WWW.BREWSTER-MA.GOV Tammy Mason IMIJIIl111111111Senior Department Assistant Board of Health Meeting Wednesday, February 7,2024 at 6:30PM Town Hall, Room B Board members present: Kimberley Crocker Pearson, MS, MD, MPH,Vice Chair;John Keith,Abigail Archer,and David Bennett (remotely) Others present:Amy von Hone, R.S.,C.H.O., Health Director, Sherrie McCullough, R.S.,Assistant Health Director, Rob Carizon,Grady Construction,engineer for Ocean Edge(remotely)and James Carabetta,TLC Associates(remotely)and Zachary Basinski, Bracken Engineering 1. Call to order The meeting was called to order at 6:30PM. 2. Declaration of a quorum Quorum present. 3. Recording Statement Noted. 4. Chair announcements None. 5. Citizen's forum None. 6. Ocean Edge Trevor Lane,System 12-1 failed septic upgrade with I/A installation Rob Carizon,Grady Consulting, presented this to the Board. -property is not is Zone II or DCPC -33 units, 66 bedrooms -existing system is still functioning properly,this is a preventative measure -system will be replaced with 3 Fuji Clean Model C30 treatment systems and a Presby System -3 existing tanks will remain in use -system is in the parking lot. It will be an H2O system to allow for vehicle traffic -a local upgrade approval is required for the maximum depth for the leaching field to be 72"below grade,which eliminates the need for a pump chamber -they are currently applying for piloting approval through DEP for both replacement systems at Trevor Lane KCP asked if they would be increasing the capacity. RC stated that there would be no increase in capacity. There are deed restrictions to limit the number of bedrooms. N:\Health\from Shari\MSWORK FOLDERS\MEETINGS\BOH\2.7.24m.doc KCP asked if the owners were aware of the deed restrictions and that they would not be able to increase capacity. RC stated that the owners are all aware. DB questioned why they were requesting a depth variance when there is a pump. RC stated that he would ask Fuji Clean about that. Motion:approve the system for Trevor Lane 12-1 contingent on DEP approval of the piloting application and with the conditions of quarterly sampling for 2 years, reporting of sampling data to the Barnstable County I/A tracking system. Sampling will include BOD, TSS, Oil&Grease, Nitrates,and total Nitrogen. Board of Health approval will be required for any change of use or expansion. This is also pending a follow up of whether the depth to cover variance is needed. Motion:John Keith Second:Abigail Archer Vote-4-0 Action: Motion carried 7. 9-15 Lower Road,failed septic upgrade with I/A Installation Zachary Basinski, Bracken Engineering presented this to the Board. -liquor store,thrift store, Dunkin Donuts and 3, 1-bedroom apartments are in this plaza -it is a failed system -system will have to go in the same area, but no increase in capacity -Conservation Commission has approved this -adding an additional pump chamber,another 4.5 Micro Fast unit to provide nitrogen enhanced reduction on the lot -swapping the leaching trenches for a"bed"system -local upgrade approval is needed for increased cover due to sloping parking lot. -also asking for relief from the abutting coastal bank and the abutting bordering vegetative wetland -the plan was shown to the Board,and he went over issues with the flood plain and talked about buoyancy calculations AVH-spoke about this property having high nitrogen numbers previously. ZB thinks that sampling twice a year would be sufficient. AVH also thinks this would be sufficient. DB asked if there was any change of use. ZB stated that there wasn't. The Board asked what the numbers were supposed to be: 19 or 25. ZB will find that out and get back to AVH about it. Motion:approve the system with variance as requested. Sampling to be done twice a year for 2 years and after seeing the data from the sampling,a reduction may be approved. Testing for total nitrogen and nitrates is required. Public outreach—Title 5/Watershed permit pamphlet AVH stated that the WRTF,with the efforts of the wastewater consultant, herself and the Town Planner, pulled together an informational pamphlet to go on the website and mailed out with water bills. The pamphlet gives instructions on how to find out what watershed properties are in. 9. Draft memo to DEP-Request for guidance on I/A system performance policy DB gave the Board a draft letter he wrote to DEP requesting guidance on I/A system performance. JK suggested a few changes. AA had a few clarifying questions. There was discussion between the Board members on the letter. Motion:Send the letter with the changes. Liaison Reports AA-Recycling Committee: NAHealth\from Shari\MSWORK FOLDERS\MEETINGS\BOH\2.7.24m.doc -DPW Superintendent proposed new fees for the Recycling Center.The Committee voted to approve the suggested fees. It will go to the Selectboard for approval now. -recycling education at the Stony Brook Elementary School was discussed -conversation on reuse of plant pots -swap shop will re-open sometime in April -nip bottle ban went into effect on January 12024 -Peter Johnson resigned so the Committee is looking for a new member -February 20,2024 is the next meeting KCP spoke about the medication take back day. JK-WQRC: No meeting. KCP—Opioid Committee -benchmarking what other communities are doing with their money -looking into how Brewster will be taking community feedback AVH-stated that the lower cape communities are going to conduct a public health assessment and they are hoping to include an opioid piece in it. KCP talked about the schools and getting a program into them. KCP-Water Resource Task Force stated that the exemption application for Bass River Embayment has been submitted. 11. DB stated that Brewster had won 3 awards at the Mass Municipal Association Conference.
