Call to order The meeting was called to order at 6:30PM. 2. Declaration of a quorum There was not a quorum present, but the Vice Chair proceeded with the meeting as they were not going to be voting on anything. The Vice Chair did note that if another Board member showed up in person,they would be able to hear the one item that required a vote. 3. Recording statement Noted. 4. Chair announcements None. 5. Citizen's forum None. 6. 280 Gulls Way-Leaching Facility Setback variance request KCP read a part of the Leaching Facility Setback regulation and stated that since the owners are not touching the septic and there is no increase in flow,the Board has no jurisdiction at this time,and this does not require a variance. DB-thinks there is an unclear grey area between our local approval bylaw and the possibly the leaching facility location on this property. He does not believe this needs a variance. 8. Jim Waldren—Whitewater—annual report for Serenity -daily flows were all under the limits -there was an issue back in June of 2023 with the BOD sample. It was at 52(30 is the allowed limit). Backwashes were added to the filters, and they did not have another issue. N:\Health\from Shari\MSWORK FOLDERS\MEETINGS\BOH\2.21.24m.doc -total nitrogen at one point was 14(limit is 10). The plant has been struggling since it was changed to senior living. A carbon source has been added to get the nitrogen back to the correct limit 9. Jim Waldren—Whitewater-annual report for Maplewood -his company just took over the contract as of January 1,2024 -last year there were 2 failures for total nitrogen in November&December. He is unclear as to why. -in January,there was a problem with the Bi-Carb line. It was replaced and the numbers went back to what they were supposed to be -all the monitoring well samples were fine 10. Greg Brehm—J.M.O'Reilly&Associates—annual report for White Rock Commons KCP asked about the mean value,which was around 38 in 2023 and noted that it should be at 19. GB—there was an anomaly in the results from March that they could not determine the cause of. It was very out of the ordinary for this plant. In December,one of the recirculation pumps went down and was replaced. DB-thought an excel spreadsheet with results would be helpful for the Board. 11. Brian Fortin—NSU—annual report for Pleasant Bay Nursing&Rehab Joe Smith from NSU was also present. They had no issues with the plant in 2023. 12. Review of any other annual reports received John Schnaible—Tighe&Bond—Town of Brewster(Formerly CCSC) -this is a Groundwater Discharge Permit for a campground -it is allowed 866lbs -pool,art building and 2 administrative buildings are the only things open -usage from 2023 was 21,000 gallons(6.2lbs) -renewal permit is in the process of being applied for -one of the monitoring wells way out in the woods had a high nitrogen number but they were unsure of why 7. 23 Woodview Drive—release emergency condemnation order Attorney Robert Dimler told the Board that the property is vacant,and the owner will remain in a nursing home. They hired a property manager to do all the repairs necessary and they are now looking to get the condemnation order lifted so it can be sold. Motion:Release the condemnation order Motion:Abigail Archer Second: Penny Holeman Vote:4-0 Action—Motion carried David Bennett left the meeting at 7:10PM. 12. Chad Simmons—Tighe&Bond—Brewster Landing -system was installed voluntarily -no sampling for nitrogen is required -all other samples were fine -they changed the recycling pump CS asked about not having to come before the Board in the future since this was a voluntary installation and not a required one. SM stated that it is in the regulations that operators are required to come to the Board once a year with an annual report. There is a variance that can be applied for. Laura Johnson—Weston,Sampson—Ocean Edge -most of 2023 was within number range -had a failure in January with a re-sample that came back fine -had a failure in June,which was caused by a broken pipe. -normal pumping was done 13. Discuss Brewster Conservation Day—July 13,2024 The theme is"Trees". AA will volunteer to be at the BOH booth. 14. Liaison Reports AA—Recycling Committee -National Drug Take Back Day is April 27,2024,which also happens to be Beautify Brewster Day -the Bikeways Committee asked the Recycling Committee to be on hand for their Bike Fest event,which is in May and to talk about battery recycling -there is a working group on the garden pots issue -discussed the organics program at the elementary schools and middle school -swap shop will open in April -Fix it Clinic is coming up -discussion on the nip ban in Brewster -they showed interest in a campaign on PFAS PH-COA -results from the 5-year plan are done and have been presented to the Selectboard -they had a 1-day retreat to go over many different topics -50'"year anniversary celebration will be in June KCP-Opioid Task Force -there was no meeting -County is working on a needs assessment for the region 15. Matters not reasonably anticipated by the Chair None. 16. Items for next agenda -Leaching Facility Setback Regulation -Small Wastewater Treatment Facility regulation potential variance request -Recycling Center is looking to talk with the BOH regarding trash haulers and requirements of recycling 17.
