AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK OF THE CITY TO EXECUTE A WRITTEN AGREEMENT ON BEHALF OF THE CITY WITH THE MISSOURI HIGHWAY AND TRANSPORTATION COPVTISSION FOR A GRANT TO IMPROVE A GENERAL PUBLIC TRANSPORTATION PROJECT TO BE FUNDED UNDER. SECTION 18 OF THE URBAN MASS TRANSPORTATION ACT OF 1964 AS AMENDED. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: SECTION 1. The mayor of the City of Jefferson, Missouri , is hereby authorized on behalf of the City of Jefferson to execute a contract between the City of Jefferson and the Missouri Highway and Transportation Commission for a grant to plan a general public transportation project to be funded under Section 18 of the Urban Mass Transportation Act of 1964 as Amended, in the amount of fifteen thousand six hundred ($15 ,600) dollars , for the year beginning on the first day of June , 1980 and ending on the last day of May, 1981 . Preparation of a Transition Plan to comply with Section 504 of the Rehabilitation Act of 1973 . 2. Study the impact that the new Harry S . Truman State Office Building will have on the Jefferson City Transit System. STUDY SCOPE A. 504 Transition Plan The consultant with the support of city employees will evaluate the requirements of Section 504 of the Rehabilitation Act of 1973 , as it affects transit operations . Specifically the consultant should: 1 . Identify public transportation vehicles , fixed facilities , service , policies and practices that do not meet program accessibility requirements ; 2 . Identify the improvements and policies required for bringing the system into -conformance, including any required interim accessible transportation; the plan should indicate how interim accessible transportation service levels and fares were determined; 3 . Establishment of priorities among the improvements , reasonable implementation schedules , and system accessibility benchmarks (the plan should document phasing criteria, identify which projects are necessary to meet three-year requirements , and set appropriate benchmarks for long-term efforts) ; 4. Identify and assign responsibilities ; 5 . Identify coordination of activities to improve the efficiency and effectiveness of existing services ; ' 6 . Estimate total cost and identify sources of funding for im- plementing the improvements in the plan; 7 . Describe the community participation in the development of -' the Transition Plan; and E . Identify responses to substantiate concerns raised during public hearings on ' the plan. 2 - e« B. Impact Study of the Truman Office Buildingnthe Jefferson City Transit System. The consultant should conduct a series of studies and analysis to indicate service requirements , transit management , and operation needs of the system based on the anticipated changes in employment characteristics in the Capital Complex and the changing development patterns within and adjacent to the City limits . I . Service Requirements 1. Existing operating conditions should be reviewed. Using existing City transit records , the performance characteris- tics of the present routes and headways would be evaluated to determine passenger loads , operating speeds , transfer characteristics, schedual adherence , and revenue/cost relationships. 2. Existing routes would be related to employment , commerce , and population centers to determine if there is effective coverage for present and future needs . In particular , the effect of the new state office building should be taken into consideration. qp 3 . Using information- from employee surveys combined. with other current source data, determine the market potential for expanded peak-hour service. Commuter service , changes. in routing , reduced headways , need to be related to employment hours and equipment availability to determine feasibility of proposed improvements in transit service. Off peak service should be evaluated in order to obtain more cost effective, energy efficient service. . 4. A Transit Improvement Plan. would be prepared which would - indicate recommended: routes , headways , schedules , transfer points , bus stops and other potentials .to be implemented to serve present and anticipated demand upon completion of the Truman Building. The TIP would be prepared in detail so schedules , personnel, and equipment requirements can be defined, II. Transit Management The efficiency of the present organization and operation needs review. Replacement and maintenance programs needs to be reviewed to determine if adequate records are being maintained. The consultant would make recommendations as to the effective use of personnel to provide optimum service and maintenance within the operating budget of the Transit Division, III. Operational Needs The Transit Improvement Plan and the 504 Transition Plan will probably require additional equipment and facility expansions , - 3 _ Any acquisitions needs to be evaluated as to the cost effective- ness within the operating budget of the Transit Division. A five year financial forecast should be prepared for the system. This would enable the Transit Division to budget for equipment acquisition, plan facility expansion, determine personnel re- quirements , and determine revenue sources to offset expected operating- deficits . REPORT The results of the investigations included