Anderson, D. Anderson. EX-OFFICIO PRESENT: D. Gullicksen, W. Sharp, R. Russ, M. Gehrke, J. Bostjancic, A. Hartley and D. Streve-P.F.D. Chairman Simmons called the meeting to order at 7:30,p.m. Roll call was taken. J. Sobkoviak, S. Manning, D. Almon,. A. Arbo, J. Eichelberger, Janet Anderson, and J. Wilson were absent. There,being no additions or corrections to the minutes of the July 1. 1986 meeting, Chairman Simmons declared the minutes approved as presented. Chairman Simmons announced an addition to the agenda. Mr. W: R. Peterson for an informal discussion regarding his property (grain elevator off of Route 126). Chairman Simmons announced that the first scheduled meeting in September is the day after Labor Day. If unable to have a quorum due to the holiday, meeting may have to be cancelled. W. Sharp announced the Village Board meeting that week will be on Wednesday evening. NEW BUSINESS County Case - Clarence Davids & Sons, Inc. - Rezoning of the NE 8.31 acres of 127th Street and Route 59 from A-1 to A-2 with Special Use Permit. Present were Mr. Michael Martin, Attorney for Clarence Davids & Sons, Inc., and Mr. Clarence Davids, owner of.the property. Mr. Martin stated they are requesting rezoning from A-1 to A-2 with.a special use permit to operate a landscape and design company. Clarence Davids & Sons, Inc. engages in the care of landscaping including lawn care, and is a wholesale and retail seller of landscaping equipment. PLAINFIELD PLAN COMMISSION August 5, 1986 Page Two The property is located on the NE corner of 127th Street and Route.59. It is an 8.31 acre parcel of land and is currently zoned oned A-1 which is a County non-conforming use because it is less than ten acres. Mr. Martin reported he appeared before the Wheatland Township Plan Commission and they unanimously approved the proposed rezoning to A-2 with special use permit. Referring to a drawing, Mr. Martin pointed out that Mr. Davids would conduct his business on the west 3.44 acres of the property. The applicant is requesting that the special use permit include greenhouses and nurseries. The remaining 4.86 acres would be used as a nursery. The current residence on the e property would be maintained as a caretaker's residence. Applicant is also seeking to construct a Morton Building on the west 3.44,acres. With the special use permit, the applicant suggested reasonable restrictions such as no Sunday operation, and minimizing visibility of trucks and equipment by the use of screening through planting and solid fencing. Mr. Martin stated that according to the County Land Use Map, Naperville's Plan shows commercial to the nor ' th of Mr. Davids' ,property, and Plainfield's Plan to the south of his property, shows residential. Applicant feels his business would be a good buffer between the two. A. Simmons. asked if this will be basically a commercial-type business rather than a.,residential-type. Mr. Davids responded it is mostly commercial. He does residential, but on a very small basis. A. Simmons also asked about entrances to the property, and noted that there are a couple of h.omes across the street from Mr. Davids' property.. Would there be another entrance on 127th Street where most of the traffic would be coming from. Mr. Martin stated they will leave the existing drive and plan to use 127th Street as the entrance for the trucks. Mr. Davids has 4 or 5 trucks and there should not be much traffic as.they leave in the morning and return in the evening. PLAINFIELD PLAN COMMISSION August 5, 1986 Page Three A. Simmons.stat.ed that the villages and.municipalities along Route 59 are seeking to limit the ingresses and egresses on Route 59, other than main streets such as 127th Street, e t cetera. The Board questioned what the condition of the road is at pre-sent on 127th Street. Mr. Martin stated it is presently gravel, but that they may be required to tar and chip it. J. Anderson moved that we recommend the Village Board not object to the proposed rezoning and special use permit. Seconded by W. Schempf. Vote by roll call. Bayer, yes; Neely, yes; Schempf, yes; D. Anderson, abstain (due to the fact that he was not present for all the testimony), J. Anderson, yes, Simmons, yes. 5 yes, 0 no, 1 abstention. Motion carried. This case will be presented to the Village Board on August 17, 1986. Mr. W. R. Peterson was present for an informal discussion regarding his.property - grain elevator off of Route 1267 The property is currently zoned I-1 for light industry. Mr. Peterson stated he has two gentlemen who wish to purchase the property and use the grain elevator to store corn.. He just wanted to verify the present zoning. It is all one parcel of land,now and stated he would like to sell the one lot the elevator is on and.sell the 4 lots individually. The Bbard.advised he would have to apply to the Village to subdivide the parcel of,land and that the.Clerk's office would give him all the information necessary to do this. Applicant also stated 127th Street is presently a gravel road., and they might be required to tar and chip the road. RECOMMENDATION: By a vote of 5 to G, with one abstention, the Plan Commission recommends that the Village Board of Trustees not object to the proposed rezoning and special use permit.
