ORDINANCE NO. 9360
N ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI , AMENDING THE CODE
F THE CITY OF JEFFERSON, 1978, BY CREATING THE OFFICE OF CITY
DMINISTRATOR, APPOINTMENT, TENURE, QUALIFICATIONS FOR OFFICE, BOND,
OMPENSATION, REMOVAL FROM OFFICE, DUTIES, POWERS , REPEAL OF
ONFLICTING ORDINANCES, AND EFFECTIVE DATE.
E IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
ISSOURI , AS FOLLOWS:
Section 1. Office of City Administrator. There is hereby
created and established the office of City Administrator for the
City of Jefferson, Missouri.
Section 2. Appointment and Tenure. A qualified person shall 1
e appointed City Administrator for the City of Jefferson by the
4ayor; such appointment shall be approved by a majority of the City
ouncil. The person so appointed shall serve for an indefinite
term.
Section 3. Qualifications. The person appointed to the offic
f City Administrator shall be at least twenty-seven (27) years of
ge and shall be a resident of the City of Jefferson within six (6)
onths of the effective date of such appointment; and shall be a
graduate of an accredited university or college, majoring in public
r municipal administration, engineering or business administration
and shall have had at least five (5) years of experience in the
administration of a governmental unit.
J' Section 4. Bond. The City Administrator shall file with the
i City a bond payable by the City, in the amount of Fifty Thousand

($50, 000. 00) Dollars; such bond shall be approved by the City
Council and such bond shall insure the City of Jefferson for the
faithful and honest performance of the duties of the City
Administrator and for rendering a full and proper account to the
City of Jefferson for funds and property which shall come into

the possession or control of the City Administrator; however,
should the City Administrator be covered by a blanket bond to the
same extent , such individual bond shall not be required.
Section 5, Compensation, The City ,Administrator shall
eceive such compensation as may be established by the Mayor, with.

Section 6. ' Removal 'of City Administrator, The City`
Administrator may- be removed from office by- the Mayor, with. the
consent of the majority of the City Council, or by a two-thirds
.2/3) vote of the City Council. Such removal must be for a just
cause (.i.e. dishonesty, unsatisfactory- performance of duty,
involvement in political activities, etc. ).. If requested, the
rayor and City Council shall grant the City Administrator a public
hearing within thirty (.30)_ days following notice of such removal.
Section 7. Duties.
A. Administrative Office; The City Administrator shall
e the chief administrative assistant to the Mayor, and as such
hall be the general administrative officer of the City Government.
Except as otherwise specified by ordinance, or by the law of the
tate of Missouri, the City Administrator shall coordinate and
�. generally supervise the operation of all departments, both line
and staff,. of the City of Jefferson
B. Annual. Report : The City Administrator shall prepare
nd present to the Mayor and City Council an annual report of the
{ JW City' s affairs. Such report shall be inclusive of the activities
f all departments, agencies and branches of city government.
C. Personnel System: The City Administrator shall serve
as personnel officer for the city and shall execute or direct all
f the traditional activities of a personnel office (e.g. , employ-
ent , affirmative action, wage administration, benefit administra-
tion, training, etc. ) . The City Administrator shall have the power
to appoint and remove all subordinate employees of the City of
Jefferson, subject to the Council approval. The City Administrator
hall make recommendations of appointment and removal of
epartment Heads and Supervisors.

D. Policy Formulation: Thee City Adm3.pi-strator shall
recommend to the Mayor and City Council adoption of such measures
as he may deem necessary or expedient for the improvement of the
efficiency of municipal government .
E. City Council Meetings: The City Administrator shall
attend all City Council meetings. He shall assist the Mayor in
he planning and follow-up after such meetings.
F. State and Federal Aid Programs : The City Administrato
hall coordinate the City' s efforts to gain such grant assistance.
C. Unenumerated Duties: The City Administrator shall
execute any additional duties assigned him by the Mayor or a
ajority vote of the City Council.
Section 8. Powers.
A. Set Administrative Policies: The City Administrator
13hall have the power to prescribe such rules and regulations as he
hall deem necessary or expedient for the conduct of administrative
agencies subject to his authority, and he shall have the power to
evoke, suspend, or amend any rule or regulation of the administra-
ion service except thQse prescribed by the City Council.
B. Coordinate Departments: The City Administrator shall
have the power to coordinate the work of all the departments of the
City, and shall have the authority to assign employees of the City
dft to any department for the most efficient discharge of the functions
f city government.
C. Coordinate Officials: The City Administrator shall
ave the power to overrule any action taken by the Department Head,
nd may supersede him in the functions of his office.
D. Subordinate to Mayor/Council: At no time shall the
uties or powers of the City Administrator supersede the action by
he Mayor and City Council . The Administrator shall t le a written
onthly report with the City Council prior to the second regular
onthly meeting. Such report shall contain an enumeration of all
personnel activity, problem- areas, grant act�'ity,, project
ctivities, etc. The Council shall approve the Administrator' s
onthly report at its second regular meeting each. month,

ordinances or parts of ordinances in conflict with. this ordinance
are hereby repealed.
Section 10. Rffect'ive Date. This- ordinance shall take effect
and be in force from and after its passage and approval.

of the City Administrator; however, should the Ci y Administrator

Sec ea 9. Interference by Members of the City 1 No
member of the City cil shall directly int ere with the
conduct of any department or ies mployees subordinate . to
the City Administrator at the ex direction of the
Mayor and Council, or with the approval of the
Ad strator.
Section . Repeal of. 0rdinances in Conflict. All
ordinances or parts of ordinances in conflict with this ordinance
are hereby repealed.
Section 110 Effective Date. This ordinance shall take
effect and be in force from and after its passage and approval.