in' the study scope should be bound and printed in report form. The report should be narrative, graphic , and tabular format. Fifty copies of the final report will be prepared as part of the study program. SCHEDULE The study program should' be completed within a six month period. r, , MISSOURI IIIGIIWAY AND TRANSPORTATION DEPARTMENT NONURBANIZED AREA PUBLIC TRANSPORTATION PLANNING GRANT AGREEMENT This GRANT AGREEMENT, entered into by the Missouri Highway and Transportation Oommission, hereinafter called "Commission", and the hereinafter called the "Grantee", W NIj4S' - 6•HAT: The Grantee has applied to the Commission for a planning grant to be funded under Section 18 of the Urban Mass Transportation Act of 1964, as amended, and the Commission has awarded planning funds available pursuant to said act to the Grantee with the understanding that such funds will be used pursuant to this Agreement for purposes of the Grantee's Planning Assistance Application, hereinafter referred to as "Project". NOW THEREFORE, in consideration of the mutual covenants, promises, and representations herein, the parties hereto agree as follows: ARTICLE 1. PURPOSE. The purpose of this Agreement is to assist the Grantee in financing the project's expenses at are eligible for federal financial assistance. The Commission will make a grant from available ederal funds in the amount of 100% of the project's cost in a manner consistent with the rules and regulations of the U. S. Department of Transportation as contained in 23 C.F.R: 825, and any of the regulations issued pursuant to the Urban Mass Transportation Act of 1964, as amended. ARTICLE IL.,SCOPE QF.WORK AND METHOD OF STUDY. The services to be provided are presented in the attached scope of work, Appendix A. ARTICLE VIII. REPORTS. Sec. 1 - All draft reports will be submitted to the Commission for review prior to printing in final form. The Commission will be provided with two (2) copies of each draft and four (4) copies of the final report. Sec. 2 - All reports, drawings, estimates, surveys, memoranda and other papers submitted by the Grantee shall be dated and bear the Grantee's name. ARTICLE IV. PUBLICATION PROVISIONS. �. Sec. 1 - Papers, interim or final reports, forms or other materials which are a part of the work under contract will not be copyrighted without written approval of the Commission and the Federal Highway Administration (FHWA). Sec. 2 - Either party to the contract or the FHWA may initiate a request for publication of reports, or any request. thereof. Sec. 3 - When the scheduled time for presentation of a paper does not permit formal review and approval of a complete report, abstracts may be used for notification of intent to present a paper based on the study. Such presentation must project the interests of the other party ey the inclusion of a statement in the paper and in the presentation to the effect that the paper has not been reviewed by the other party or the FHWA. Sec. 4 - Publication by either party shall give credit to the other party and to the FHWA unless upon failure of agreement or any report of the study, the FHWA or either of the contracting parties requests that its credit acknowledgment be omitted and then the following statement shall be added: "The opinions, findings, and conclusions expressed in this publication are those of the authors and not necessarily those of the Commission or FHWA". Sec. 5 - After acceptance of reports, all parties are free to use the data and results for whatever purpose. Note: All reports shall bear a statement crediting the cooperative participation of all agencies, including the U. S. Department of Transportation, Federal Highway Administration. Sec. 6 - The publication provisions contained in this Article are subject to provisions of Wapter610, Revised Missouri Statutes Cumulative Sup. 1973, and applicable laws of the United States Government concerning freedom of information. ARTICLE V. RETENTION OF RECORDS. The Grantee,shall be.r&A ired_W naWntain accounting records and other evidence pertaining to the cost incurred and to make the records available at its office at all reasonable times during the•contract -period and--for three years from the date of the final payment of Federal funds to the Commission with respect to the study. Such accounting records and other evidence pertaining to the costs incurred will be made available for inspection by the Commission, FHWA, or any authorized representative thereof and copies shall be furnished if requested. ARTICLE VI. INFORMATION FURNISHED AND WORK PERFORMED BY THE GRANTEE. The Grantee shall make available to the Commission all of the data, reports, analysis, Oscripts of hearings, maps, drawings, tables, and other pertinent background information related to Article III under this Agreement, that the Commission deems necessary. - 2 - ARTICLE VII. TIME. The Grantee shall commence work required by this Agreement on'the date specified in written notice to proceed by the Commission and complete not later than , unless She time' thereof is extended by mutual agreement of the parties hereto evidenced by letters from each to the other. ARTICLE VIII. CONTRACT PRICE AND PAYMENT. Sec. l - For the wort: described in this Agreement, the Grantee will receive payment based on actual costs, as