AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AMENDING THE CODE
OF THE CITY OF JEFFERSON, 1978, BY REPEALING SECTIONS 2-167, 2-168,
2-170, SECTIONS 19-3, 19-4, 19-5, 19-6, 19-7, 19-8, 19-9, 19-10,
19-11, and 19-12, SECTIONS 10-1, 10-2, 10-3, 10-4, AND RE-ENACTING
THE FOLLOWING SECTIONS OF THE JEFFERSON CITY CODE IN LIEU THEREOF:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI , AS FOLLOWS:
Section 1. The Code of the City of Jefferson, 1978, is
thereby amended by repealing Sections 2-167, 2-168, 2-170, Sections
I19-3, 19-4, 19-5, 19-6, 19-7, 19-8, 19-9, 19-10, 19-11, and 19-12,
_ -3 10-4 and re-enacting the following

Section 2-167. The Department of Planning and Code
Enforcement shall be staffed with a Director. The following
divisions and/or personnel are hereby established:
a. City Planner
b. Supervisor Building Regulations
1) Plumbing Inspector
2) Electrical Inspector
3) Building Inspector
4) Housing Inspector
c. Supervisor of Animal Control
1) Three Animal Control Officers
d. Supervisor of Community Sanitation
1) Two Environmental Sanitarians
AUNk e. Environmental Specialist
Additional personnel may be hired as authorized by the
City Council.
Section 2-168. Appointment of Personnel.
a. The Director of Planning and Code Enforcement
shall be appointed by the Mayor with the advice and
consent of the City Council.
b. City Planner, Supervisor of Building Regulations,
Plumbing Inspector, Electrical Inspector, Building Inspector,
Housing Inspector, Supervisor of Animal Control, Three
Animal Control Officers, Supervisor of Community Sanitation
Two Environmental Sanitarians and the Environmental
Specialist shall be appointed by the Mayor with the advice
and consent of the City Council. Applicants for these
positions shall be interviewed by the Director prior to
confirmation and approval of the City Council.
Section 2-170. The Director of Planning and Code
Enforcement shall generally supervise and coordinate the
work and operation of the City Planner, Supervisor of
Building Regulations, Supervisor of Animal Control,
Supervisor of Community Sanitation, and Environmental
Specialist. He shall perform other functions relating to
City planning as directed by the Mayor and City Council.
Section 8-7. Division of Building Inspection-Creation;
Building Regulations Su ervisor to be in Charge.
The Division of Building Regulations under the Department of
f Planning and Code Enforcement is hereby created, and the
official in charge thereof shall be known as the Supervisor
of Building Regulations; or as the Building Commissioner,
who shall be appointed by the Mayor with the advice and
consent of the Council.
Section 19-3. Division of Community Sanitation.
The Division of Community Sanitation under the Department
of Planning and Code Enforcement is hereby created, and the
official in charge thereof shall be known as the Supervisor
of Community Sanitation, who shall be appointed by the
Mayor with the advice and consent of the City Council. The
Supervisor of Community Sanitation shall perform all duties
specified in the restaurant code of the City as amended
from time to time, and shall enforce all provisions of the
restaurant code where applicable. He shall supervise the
City mosquito control program and City or private programs
for the elimination or control of pigeons and other birds
whose numbers and activities create conditions of a nuisance
He shall advise and assist residents of the City in rodent
control and elimination programs. He shall consult and
confer with the Director of Planning and Code Enforcement
concerning any problems in the division, and in addition to
the enforcement and administration of the provisions of
the restaurant code, he shall perform such other duties as
may be required by the Director of Planning and Code
Enforcement.
Section 19-4. Environmental Specialist. The Environ-
mental Specialist shall supervise the compliance with and
enforcement of, the provisions of this Code and of other
ordinances in the City relating to garbage and trash, junk
and junk yards, weeds and weed control, curb and sidewalk
repair, and cleaning program. He shall investigate all
complaints referred to him by the Director of Planning and
Code Enforcement, the Mayor and members of the City Council,
the City Attorney, or Counselor and take such action as
may be lawful and necessary to eliminate conditions of
nuisance within the City. In addition, he shall perform
such other duties as may be required by the Director of
Planning and Code Enforcement.
Section 14•-1. The Environmental Specialist within the
Department of Planning and Code Enforcement shall be -the
general custodian of the City Cemetery.
Section 3. This Ordinance shall be in full force and effec
from and after its date of passage and approval.
