HomeMy Public PortalAboutORD09317 BILL NO. � INTRODUCED BY COUNCILMEN ��/ ORDINANCE NO. � AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AMENDING CHAPTER 36 OF THE CODE OF THE CITY OF JEFFERSON, MISSOURI, BY ADDING NEW SUB-SECTIONS TO SECTION 36-10, IN ORDER TO PROVIDE ADDITIONAL CONDITIONAL USES IN A RC CONSERVATION DISTRICT. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. It is hereby enacted new sub-sections 36-10 (b) (6) and 36-10 (b) (7) , .which shall read in words and figures as follows: 6. Barge docking - defined as a permanent; structure AffihL principally constructed from steel and/or con- 1P crete extending riverward with not less than 100 linear wall feet, said structure to be permitted by U. S. Corps of Engineers and specifically de- signed for the mooring and unloading of standard Missouri River cargo barges. 7. Warehouse accessory to a barge docking facility for storage of barge shipments on a site of at least forty (40) acres provided that: 7.1 Building coverage will not be greater than 2. 5% of the total site. 7. 2 All storage of materials and handling equipment will be enclosed within the warehouse. 7. 3 In order to protect the view of the Missouri River and the flood plain, an irreplacable natural resource of the City, the Board of Adjustment in addition to the general authority provided in Section 36-46 (d) , shall not approve a conditional use per- mit for an accessory warehouse in the RC (conservation) district unless it finds that: (7. 3.a) The building and facilities will be sited so as to cause minimum visual impact from the State Capitol and the City. (7.3.b) The building and parking areas will be screened with shrubs and trees. (7. 3.c) All building access points and all parking areas will be screened from the Capitol and the City by the building itself or appropriate landscaping. (7. 3.d) No signs shall be permitted except informational signs with an aggre- gate total area of 1. 5 square feet at any one location. w � I J ' (7. 3.e) Outside lighting shall be limited to the minimum amount required for safety and security and shall be directed downward and not across the river. (7. 3.f) Building material and colors used on the building will blend in with landscape and minimize visual im- pact of the structure. (7. 3.g) Building height shall not exceed 28 feet above the average grade of the surrounding terrain. Section 2.