defined in Section 2, up to a maximum amount of , this amount being the 100 percent Federal reimbursement of the total actual costs. Sec. 2 - The Grantee agrees to make written monthly progress reports on the work performed. -The Grantee will submit a proper invoice for work performed when the final report is submitted to the Commission for review and acceptance. The accounting for and billing of project charges will be accomplished as follows: a. Direct Labor - based on actual time expended at the current approved gross salary of the assigned staff member. Aft b. Other Direct Costs - based on actual cost of supplies and equipment purchased or rented or exclusive use of this project. Procurement of supplies and equipment should be in accordance with State of Missouri established procedures. The Grantee will establish cost principles for use in determining the-allowability of individual .item of rusts in accor U=e..with F&deW Procurement Regulations, Part 1-15, "Cost Principles Applicable to Grants and Contracts with State and Local Governments". Use of Indirect Costs as a method of apportioning costs "not readily assignable to the cost objectives specifically benefited" is authorized in Federal Procurement Regulations, Part 1-15. Commission has followed these guidelines in the establishment of its system for apportioning such costs. The Commission will withhold 10 percent of the total invoiced amount until a final audit has been completed. Grantee's obligation will extend only to those costs incurred, as verified by the final audit. • Sec. 3 - Compensation shall be paid by the Commission to the Grantee for work performed ` hereunder subject to the limitations of this Article, Sections I and 2, as supported by Appendix A, (contract budget). - 3 - k, Sec. 4 • The following are considered as direct costs and chargeable as such: a. Long Distance Telephone Calls Actual indirect costs shall be determined before the final payment through an audit, to determine the actual indirect costs incurred in the performance of the Agreement. Sec. S - The final payment, not including the amount withheld, will be made only after acceptance by the Commission of a project completion report, summarizing the results of the job elements under this Agreement, considered to be satisfactory to the Commission and the completion of a final audit by the Commission. Final audit will be completed after the acceptance of the project completion, report and .receipt of final invoice. Sec. 6 - Checks in payment for the services rendered hereunder shall be drawn to the order of the The Grantee hereby agrees that.the acceptance of the check so drawn shall constitute full payment by the Commission to the Grantee for the services for which ...such payments are made. Sec. 7 - The making of payments to the Grantee in the manner aforesaid shall vest in the Commission title to the studies, documents and material produced by the Grantee under the terms of this Agreement up to the time of such payments, and the Commission shall have the right to use the same for any public-purpose or-rake any desirable alterations thereto, without other further compensation to the-Grantee- -or to any other such agency or persons. ARTICLE IX. CHANGES. The Commission may at any time, by written order, make changes in the work and services to be performed under this Agreement and within the general scope thereof. If such changes cause an increase or decrease in the cost of performing the work and services under this Agreement, or in the time required for its performance, an equitable adjustment mutually agreed upon shall be made and the Agreement shall be modified accordingly. No work covered by a change in Agreement will be performed until the modified Agreement has been executed and the Grantee received from the Commission a notice to proceed with the change. Any claim for adjustment under this article must be made in writing to the Commission within thirty (30) calendar days from the date the change is ordered. Nothing provided in this article shall excuse the Grantee - 5 - from proceeding with the prosecution of the work so changed, provided the parties have mutually agreed to an adjustment in the costs, if such change results in a change in the costs. ARTICLE X. INDEMNIFICATION AGREEMENT. The Grantee hereby expressly agrees and covenants that they will hold and save harmless and indemnify the Commission, their officers, agents, servants, and employees from liability of any nature or kind, in connection with the work to be performed hereunder, arising out of any act or omission of the Grantee, or of any employee or agent of the Grantee or any of them, or associated with them including any persons, firm or corporation engaged by the Grantee to perform any work required by or in connection with the work. required by this Agreement. ARTICLE XI. TERMINATION OF AGREEMENT. In the event the Grantee shall for any cause fail or refuse to carry out or to perform any of the terms or provisions of this Agreement on the part.of the Grante required to be carried out or performed, or if the Grantee shall fail to complete any of the work described in this Agreement, or if in the judgment .of the Commission the conduct or progress of the work or of any part thereof is such that it would be prejudicial to