ROLL CALL: Present: Commissioners Kachel , McKay, O’Rourke, Sanders, Bonuchi ; Ex Officio Commission Cox; and Chairman Sobk oviak (Commissioner Renzi arrived at the end of the meeting after the vote.) Absent: Park District, School District, Fire District , Library District, and Police Department Also Present: Michael Garrigan – Village Planner Village of Plainfield, Michael Schwarz – Planner II Village of Plainfield, Jonathan Proulx – Planner II Village of Plainfield, Sara Leach - Planner I Village of Plainfield, Sara Javoronok – Planner I Village of Plainfiel d, Carol Millan – Secretary Village of Plainfield , and Neal Eickholtz – Baxter and Woodman. MINUTES: The September 18, 2007 minutes were accepted as presented. NEW BUSINESS CASE: 1373 -110107.V VERIZON Request: Variance from Sign Code to (Public Hearing) allow a sign on the rear elevation Location: 12632 S. Rt. 59 Wal Mart Subdivision Applicant: Doyle Signs, Inc. Lisa Neal (Representative) TIME: 7:04 p.m. Sara Leach summarized the staff report. She stated Verizon Wireless is reque sting a variance to the sign code to allow a wall sign on the rear elevation of their building located in the Wal Mart Subdivision (Kensington North Center) adjacent to the Panera Bread (who received approval of the same type of variance) location to compl ement the installation of the rear pedestrian access point. The applicant feels that the prohibition of a rear sign is causing the business undo hardship. Sara stated the findings of fact for the variance and stated all four findings are favorable in this case subject to the applicant complying with the 8 stipulations in the staff report. Typically staff does not support variances from the Sign Code, but feels that this ca se is distinguishable due to staff’s desire to be consistent in their recommendations within the Kensington North Center. The applicant has agreed to several stipulations noted in the staff report. Staff feels that consistency with the stipulations for re ar signage between Panera Bread and Verizon Wireless will result in an attractive rear façade for this building and recommends approval of the proposed variance. Chairman Sobkoviak swore in the applicants. T erry Doyle spoke. He stated Verizon is in a greement with the 8 stipulations in the staff report. Chairman Sobkoviak stated this parallels the application the Commission dealt with regarding Panera Bread. Chairman Sobkoviak asked if there was any public input. There was no response. Commissioner Kachel pointed out that before the Sign Ordinance was adopted there was no 360 degree architecture. Commissioner O’Rourke asked how the signage compares with the signage on the front of the building, as far as size, etc. Terry Doyle responded it is e xactly the same. Commissioner O’Rourke mentioned the banner that Verizon presently has up. Sara Leach stated that Verizon has been asked to remove the banner sign since the Sign Ordinance does not allow that sign. The banner has been removed. Chairman Sobkoviak stated he is an advocate of signage on the back of the building whether they have the back door or not. At 7:10 p.m. Commissioner Kachel made a motion that the Zoning Board of Appeals make a favorable recommendation of the proposed variance subj ect to the following stipulations: 1. Compliance with the Requirements of the Village Engineer, 2. Compliance with the requirements of the Plainfield Fire Protection District; 3. Incorporation of a pedestrian walking path through the landscape buffer behin d the rear of the building; 4. Incorporation of lighting bollards along the walking path in the landscape buffer; 5. Installation of a glass door at the rear entrance to encourage pedestrians to enter the store through it. 6. Incorporation of a crosswalk l eading up to the door from the landscape median; 7. That applicant’s new rear entrance is kept open during normal business hours; 8. That an awning matching the awning on the front façade of Verizon Wireless be installed over the rear door in addition to a sign. Commissioner McKay seconded the motion. Chairman Sobkoviak called for a vote by roll call. Aye: McKay, O’Rourke, Sanders, Bonuchi, Kachel, Chairman Sobkoviak Nay: 0 Village of Plainfield Zoning Board of Appeals Minutes December 4, 2007 Page 3 of 3 The motion is carried 6:0 Commissioner Renzi arrived.
