This means that at least a quorum of the members of the public body will attend the meeting in person and members of the public are welcome to attend in person as well. As a courtesy only, access to the meeting is also being provided via remote means in accordance with applicable law. Review BWD Town Report • Remove first line of 2023 Annual Town Report and replace with the Brewster Water Department Mission Statement. Add Master Plan and remove introduction paragraph. o Motion by Commissioner Brown to approve the 2023 Annual Town Report as amended. o Motion 2nd by Commissioner Skidmore o Roll Call Vote: 3-0-0 6. Sea Camps Pond Parcel update 0 On January 23rd there was a joint meeting between the Select Board, Pond Planning Committee, and the Bay Planning Committee. o Pond Parcel Planning committee i. Two Alternatives to decide on. 1. Alternative to include 10 acres set aside for affordable housing up to 90 bedrooms and 45 new construction units with the potential for a wastewater treatment plant. There is also a possible connection for nearby residents. 2. Final two proposals to be presented on Thursday, February 15th for the bay and pond properties. a. Via: Zoom from 6:00 PM to 8:00 PM. b. Presentation by Design Team and Town Staff to explain the final plans for both properties and their strategies for their phase implementation. c. Remaining 30 minutes will be a Q&A session to discuss the plans. d. Link for Sea Camps Meeting on Town Website. 3. The Water Commission contributed $250,000 equating to five years of open space purchases to protect open space and the aquifer. a. The Water Commission agreed only to use money for open space and water supply and request to have the money returned. 4. Liasson Mary Chaffee proposed requesting one third of the $250,000 since most of the parcel will be protected in a conservation restriction. 5. Water Commissioners would like to invite the Town Administrator to the next water commissioner meeting to discuss the return of the $250,000 and to have it in writing. 7. Superintendent's Report • FY25 Budget review o Presentation to the Select Board and Finance Committee. o Accomplishments and Goals ■ Tank Painting ■ Applied for Asset Management ■ 18 Hydrations Stations in Brewster ■ Red Top water main project will be completed in June and July • Goals • Future hydrations station installations: o Long Pond Landing o Rail Trail at Rte. 137 • Master Plan — selecting engineering consultant • Lead & Copper Inventory for EPA • Safety Training — Risk Management • Pilot program for existing policies and procedures o FY25 Budget ■ 2.28% increase - $70,417 increase over FY24 o Title 5 Septic Water Shed Permit ■ Insert with February 151 billing statements 8. Assistant Superintendent's Report • Red Top Road Project Update o Installation of 2500 to 2800 feet of water main o Project to be completed in June and July 9. Office Manager's Report • Billing Statements o Uploaded to Invoice Cloud on February 1St for online bill pay o Billing Statements mailed out February Stn • Utility Cloud update o Completed import of all accounts with latest contact and meter information. o In the process of importing all domestic, irrigation and monitoring wells in Brewster. 10. For Your Information Discuss the drought status signage o Remove "X's" from signs and return in April when monitoring starts again. The Financial Committee is interested in adding a two tier for water usage. o Water rates to be determined and/or for minimal, moderate, and excessive usage. 12.