the interest of the Commission to ave the work or.any part thereof continue, cLr if the Commission at any time determines that it is in the interest of the Commission to terminate this Agreement or any part thereof, the Commission may, by written notice to the Grantee, terminate this Agreement or any part hereof, or terminate performance by the Grantee of any of the work required by this Agreement,provided Cvmmigsicm fias given the Grantee written notice of the defect and that the Grantee has failed to correct said defect within fifteen days after receipt of said notice, and in any such event the Commission shall pay the Grantee onlyso.murh of the compensation herein above set forth as, in the judgment of the Commission, shall have been earned by said Grantee, and the Grantee, for itself, its successors, assigns and legal representatives, does hereby agree to accept the amount of compensation as so determined by the Commission as full satisfaction and acquittance of all rights or claims for compensation hereunder and the same shall constitute payment in full within the meaning of this Agreement. In the event of any terminations as aforesaid, the Grantee shall deliver to the Commission, as property of the Commission, all designs, reports, drawings, studies, eimates, surveys, computations, memoranda, and other papers, documents and other materials either furnished by the Commission or prepared by, for or on behalf of the Grantee in accordance with any provision of this Agreement; in addition, ownership of all designs, reports, drawings, studies, estimates, models, computations, etc., prepared within the context of this Agreement, - 6 - shall vest with the Commission, at the Commission's option; and the Commission reserves the right either to postpone or abandon further work of the type described by this Agreement or to cause such work to be continued or completed in such a manner, by such person or persons, Omd under such terms and agreements as said Commission, in its discretion, may deem to be the advantage of the Commission. ARTICLE XII. DISPUTES. The Chief Engineer of the Missouri Highway and Transportation Department will in all cases decide any and all questions which may arise concerning a question of fact in connection with the work not disposed of by agreement among or between the parties of the contract. ARTICLE XIII. NONDISCRIMINATION IN EMPLOYMEN'17. Appendix A, pertaining to the Civil Rights Act of 1964, is attached hereto and made a part hereof. ARTICLE XIV. NONASSIGNABILITY. Sec. 1 - The services to be performed under this Agreement are personnel and shall not be assigned, sublet or transferred without the written approval of the Commission. Monk Sec. 2 - The Grantee is required to perfam with its own staff work valued at not less han 50 percent of the total contract amount. ARTICLE XV. •' INSPECTION OF WORK. The Commission and the FHWA shall be accorded proper facilities for review and inspection af•the•work-htreunder-amd shall at all reasonable times have access to the premises, to all books, records, correspondence, instructions, receipt vouchers, memoranda of every description pertaining to the.,work hereunder. ArrangnmPnN for.all reviews and inspections by the FHWA will be made by the Commission. ARTICLE XVI. EQUIPMENT AND INSTRUMENTATION. It.is agreed that major items of special equipment which are not identified specifically in the proposal require specific approval by the Commission prior to purchase. A major special equipment item is one not used up during the course of the study and costing $100 or more. The major items of equipment and instrumentation as listed in the proposal are approved &he Commission and the cost, therefore, is included in the contract price. The Grantee certifies that no item listed has been included in the indirect costs that are approved for this study. Title to all equipment and instrumentation purchased pursuant to this Agreement shall rest with the Commission. If, at the conclusion of this study, the Grantee desires to acquire the equipment - 7 - and instrumentation, the Commission shall be allowed a credit equal to the current value, to be determined by mutual agreement between the Grantee and the Commission. ARTICLE XVII. TRAVEL. The Commission approves travel expenses for work performed under this Agreement and in connection with this study within the State of Missouri. Any additional travel must have prior approval of the Commission to be eligible for reimbursement. ARTICLE XVIII. COMPLIANCE WITH LAWS. The Grantee agrees to comply with all Federal, State and Local laws and ordinances applicable to the prosecution of the work covered by this Agreement. ARTICLE XIX. MINORITY BUSINESS ENTERPRISE. Sec. 1 - Policy. It is the policy of the Department of Transportation that minority business enterprises as defined in 49 CFR Part 23 shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds under this agreement. Sec. 2 - MBE Obligation. The recipient or its contractor agrees to ensure that minority usmess enterprises as defined in 49 CFR Part 23 have the maximum opportunity to participate the performance of contracts and subcontracts financed in whole or in P art with Federal funds provided under this Agreement. In this regard all recipients or contractors shall take all necessary