REGULAR MEETING
Date: March 26, 1985 AT: Village Hall
COMMISSIONERS PRESENT: H. Bayer, R. Neely, D. Pearson, D. Gullicksen
EX-OFFICIO PRESENT: W. Schempf, M. Latta
H Bayer called the meeting to order at 7:45 p.m. Roll call was taken.
The minutes of the meeting on February 26, 1985 were approved as read.
The agenda of March 26, 1985 was presented with the addition of adding
County Case #2700-R and also proposed change of Plan Commission Meeting
nights.
ANNOUNCEMENTS:
M. Latta stated that the Village Board had concurred with the Plan
Commission to annex 310 Roberts Avenue.
UNFINISHED BUSINESS:
Case #118-3883FP: Graham petition for final plat approval. There is
nothing to report at this time and will be continued until next meeting.
Pheasant Chase Subdivision: There is nothing to report at this time and
will be continued until next meeting.
Zoning Ordinance: There is nothing to report at this time and will be
continued until next meeting.
NEW BUSINESS:
Case No. 133-2485: 609 West Lockport St. Dr. Jay Fredrickson, purchaser
of the building was present. He submitted definition of an animal clinic,
a copy of which is attached. Mr. Fredrickson previously attended the meeting
of February 12, 1985 to discuss an ammendment to ordinance 674 on the section
concerning B-3. He was at this public hearing to again request ammending
this ordinance. There were no objectors present, nor were there any written
objections received.
D. Gullicksen made a motion to include animal clinics in B-3 zoning. R.
Neely seconded the motion. Vote by roll call: R. Neely, yes; H. Bayer, yes;
D. Pearson, yes; D. Gullicksen, yes.

County Case -- Lockport.Plainfield Rd., East of 1-55, East Frontage Rd.
Part of Tax Parcel #03-13-100-008:-. Attorney Jim Bradley was present
representing Dominic Inburgia, purchaser of the property. He is re-
questing a proposed zoning change from A-1 to R-1 with variance and a
special use permit. The three acre farmstead is located within the
112 mile jurisdiction of the village limits. They were also requesting
R-1 zoning and variances for front and side yard set backs. Mr. Imburgia
plans to live in the home and use one of the buildings on the property
for his occupation as a cabinet maker. They are.also requesting a special
use permit to fabricate the kitchen cabinets.
D. Gullicksen made a motion to recommend to the Village Board that they
not object to the proposed zoning. R. Neely seconded the motion. Vote
by roll call: R. Neely, yes; H. Bayer, yes; D. Pearson, yes; D.. Gullicksen,
yes.
County Case 2700-R: The property is located on Caton Farm Rd. There was
some brief discussion on the zoning change of this property, but due to
lack of information, this was tabled.until the next meeting to further
await sufficient information.
There was discussion conerning changing the dates of the Plan Commission
Meeting from the second and fourth Tuesday to the first and third Tuesday
of every month. There were no objections to the change and upon approval
of the Village Board this would become effective May 1, 1985.
On motion meeting was adjourned at 8:45 p.m.

Location and Description: The property is located on the north side
of Lockport Street. Address: 609 West
Lockport Street. The building is currently
vacant.
Action Requested: Jay Fredrickson, purchaser of the building is re-
questing an ammendment to ordinance 674 on the
section concerning B-3.
Surrounding Land Use: Surrounded by B-3.
Discussion: Jay Fredrickson, purchaser of the building was present.
He submitted a definition of an animal clinic, a copy of
which is attached. Mr. Fredrickson previously attended
the meeting of February 12, 1985 to discuss this action,
he was at this public hearing to again request ammending
ordinance 674 Section concerning B-3. There were no
objectors present nor written objections received. A
copy of February 12, 1985 Plan Commission Report Case
#133-2485 is attached.
Recommendation: By a vote of 4-0, the Plan Commission recommends that

an ammenc-nent be made to the zoning ordinance 674 on
the section concerning B-3 be ammended to include
animal clinics.

Purchaser:- Dominic Imburgia
Present Zoning: A-1
Action Requested: A proposed zoning change from A-1 to R-1 with
variance and a special use permit.
Discussion: Attorney, Jim Bradley was present representing
Dominic Imburgia, purchaser of the property. The
three acre farmstead is located within the 112 mile
jurisdiction of the village limits. They are alsd
requesting R-1 zoning and variances for front and
side yard set backs. Mr. Imburgia plans to live in
the house and use one of the buildings on the property
for his occupation as a cabinet maker. They are also
requesting a special use permit to fabricate the
kitchen cabinets.
Recommendation: By a vote of 4-0 the Plan Commission recommends
to the Village Board that they not object to the
proposed rezoning with variances, set backs, special
use permit for cabinet making, and that a letter
be sent to the county and a copy to the petitioner-
