Traffic
Authority Office. The Director shall be authorized to waive these
fees for specific purposes such as church funerals or extenuating
circumstances.
Section 2. This Ordinance shall be in full force and
effect from and after its passage and approval.