and reasonable steps in accordance with 49 CFR Part 23 Jo ensure that minority business ent'—wrri es -have.AhB_ uaximum opportunity to compete for and perform contracts. Long Distance Telephone Calls Actual indirect costs shall be determined before the final payment through an audit, to determine the actual indirect costs incurred in the performance of the Agreement. Sec. S - The final payment, not including the amount withhold, will be made only after acceptance by the Commission of a project completion report, summarizing the results of the job elements under this Agreement, considered to be satisfactory to the Commission and the completion of a fipal audit by the Commission. Final audit will be completed after the acceptance of the project completion report and receipt of final invoice. Sec. 6 - Checks.in payment for the services rendered hereunder shall be drawn to the order of the City of Jefferson The Grantee hereby agrees that the acceptance of the check so drawn shall constitute full payment by the Commission to the Grantee for the services for which *such payments are made. Sec. 7 - The making of payments to the Grantee in the manner aforesaid shall vest in the Commission title to the studies, documents -and material produced by the Grantee under the terms of this Agreement up to the time of such payments, and the Commission shall have the right to use the same.for any public purpose or make any desirable alterations thereto, without other further compensation to the Grantee or to any other such agency or persons. ARTICLE 1X. CHANGES. The Commission may at any time, by written order, make changes in the work and services to be performed under this Agreement and within the general scope thereof. If such changes cause an increase or decrease in the cost of performing the work and services under this Agreement, or in the time required for its performance, an equitable adjustment mutually agreed upon shall be made and the Agreement shall be modified accordingly. No work covered by a change in 4greenient.will. be performed until the modified Agreement has been executed and the Grantee as received from the Commission a notice to proceed with the change. Any claim for adjustment under this article must be made in writing to the Commission within thirty (30) calendar days from the date the change is ordered. Nothing provided in this article shall excuse the Grantee - S - from proceeding with the prosecution of the work so changed, provided the parties have mutually agreed to an adjustment in the costs, if such change results in a change in the costs. ARTICLE X. INDEMNIFICATION AGREEMENT. The Grantee hereby expressly agrees and covenants that they will hold and save harmless and indemnify the Commission, their ofGccrs, agents, servants, and employees from liability of any nature or kind, in connection with the work to be performed hereunder, arising out of any act or omission of the Grantee, or of any employee or agent of the Grantee or any of them, or associated with them including any persons, firm or corporation engaged by the Grantee to perform any work required by or in connection with the work required by this Agreement. ARTICLE XI: TERMINATION OF AGREEMENT. In the event the Grantee shall for any cause fail or refuse to carry out or to perform any of the terms or provisions of this Agreement on the part of the Grante required to be carried out or performed, or if the Grantee shall fail to complete any of the work described in this Agreement, or if in the judgment of the Commission the conduct or progress of the work or of any part thereof is such that it would be prejudicial to the interest of the Commission to Wave the work or any part thereof continue, or if the Commission at any time determines that it is in the interest of the Commission to terminate this Agreement or any part thereof, the Commission may, by written notice to the Grantee, terminate this Agreement or any part hereof, or terminate performance by the Grantee of any of the work required by this Agreement,provided Commission has given the Grantee written notice of the defect and that the Grantee has fsuled to correct said defect within fifteen days after receipt of said notice, and in any such event the Commission shall pay the Grantee only so much of the compensation herein above set forth as, in the judgment of the Commission, shall have been earned by said Grantee, and the rantee for itself, its successors, assigns and legal representatives, does hereby agree to accept the amount of compensation as so determined by the Commission as full satisfaction and acquittance of all rights or claims for compensation hereunder and the same shall constitute payment in full within the meaning of this Agreement. In the event of any terminations as aforesaid, the Grantee shall Oliver to the Commission, as property of the Commission, all designs, reports, drawings, studies, estimates, surveys, computations, memoranda, and other papers, documents and other materials either furnished by the Commission or prepared by, for or on behalf of the Grantee in accordance with any provision of this Agreement; in addition, ownership of all designs, reports, drawings, studies, estimates, models, computations, etc., prepared within the context of this Agreement, - 6 - shalt vest