Minutes of September 17 were approved as presented.
FANCATS/ROUTE 59
Manning - Naperville, as coordinator of the FANCATS study group, has prepared
and distributed to all member communities, a draft of what they think
should be adopted as guidelines for the future improvements to Route 59.
What I have done is prepare a chart dated 10/7/85 that shows my
recommendations for Plainfield's response to Naperville's draft.
On the whole, Naperville's draft incorporated most of what this Plan
Commission approved July 26. My recommendations are for additional statements
to cover the remainder of our adopted guidelines.
Each recommendation was read and explained which came under the section
headings of Purpose, Existing Land Use, Lane Configuration, Important
Intersections, Access and Land Use Control Policies.
Gullicksen - How does the State rate road widening projects?
Manning - They do use a formula that considers the structural condition
of the pavement and the volume of traffic. However, sometimes the
priority is changed for political reasons.
Anderson - Will the State have to purchase more land if they widen Route 59?
Manning - I believe Route 59 now has a 100' wide right -of-way.which is
usually enough to take 4 lanes of pavement. If a divided highway or a
5th lane, or extra turn lanes are planned, then more land would need to be
purchased as is being for the viaduct improvement.
Simmons - It seems that Naperville's main concern is to set standards that
prevent Route 59 by Fox Valley shopping area from becoming another strip
commercial problem area like Ogden Avenue.
Neely - If a frontage road is required, can it fit in the 1001 right�of-way?

Simmons - No. The private developer would be required to dedicate enough
land for a frontage road and pay for part of the construction costs. The
State will not fund frontage roads.
Manning - The cost of construction and maintanance is cost.prohibitive for
all but the larger developments. Also, some businesses claim that locating
on a frontage road will lose customers.
Anderson moved that the Plan Commission recommend approval of the responses
to the FANCATS Guidelines as presented. Pearson seconded. All voted aye.
ZONING ORDINANCE REVISION
Manning - The memo I sent.to the Plan Commission and the Board on June 24
described my ideas on the appropriate process to follow to revise the zoning
code. One of the 10 steps I listed was identifying those sites where the
zoning does not agree with the Comprehensive Plan.
This map of the Village tacked up here, shows in red the nonconforming sites.
It looks as if about 1/3 of the Village is red. Part of a complete revision
to zoning is amending the Zoning Map is get rid of all the red. Consistancy
between the Zoning Map and Comprehensive Plan is very important, especially
when in a court case. At a latter date, you should get recommendations on
map amendments and About every 5 years thereafter.
Simmons - I see a non-conforming use, the nursing home on Main Street is
on the plan as industrial. There also seems to be quite a bit of existing
single family zoned for multi-family.
Manning - I anticipate that some new zoning districts willbe needed and
some existing districts should be dropped. The list of uses for each
district will need to be modified to make sense for compatibility within the
districts as well as for protection of the assets of Plainfield. I will come
to you at the next meeting with some ideas for redistricting.
Pearson - I think it is important to have some continuity to the zoning
districts instead of having spots of B-1 here and B-3 there and I-1 there
and so on.
Simmons - B-3 is for downtown because it allows building out to the lot
lines. B-3 should not go anywhere else. Also, we need parking standards
in the zoning ordinance.

Case 137 - Baish Townhouse
Gullicksen " Baish asked us tb'.riot bring it -up at the last Board meeting.
I do not know why.
Case 138 - Sign Ordinance
Gullicksen - There was not enough time to get everything ready to review the
sign ordinance so the Board has scheduled it for -next meeting.

NEW BUSINESS
Manning - I got a call from Dennis Dolton, representing the owner of property
at the Northwest corner of Route 30 and Pilcher Road across from Lehigh
Cement. It is about 65 acres owned by Freider. He wanted to know what
the Village plan showed for this property. I read the Plan to show
industrial for this bite.
Schempf - The site is very wet. I've seen it flooded over.
Simmons - The large lot to the rear of Pheasant Chase may be coming back to
us for rezoning.
