AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING AND
REVISING THE CODE OF THE CITY OF JEFFERSON, 1978, BY ADDING
SECTIONS 6-50 THROUGH 6-56 RELATING TO ANIMAL CONTROL ADVISORY
COMMISSION TO CHAPTER 6.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:
Section 1. Chapter 6 of the Code of the City of Jefferson,
11978, is hereby amended by adding Sections 6-50 through 6-56
relating to Animal Control Advisory Commission to Chapter 6 as
follows:
ARTICLE IV
Animal Control Advisory Commission
Section 6-50. ' Created. An Animal Control Advisory
Commission is hereby created.
Section 6-51. "'Composit'ion. The Animal Control Advisory
Commission shall consist of nine members as follows:
a. One member of the City Council
b. Three members of the Heart of Missouri. -Humane:-.Society,
Board who are residents of the City of Jefferson.
c. Four residents of the City, one of whom shall be
a licensed veterinarian.
d. The Director of Code Enforcement or his designated
representative.
Section 6-52. Appointment' and terins of members. The Mayor
shall, with the approval and consent of the majority of the member
of the City Council, appoint the members of the Commission who
shall be appointed for three-year terms; except, that of the mem-
bers first appointed, one shall be appointed for a one-year term,
one for a two-year term, and two for a three-year term. The
representative of the City Council and the Director of Code
Enforcement, or his designated representative, shall serve one yea
terms. The vacancies in the Animal Control Advisory Commission
shall be filled by appointment and approval in like manner for the
unexpired portion of the term. All members shall continue to serve
until their successors shall have been appointed and qualified.
Section 6-53. Meetings. The Animal Control Advisory
Commission shall hold a regular business meeting at least once
each quarter at such time and place as shall be established by
rule of the Commission. The Commission may hold such additional
business meetings as it shall, from time to time, deem necessary.
A majority of the members of the Commission shall constitute a
quorum.
Section 6-54. Officers. The Animal Control Advisory
Commission shall elect, at the first meeting in July each year, and
Ifrom among its four resident and three Heart of Missouri Humane
Society representatives, a Chairman, a Vice-Chairman, and a
Secretary-Treasurer. Such officers shall be eligible to succeed
themselves at the will of the Commission.

Section 6-55. Powers and duties generally. The Animal Con- '
trol Advisory Commission shall have the following powers and duties:
a. To make recommendations regarding animal control and
animal welfare in the City, and shall make these
written reports at least quarterly to the City Council.
b. To receive, review, and investigate petitions and/or
control, which shall act upon such petitions or
requests within a period of forty-five days unless
an additional forty-five days is requested in writing
from and approved by the City Council.
c. To make recommendations regarding the maintenance
and regulation of a shelter for the reception and
care of sick, injured, diseased, or impounded
animals and may suggest regulations necessary for
the operation of a shelter.
d. To promote the humane treatment of animals through
educational programs in cooperation with groups
such as the Heart of Missouri Humane Society, the
Jefferson City Kennel Club, and others.
e. May cooperate with state and national groups seeking
to promote animal welfare.
f. To review all present ordinances relating to animal
control and make recommendations for changes thereto.
g. To establish such rules and procedures as it deems
necessary for the expeditious transmittal of its
internal affairs.

Section 6-56. Actions approved by City Council. All
reports, recommendations, rules, regulations, and actions of the
Commission shall be subject to approval by a majority vote of
the Council.
Section 2. This Ordinance shall be in full force and
effect from and after the date of its passage and approval.