with the Commission, at the Commission's option; and the Commission reserves the right either to postpone or abandon further work of the type described by this Agreement or to cause such work to be continued or completed in such'a manner, by such person or persons, Wd under such terms and agreements as said Commission, in its discretion, may deem to be the advantage of the Commission. ARTICLE XII. DISPUTES. The Chief Engineer of the Missouri Highway and Transportation Department will in all cases decide any and all questions which may arise concerning a question of fact in connection with the work not disposed of by agreement among or between the parties of the contract. ARTICLE XIII. NONDISCRIMINATION IN EMPLOYMENT. Appendix A, pertaining to the Civil Rights Act of 1964, is attached hereto and made a part hereof. ARTICLE XIV. NONASSIGNABILITY. 3 Sec. 1 - The services to be performed under this Agreement ar�nel�and shall not be assigned, sublet or transferred without the written approval of the Commission. ARTICLE XV. INSPECTION OF WORK. The Commission and the FHWA shall be accorded proper facilities for review and inspection of the work hereunder and shall at all reasonable times have access to the premises, to all books, records, correspondence, instructions, receipt vouchers, memoranda of every description pertaining to the work hereunder. Arrangements for all reviews and inspections by the FHWA will be made by the Commission. ARTICLE XVI. EQUIPMENT AND INSTRUMENTATION. It is agreed that major items of special equipment which are not identified specifically in the proposal require specific approval by the Commission prior to purchase. A major special equipment item is one not used up during the course of the study and costing $100 or more. The major items of equipment and instrumentation as listed in the proposal are approved Ithe Commission and the cost, therefore, is included in the contract price. The Grantee certifies that no item listed has been included in the indirect costs that are approved for this study. Title to all equipment and instrumentation purchased pursuant to this Agreement shall rest with the Commission. If, at the conclusion of this study, the Grantee desires to acquire the equipment - 7 - 1 and instrumentation, the Commission shall be allowed a credit equal to the current value, to be determined by mutual agreement between the Grantee and the Commission. ® ARTICLE XVII. TRAVEL. The Commission approves travel expenses for work performed under this Agreement and in connection with this study within the State of Missouri. Any additional travel must have prior approval of the Commission to be eligible for reimbursement. ARTICLE XVIII. COMPLIANCE WITH LAWS. The Grantee agrees to comply with all Federal, State and Local laws and ordinances applicable to the prosecution of the work covered by this Agreement. ARTICLE XIX. MINORITY BUSINESS ENTERPRISE. Sec. 1 - Policy. It is the policy of the Department of Transportation that minority business enterprises as defined in 49 CFR Part 23 shall have the maximum opportunity to participate in the performance of contracts financed hi whole or in part with Federal funds under this agreement. Sec. 2 - MBE Obligation. The recipient or its contractor agrees to ensure that minority Business enterprises as defined in 49 CFR Part 23 have the maximum opportunity to participate in the performance of contracts and subcontracts financed in whole or in part with Federal funds provided under this Agreement. Service Requirements 1 , Existing; operating conditions should be reviewed. Using existing City transit records , the performance character- istics of the present routes and headways would be evaluated to determine passenger loads , operating speeds , transfer characteristics , schedual adherence, and revenue/ cost relationships , . 2 . Existing; routes would .be related to employment , commerce , and population centers to determine if there is effective coverage for present and future needs . In particular , the effect of the new state office building should be taken into consideration. 3 . Using information from employee surveys combined with other current source data,' determine the market potential for " expanded peak-hour service. Commuter service , changes in routing , reduced headways , need to be related to employment hours and equipment availability to determine feasibility of proposed improvements in transit service. Off peak service should be evaluated in order to obtain more cost effective, energy efficient service. 4. A Transit Improvement Plan would be prepared which would indicate recommended : routes , headways , schedules , trans- . fer points , bus stops and other potentials to be implemented to serve present and anticipated demand upon completion of the Truman Building . The TIP would be prepared in detail so schedules , personnel, and equipment requirements can be defined. B. Transit Management The efficiency of the present organization and operation needs review. Replacement and maintenance - programs needs to be reviewed to det-ermine if adequate records ��re being maintained. The consultant would make recommendations as to the effective use of personnel to provide optimum service and maintenance within the operating budget of the Transit Division. C.
