MINUTES OF THE BOARD OF ASSESSORS
Date: January 17, 2024— Regular Session
Time: 4:30pm
Location: 2198 Main Street Town Hall Room B
In Person Participants: Chair Susan Barker, Clerk Howard Hayes, Deputy Assessor James
Gallagher
Remote Participants: None
Not Present: Vice Chair Marjorie McGinnis
Call to Order: Ms. Barker called the meeting to order at 4:33pm.
Declaration of a Quorum: A quorum was present. Members were participating in person.
Meeting Participation Statement: Mr. Gallagher read the following meeting participation
statement: As a courtesy only, access to the meeting is also being provided via remote means in
accordance with applicable law. Please note that while an option for remote attendance and/or
participation is being provided as a courtesy to the public, the meeting/hearing will not be
suspended or terminated if technological problems interrupt the virtual broadcast or affect remote
attendance or participation, unless otherwise required by law.
Recording Statement: Mr. Gallagher read the following meeting participation statement: As
required by law we are informing you that the Town will be video and audio taping as well as
broadcasting this public meeting. In addition, if anyone else intends to either video or audio tape
this meeting they are required to inform the chair.
Report of the Deputy Assessor: Mr. Gallagher reported that Boat Excise bills were issued on
December 15, 2023 and are due February 13, 2024. The 2024 Motor Vehicle Excise bills will be
issued on January 25, 2024 and will be due February 26, 2024. Mr. Gallagher also issued a
reminder to anyone with Boat Excise bills that no longer own their boat, to please contact our
office.
Review and approve Regular Session Meeting Minutes- December 6, 2023: No action at this
time.
Motor Vehicle Excise Tax Abatements (deceased owner)- FY2013, FY2014, FY2023: Mr.
Hayes made a motion to abate the excise bills as listed on the Schedule of Uncollectible Excises
dated January 10, 2024. Ms. Barker seconded the motion. Motion approved unanimously.

Vessel/Boat Excise Tax Abatements (deceased owner)- FY2021, FY2022, FY2023, FY2024:
Mr. Hayes made a motion to abate the excise bills as listed on the Schedule of Uncollectible
Excises dated January 10, 2024. Ms. Barker seconded the motion. Motion approved
unanimously.
FY2025 Budget Update: Mr. Gallagher reported requesting an increase of $775 for the
operating budget, the first increase since FY2020, due to an increase in the cost of courses and
our technical services.
2023 Annual Report: Mr. Gallagher presented a draft of the Assessors report for the 2023
annual Town Report.
Matters Not Reasonably Anticipated by the Chair: None
Next Meeting: The next Board of Assessors meeting will be January 24, 2024.
Executive Session (To comply with or act under the authority of any general or special law or
federal grant-in-aid requirements: MGL Chap 59 Sec. 60 and MGL Chap. 214 Sec. 1B):
At 4:41pin Mr. Hayes moved to enter Executive Session for the reasons noted above, not to
return to regular session. Ms. Barker seconded the motion. Roll Call vote: Hayes- aye; Barker -
aye; motion approved unanimously.
