WITH Environmental Management Corporation Lake Saint Louis , Missouri 63367 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: SECTION 1. The Mayor and Clerk of the City are hereby authorized and directed, for and in the name of the City, to execute a written agreement with Environmental Management Corporation for treatment plant assistance for the time period of October 21, 1980 , to November 4, 1980, for the sum of $2,988 .00 SECTION 2, A copy of said agreement is attached hereto. SECTION 3. This ordinance shall take effect and be in . force from and after its passage and approval. Environmental Management Corporation (EMC) is pleased to submit to Jefferson City the enclosed proposal addressing treatment plant assist- ance for the time period of October 21 to November 4 , 1980. This high intensity program which covers technical assistance, process optimiza- tion. laboratory, standard operating procedures and staffing will re- e the rigorous attention, cooperation, coordination and support of ® a individuals involved with the treatment plant. However, please let me point out that, this program should be considered an intermin step, designed only for the immediate reduction in odors. A program. which is planned to develop the necessary foundation for stable operations should follow immediately. Thank you for the opportunity to submit this proposal, and we are looking forward to working with you and your staff in the immediate future. Adams, Vice President Pie eak Enclosure ti I Q T hnical Assistance 1 Evaluate plant f low sheet and develop P rocess options to minimize odor problems. 2. Institute corrective actions on the solid handling processes im- mediately to- reduce ordors. Specific emphasis will be directed to the gravity thickener; chemical addition and vacuum filtration. The above is designed to accomplish the immediate reduction in odors and improve performance and flexibility of the solids handling opera- tions. Completion date: October 31 and on going. Process Control 1. Determine the relationship of each unit process performance to downstream processes. Instruct and assist in corrective action where necessary. Develop and instruct operators in the use of solids balance sheets, process work sheets, and control charts. 3. Develop alternate solids handling procedures to reduce odors. The above will accomplish the installation of standardized procedures to control and optimize the plants performance while reducing ordors . Completion date: November 3 and on going. Laboratory 1. Evaluate laboratory equipment and procedures and institute changes where necessary. 2. Institute quality control procedures ,and laboratory work sheets. 3. Standardize sampling program and the transfer of laboratory data to . operational personnel . The above will accomplish the collection of accurate and precise data, the transfer, to operations, necessary information to control the plant process and the establishment of a uniform sampling program. Completion date: October 30 Sodard Operating Procedures 1. Develop scheduled plant inspection procedures and check list. 2. Develop an effective program for communication and coordination of operational status and process control information. The above will accomplish the standardization of procedures for in- spection of equipment, condition of the process and presence of odors and the communication of the total plant status to all personnel. Staffing 1. Initiate evaluation of staffing needs in relation to plant opera- tional requirements. 2.' Review recommended staffing requirements by consultant, State, and EPA. Aabove will assist the city in the collection of data and informa- needed to determine staffing requirements at the treatment plant. Completion date: November 4 and on going.
